STATEMENT OF WORK

Panther Swamp NWR Visitor Contact Station

ADA Ramp and AC Platform

PR Number: __TBD_____________

Project Overview:

The Theodore Roosevelt National Wildlife Refuge (NWR) Complex is seeking a qualified contractor/vendor to reconstruct the entrance ramp and air-conditioning platfom at the Visitor Contact Station at Panther Swamp NWR. Panther Swamp National Wildlife Refuge (NWR) is one of nine refuges in the Theodore Roosevelt NWR Complex. Panther Swamp NWR is located at 12595 MS HWY 149, Yazoo City, MS 39194 (32°55'19"N 90°34'26"W) in Yazoo County, MS.

Location/RPI#10057069 covers this entire project as the parent asset. The entrance ramp is a component and documented as sub-asset RPI#30045686. Reconstruction of the entrance ramp will remain within the current foot-print of the asset, and all new construction must comply with the Americans with Disabilities Act (ADA). The air-conditioning platform also supports a generator that is documented as sub-asset RPI#30045652. No repair or work is needed directly to the air-conditioning units or generator, only the platform that supports the units. This platform must comply with International Building Code standards and support the weight of equipment and personnel. The stairs that will be replaced as part of the platform do not need to be ADA compliant.

Purpose/End Application:

Panther Swamp NWR’s entrance ramp and air-conditioning platfom were constructed around 2011 and have been repaired at least several times with the addition of new treated lumber. A short concrete ramp was added to the entrance ramp to protect the asset from ground contact that was causing significant rotting. There is a wood constructed walkway on treated timber posts/pilings that sit above the 100 year flood plain. This contracted service will completely replace all wooden parts of the ramp excluding the concrete portion of the base, the metal handrails, mesh and slip tread.

The air-conditioning and generator platform needs a complete replacement with the exception of the 8”x8” pine posts that can remain in-place and be reused. All other components of the platform other than the posts and concrete landing require full replacement with new material. Temporary cribbing can be used to support the units as the platform is replaced around and under three air-conditioning units and a generator.

Contractor Qualifications:

Five+ years of experience with commercial construction, including American with

Disabilities Act knowledge and experience, is required. Must possess the equipment and physical stamina to work on elevated positions and in 100+ degree heat for 8 or more hours a day.

Period of Performance:

Contracted services may begin August 1st, 2025 and must be concluded by January 31, 2026 (180 days). Panther Swamp NWR office will not be available for restroom facilities during these days or times of operation.

Normal duty hours Monday thru Thursday 7:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information. Non-duty hours include Fridays, week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

Scope:

Selected contractor must provide all material and labor to complete the following work:

Full replacement of the entrance ramp will require complete removal of decking, posts, wooden railings, ballasters, newel posts, trim, ledgers, and stringers as well as disposal.

Fasteners, hangers, and all other materials must be removed and can not be reused. Five metal handrails are to be removed and refinished with cold, textured galvanized paint prior to reinstallation. The 4”x4” mesh is to be removed and refinished with cold, textured galvanized paint prior to reinstallation. The metal handrails will require resecuring with new stainless steel hardware. The mesh is held in place by 1”x1” wood trim than can be nailed approved for outdoor use and weather exposure. The mesh could be considered ballasters.

Ledgers, stringers, decking, and posts must be pressure treated pine lumber rated for outdoor exposure. Proper spacing of stringers is critical to support the use of the entrance ramp. All hardware, including bolts, screws, nails, and hangers must meet or exceed International building code standards and properly attach/fasten materials. Ground contact posts are 8”x8”, ledger boards (doubled) are 2”x12”, straingers are 2”x8”, and decking is 2”x6”.

Newel posts are 6”x6” connected horizontally to each other by 4”x4” wood that frames the area for the mesh. Mesh can be resecured within 1”x1” or larger wood frame attached to newel posts and connecting wood on both sides of the mesh. Newel posts to be beveled to shed water and provide a smoother finished edge. Slip treads to be removed and reinstalled with new screws used for outdoor exposure.

