About this file
This document appears to be an Amendment 1 to the Q&A for Solicitation 140FGA24Q0014 - Well Assessment Project at Monte Vista National Wildlife Refuge. The key details are as follows:
The solicitation is for a well assessment project at the Monte Vista National Wildlife Refuge. It includes pump testing, video inspection, and potential reinstallation of the pumps. The solicitation does not appear to cover reinstallation of the pumps, and bidders are advised to store the pumps awaiting a future scope of work for reinstallation. The solicitation includes replacing seals and bearings, but no other specific parts are mentioned. The government is unable to provide detailed information on the condition and capacities of the existing wells and pumps, so bidders are advised to make assumptions for bidding purposes. The government also notes the potential for artesian conditions in some wells. Bidders are advised that minor corrections may be handled via contract modification, while major repair needs may require a separate follow-on contract.

140FGA24Q0014 – Well Assessment Project Amendment 1
1. The solicitation does not appear to include re‐installation of the pumps. Can you confirm?
1a. Shall we store the pumps for an indefinite period of time at our shop facility waiting on the FWS to advertise the scope of work to install?
1b. If a different contractor wins the bid to re‐install (I assume you'll be re‐bidding), under who's contract will transport of each of the pumps be included?
Per 331100 1.5.E, the components are to be reinstalled, assuming the components are in adequate condition to run the pump and/or able to be reinstalled. In the event materials can’t be reinstalled, USFWS will store the materials. The contractor shall transport the materials to the nearest maintenance yard.
2. What parts specifically does the solicitation include? Section 331100 mentions replacing "seals and bearings." Are those the only 'new' parts to be included in the contractors' bid?
Correct
3. Can you provide a list of each well, known condition, pumping capacity (as you know it) and any information on the pumps that you might have? There are 4 installation reports attached to the documents but those are lacking in detail. Specifically, if you can give the sizes, models, or other particulars regarding the installed equipment, it would be helpful in dialing in a bid.
The well permits is all additional information that USFWS has. It is unknown the exact condition of each well. USFWS realizes that the wells might not be operational for a period of time.
The well permit document has all wells.
4. The Baca well appears to not have a pump in it. It was mentioned that it might need to be cleaned prior to video‐ing. Can you let the bidders know how much time we should include in our bid for bailing on that well prior to the video?
For bidding purposes, assume 2 hours are needed to access the well casing. This well does need a pump test, so the contractor should supply a pump. The system shall pump around the maximum rate of 607 GPM with 113 TDH.
4a. The specifications ask for 12 hours of test pumping on each of the wells. I assume that is using the intact/ existing equipment to perform those tests. Is that correct?
Assume that the existing well can perform the pump test.
4b. If a motor/ pump is non‐operational or non‐existent; shall the bidder forego the test for that well?
Which motors/pumps are non‐operational? Shall the bidder remove the non‐operational pump and install a test pump? If so, what is the production rate that would be approved for such a test setup?
Setting depth, goal GPM range, and TDH.
For bidding purposes, assume that we will not perform a pump test, except the Baca NWR well. In the event that it is determined a pump test is mandatory, the contract might be modified for an off‐site pump system.
5. Do you know what type of bearings are in each of the wells?
No
6. Is the pipe threaded or flanged?
It is unknown. Other wells that are managed by Monte Vista NWR were threaded casing.
140FGA24Q0014 – Well Assessment Project Amendment 1
7. Removing threaded tube and shaft from a well that's been in operation for a long time can result in the pipe having to be torch cut to be removed rendering it unusable in the future. Does the Owner recognize this and would the replacement materials (or other parts needed to repair the pump system) be a change order? Would that be included on this contract or on the installation contractors' contract?
If we are tearing down and re‐assembling; it seems reasonable to include those new parts on this contract via change order.
USFWS is aware of the risk that the age of the components might result in less than ideal solutions to conduct the work. Minor corrections needed will likely be modified into the contract to replace components. In the event a large correction is needed, a follow‐up contract will be advertised to replace those items.
8. It appeared that some of the wells are artesian. Can you provide a list of those that have artesian conditions?
The artesian flow is listed on the drawings set, page 1C, with the flow months. These wells do not have artesian flow outside of those months.
