Solicitation #140FGA25Q0037 Services to Rehabilitate the Morefield House

Amendment 2, Q & A

1. Is the site required to be manned by a contractor's representative at all times that work is taking place?

Answer: Yes, the contractor must have an on-site superintendent supervising the construction. No subcontractors can be left unattended.

2. The Solicitation states that the "Contracting Officer may exercise the options by written notice to the Contractor within 120 days of award of base task". Is it expected that the options will be chosen at a much later date or that all options will be selected at the same time as the award of the base task? The selection of certain options can impact the schedule and order of operations of related tasks.

Answer: The primary base task is the Siding Replacement. During initial award the CO will award all or as many of the option tasks that funds will allow. If for some reason funds are not available at initial award for all option tasks, then Fish & Wildlife Service will choose which option tasks they want to be funded with initial award. If optional tasks remain after initial award, and funds become available at a later-date the CO can add the optional tasks during the time frame outlined. If this takes place the contractor will be given consideration for adjusting the schedule.

3. What is the extent of artifact removal and/or protection prior to starting, including window treatment? During construction, if we determine additional items need to be removed, who do we contact and how much time will it take to address this?

Answer: The contractor will not be handling or removing any of the inside antiques or artifacts. The contractor is to inform USFWS Hatchery Management, and they will coordination with the museum staff. The museum staff will have the responsibility to handle and move any necessary items. During construction and when the contractor needs to be inside the house proper coordination must be made by the contractor with hatchery management and the museum staff. The contractor will have no direct communication with the museum staff without informing hatchery management. After contract award, we will schedule a meeting with the contractor, hatchery management, and museum staff to coordinate to help meet the contractor’s construction schedule. For issues that might require immediate attention we will establish a direct line of communication with the contractor and hatchery management. When construction issues come up the contractor will reach out to the PM. If a contracting issue happens to come up the contractor will inform the CO.

Amendment 1, Q & A

4. Is the contractor expected to provide any artifact removal or protection services?

Answer: No, again this will be the responsibility of USFWS Hatchery Management and proper coordination with the museum staff. The contractor will be responsible for providing an accurate schedule and advance notice.

5. Will the crawlspace be cleared out prior to work starting?

Answer: The only crawlspace would be under the restroom area. If there’s any obvious obstructions under the crawlspace it will be cleaned out during construction. Reminder that the removing the flooring and subflooring is part of the scope of work and any obstructions under the floor can be removed at that time. With proper coordination by the contractor for Task Order #2 the basement can also be cleaned out prior to work starting in that area.

6. Can a project site map with boundaries outlined for equipment staging, dumpster, toilet, and parking locations be provided?

Answer: Yes, the PM will work with Hatchery Management to locate boundaries and all staging areas. We will provide a map sketch and mark the boundaries to make sure that the contractor has plenty of room to complete the job safely without restrictions.

7. Are there any security requirements, such as perimeter fencing or arming/disarming a security system?

Answer: Once the boundaries are established the contractor will be responsible for fencing or roping off the work area. There will be no special arming/disarming of any alarm system, but when needing to work inside the house, coordination will be needed with hatchery management.

8. Are there any specific requirements for the sod species?

Answer: All drainage trenched areas will be replaced with sod. The contractor has the flexibility of choosing a sod that matches the surrounding grass. Ensure that trenched areas are compacted well prior to installing sod to avoid depressions within the lawn. All damaged areas will be seeded or replaced with sod depending on the severity of damage in-order to get the yard back to the existing conditions.

9. If bushes or landscaping components need to be removed for the storm drain lines or French drain installation, is the contractor required to replace them?

Answer: All bushes or shrubs will be identified and marked prior to the start of the trenching. The contractor will be responsible for replacing any bushes or shrubs that were removed to complete the job with comparable like-items that were removed. The

Amendment 1, Q & A contractor should take photos of bushes and shrubs before removal. The contractor will be responsible for any damage to bushes or other landscaping items that’s not requiring removal to complete the drainage installation.

10. Are the attic gable side lite windows included for replacement? Are the louvers being replaced or do we reinstall the existing louvers?

Answer: This is covered on page 8 of 15, note 10. They are scheduled for new duplicate replacement.

11. Do the electrical meter and low voltage lines need to be removed for siding replacement?

Answer: Yes, the contractor will remove or coordinate the removal of anything that is obstructing proper siding replacement.

12. Will a temporary power pole be required or is it acceptable to use a gas-powered generator?

Answer: It is acceptable to use a gas-powered generator. Safe usage and spillage are the responsibility of the contractor.

13. Are the portable air conditioning units in the attic gables getting reinstalled?

Answer: No, they will be removed. The holes will need to be filled with sheathing and blocking prior to installing the building wrap.

14. Please identify all parts of the trim that are getting repainted. Are we required to paint anything that we are not replacing?

Answer: This is covered in the siding replacement, A, note 2. Demo materials are materials that are requiring replacement. Replacement materials get painted. The new colors will be chosen by hatchery management. Areas that were not identified for replacement do not require repainting.

15. Are any of the exterior windowsills getting replaced?

Answer: No, exterior windowsills are built into the wall and will not be removed as part of the siding task order. They all appear to be in good condition and will remain in place.

The windowsill paint will still be stripped from these sills and be primed and repainted. If any sills happen to be damaged or rotten the contractor will notify the CO and PM of the issue, and it will be addressed as an unforeseen condition.

Amendment 1, Q & A

16. Are there any identified areas of framing that need to be repaired; ie the exterior southeast corner?

Answer: Yes, and that is correct, the southeast corner will require new framing for a new corner post and base plate before siding and trim can be installed. This damage was not originally exposed and was not included in the SOW. The SOW will be revised, and this item will be included with the siding task order. All details will be placed within the

SOW.

17. Has a hazard analysis been completed to assess lead based paint and asbestos? If not, are we to assume that there is no LBP affecting the demolition of any siding, trim or window components?

Answer: For everyone’s safety and for the proper disposal, if any hazardous materials exist, the SOW will be revised to include an inspection for hazardous analysis. This item will be part of the siding replacement task order.

18. Can we install replacement windows that do not require removal of the interior window casing? This is recommended for the windows in rooms with wallpaper.

Answer: No, that’s not what is outlined in the SOW. That is not recommended because it would affect the historical integrity of the building and reduces the original window sizes. The building’s appearance should be maintained in its original state as much as possible.

19. What is the routing for the French drain and gutter storm drain line?

Answer: The PM will provide a drawing/sketch for routing the French drain and gutter storm drain lines. The route will be marked as well as the sections that cross the concrete sidewalks that will require removal and replacement.

20. Are the gutters to be a standard white color?

Answer: The color for gutters and downspouts will be selected by hatchery management. They may choose not to go with white.

21. Do we need to replace the frieze/rim board and beveled drip cap moulding as part of the siding package? It is located at the bottom of the existing siding.

Answer: Yes, any trim or flashing items throughout the building needed to install the siding properly is considered part of siding replacement task order. If it’s needed in-order to do the job properly then it should be included in the cost proposal.

Amendment 1, Q & A

22. What is the full scope of the plumbing replacement? Can a list of fixtures be provided? Are we installing new plumbing for the water heater? Are there any hose bibs?

Answer: This is covered in option #2, C 1 - 6, Bathroom Renovation and Water Supply- Line Replacement. All materials and fixtures are covered in these sections. Any supply lines that are old are to be replaced. I’m not aware of any hose bibs, but if any exist, they are to remain.

23. Per SOW, the contractor is to provide a bathroom layout. Is there an existing design in mind, or is this to be solely proposed by contractor using best practices? At what point will final design be determined?

Answer: The SOW does state that the contractor is to provide a recommended bathroom layout. To simplify things the PM will work with the contractor to help provide a similar layout prior to the CO issuing a notice to proceed. The bathroom layout should not change the necessary materials needed for submitting a bid proposal.

24. Will the bathroom have a ventilation fan? If so, how will it exhaust outside?

Answer: Yes, we will include an exhaust fan for the bathroom. Because the rough opening framing work will need to be done during the exterior framing and siding replacement this will be added to the revised SOW to be included with siding replacement. The opening will be temporary boarded over until bathroom work and the exhaust fan can be installed.

25. In the new bathroom layout, are we saving and reincorporating any portion of the existing bathroom cabinet?

Answer: Yes, the PM will work with the contractor to design and re-incorporate the cabinets and reduce the size. The cabinets will be carefully disassembled and stowed away to be later reassembly after reduced in size. As much of the existing materials should be reused for rebuilding the cabinets. The face and the doors will be reused to keep the cabinets as original looking as possible. The cabinets will be reduced about 2/3 in size in-order to accommodate the shower.

26. What type of shower pan will be installed in the bathroom? Is it a custom pan and liner with mosaic tile floor or prefabricated fiberglass pan?

Answer: The shower pan will be a prefabricated fiberglass pan. The contractor will provide a submittal for approval.

Amendment 1, Q & A

27. Who is responsible for exterior low voltage equipment? If it is the responsibility of Department of Fish and Wildlife, how should the low voltage wire be contained for future use?

Answer: The contractor will check all low-voltage lines existing on the exterior siding to verify whether they’re live and still have power. Coordination with the museum staff will be made to determine what lines can be removed and what lines will need to remain.

28. There are some existing bricks on site. Are we allowed to use those in raising the height of the basement windows?

Answer: Yes, the contractor can use any of the bricks that is on site, plus the hatchery has more bricks at a different location. There will be no need for the contractor to order any bricks for this work. The hatchery will provide any balance necessary.

29. Are you guys okay with us replacing all the wooden doors with steel or fiberglass doors?

Answer: Absolutely not, this is a historical building, and the doors will be refurbished or replaced with a similar door. The SOW addressing each door will need to be followed.

30. The garden windows along the back of the house. Are they to be reinstalled or should they be removed in replaced with regular windows?

Answer: They are scheduled for replacement. This is covered in the SOW for all windows in that area.

31. The transom above the 5-ft entry door, is it to stay or can we install doors that cover the entire opening?

Answer: It must stay, and the door is to be refurbished. This is covered in the SOW.

32. Do you guys want the siding to be smooth or have a wood grain texture to it?

Answer: This is covered in the SOW part IV, A, 4. Please provide a proposal that follows the SOW guidelines for all siding materials and installation.

33. Will this project require containment?

Answer: The only place this could be an issue would be the bathroom. It would be good to contain and prevent construction dust and debris from entering in the hallway. This will help prevent damage of other areas within the house and it should be simple to create and offset temporary entrance for this area. No other areas will require any type of containment.

Amendment 1, Q & A

34. Do you want all downspouts discharging into the drain system or just the ones on the front of the house?

Answer: All downspouts discharge into a downspout clean-out at the bottom. This is covered in the SOW for option task order #3, install new gutters and downspouts, install a new dual drainage system. It is highly recommended to study the required materials and provide a submittal before ordering. If in doubt submit an RFI.