Ramp construction must comply with all ADA standards and International building codes.

Posts, ledgers, stringers, and decking shall be constructed with new pressure treated pine lumber. Newel posts, connecting posts and trim shall be constructed with new rough cut cypress. All newel posts must be beveled. All bolts, screws, nails, hangers, and fasteners rated for outdoor exposure and approved by site representative prior to purchase and installation. Bolts, washers, nuts and screws shall be new stainless steel.

Entrance ramp must be fully replaced, including secured to the building and under the current door jam, siding, and trim to prevent any leaking or water entry. The top landing attached to the building is 95”x80”. The first slope/grade is 152” long by 71” wide. It transitions to a landing that is 68” wide by 72” long. The second slope/grade is 207” long by 71” wide to a landing that measures 148” wide by 72”. The third slope is 281” long by 72” wide to a landing that measures 72” wide by 72” long. The forth slope is 72” wide by 72” long and connects to the concrete portion of the ramp prior to the final grade/ground. Measurements provided are approximate and not to scale drawings available upon request. Reference photos are provided below. Slope/grade, handrails, spacing, etc. to comply with ADA.

Entrance ramp begins approximately 5’ above ground level.

Full replacement of the air-conditioning and generator platform will require removal and disposal of all wood except the 8”x8” posts and concrete landing. Three air-conditioning units to remain in-use and hooked up to the building as to fully function during construction.

Temporary cribbing shall be used and power may be disconnected temporarily (less than 1 hour intervals). Utility supplies to and from the generator may be disconnected and temporary cribbing used to leave generator in place during construction. Utilities to be properly reconnected to generator post platform construction.

All replacement wood must be new, pressure treated pine lumber rated for outdoor exposure.

Ledger boards shall be doubled 2”x12” and attached with new stainless steel bolts to notched 8”x8” posts. Stringers measure 2”x10” and connected to ledger boards with appropriate sized hangers rated for outdoor exposure. Proper spacing of stringers is critical to support the load and weight of air-conditioning units, generatoras, and service personnel. Decking shall be constructed of new 2”x6” pressure treated pine lumber rated for outdoor exposure. Newel posts are 4”x4”, connecting railings are 2”x4”, and ballasters are 2”x2” and must be constructed with new, pressure treated pine lumber rated for outdoor exposure. Newel posts and tops of ballasters must be beveled. Standard stair construction shall be 7” rise by 11” run securely connected to the concrete pad and platform. Treads shall be constructed of 2”x6” pressure treated lumber. All construction must meet International building codes. Access does not need to be ADA compliant. All bolts, screws, nails, hangers, and fasteners rated for outdoor exposure and approved by site representative prior to purchase and installation.

Bolts, washers, and nuts must be stainless steel.

The air-conditiong platform is not square, rather a 108”x204” platform for the generator offset with another platform that measures 216”x96” for three air-conditioning units.

Platforms are connected over a common support brace/double 2”x12” ledger board. The entire platforms are on the same elevation and require replacement. Platform is approximately 5’ above ground level. Reference photos are provided below.

Electricity is available at the Panther Swamp NWR office. Bathroom facilities are not available on-site.

Selected contractor may not clean equipment on site and must properly dispose of all materials offsite per local and federal guidelines. Location of a roll-off temporary dumpster to dispose of all materials associated with this project to be agreed upon with technical coordinator/site representative.

The technical coordinator/site representative will be available, as schedules allow, to meet with the selected contractor once prior to initiation of the project to answer questions and review the expectations detailed in this SOW. Following the initial visit, the contractor may contact the technical coordinator as needed, by phone. The contractor will notify the technical coordinator of their schedule, deviations from that schedule, expected time of completion, and any other issues which may arise. Upon completion, the technical coordinator shall complete a walk through with the selected contractor to ensure the service is complete and per the agreed upon standards as well as waste is properly collected and disposed of off-site.

Evaluation and Acceptance:

The contractor will be evaluated as detailed herein. Government acceptance is contingent upon:
