About this file
This is a Questions and Answers document for Solicitation 140FGA26Q0026, addressing clarifications on rehabilitation work at Ding Darling National Wildlife Refuge facilities. The project encompasses repairs to two government residences, an observation tower, and a pavilion structure.
The solicitation scope includes roof inspections with repair recommendations to be issued via contract modification; replacement of entry doors (White Exterior Semi Gloss Superpaint finish); composite decking installation (Island Mist gray Trex Lineage or equivalent, 1" x 6" boards with stainless steel fasteners); hog-panel railing systems with black vinyl or painted welded-wire mesh panels; concrete spalling repairs (approximately 20 locations per residence, 6-10 inches each); fiber cement ceiling replacement (2,000 square feet per residence); storm shutter maintenance and potential replacement; ADA-compliant entrance ramp (6 feet wide, 1:12 slope ratio); and electrical work including automatic transfer switch removal. The pavilion work includes 676 square feet of composite decking, 104 linear feet of fascia, and 112 linear feet of railing replacement. Roofing specifications require 0.32-inch aluminum standing seam for the pavilion and observation tower, with the quarters' roof repairs matching existing materials. All structural damage, concealed hurricane damage, and additional deficiencies discovered during demolition will be handled through contract modification with equitable adjustment. The contractor must provide site security fencing, maintain occupied residences' accessibility, submit QA/QC and Safety Plans, and is responsible for concrete patching cost estimation. The government will remove obstructing vegetation, extend the Period of Performance for pressure-treated lumber drying time if necessary, and award all line items regardless of funding constraints.
