About this file
This document contains questions and answers regarding solicitation number 140FGA23Q0031 for cultural resources inventory and evaluation services. The solicitation seeks fixed-price proposals to document and evaluate linear irrigation assets and roads totaling approximately 100 miles across three National Wildlife Refuges. Tasks involve documenting 33.4 miles of ditches at Alamosa NWR, 16.4 miles at Monte Vista NWR, a 10.68 mile road at Baca NWR, and 40.6 miles of ditches at Baca NWR. Optional tasks include evaluating artesian wells at Monte Vista and Baca NWRs and conducting a Class III survey of the Unit 9 Dike System. The document clarifies that mapping and assessment of other discovered resources is informational only, and that tribal involvement for the Class III survey cannot be ensured by contractors.

Solicitation Number: 140FGA23Q0031
1. The scope of work does not define miles of ditches or provide shp files or maps of the project areas or resources to be updated/documented. Can you please supply maps or shp files and miles of ditches so that we can provide a firm-fixed price quote as requested?
USFWS Response
Shapefiles will be provided.
Base Task #1 - Document and Evaluate Irrigation-Related Assets within the APEs at Alamosa NWR. The approximate total mileage of linear resources is 33.4 miles. Table 1 lists the length and number of components associated with each ditch or dike as listed in the Real Property Inventory.

2. Many of these ditches will pass through other older resources (historic and prehistoric), are we required to evaluate these when documenting the ditches? From our work in the Blanca wetlands (south of the Baca NWR), we know that prehistoric site density is very high. Are the linear resources required to be surveyed, if so, what is the corridor width?
USFWS Response The Contractor is required to only document and evaluate resources that are associated with the linear resource that is being documented and evaluated. If other types of resources are observed, then the Contractor will make note of those resources and provide that information to the RHPO but is not required to document and evaluate those resources.
3. There are two Option #5 in the Combined Synopsis pricing table, but only one in the SOW. The second
Option #5 does not appear to have a description.
USFWS Response Task 5 of the statement of work include the documentation and evaluation of Artesian Wells at Monte Vista NWR and Baca NWR.
In the combined synopsis solicitation task 5 has just been separated into two lines for tracking purposes.
The description of work in in the statement of work is applicable for line item 050 and 060 of the combined synopsis solicitation. Instead of combining the pricing for Monte Vista and Baca NWR, the solicitation has them itemized. The combined synopsis solicitation will be edited to correctly show the following:

4. Also, we can extend the offer to those Tribes to participate in survey efforts, but cannot promise involvement, as that is up to the individual Tribes and the availability of tribal monitors with each Tribe.
No contractor can “ensure” tribal involvement. It is up to the tribes to participate or not. As this is firm-fixed price and monitors will need to be paid for their time and mileage/lodging, is that going to be paid directly from your agency? If not, how many Tribal monitors should we budget for per Tribe?
USFWS Response
For Optional Task #6 (Option) – Class III Survey of the Unit 9 Dike System APE, the USFWS understands that the Contractor cannot promise Tribal involvement. Prior to award of this optional task, the USFWS will consult with the Tribes to garner interest in participating in the survey efforts.
The Tribal Cultural Specialists’ time and mileage/lodging will not be paid directly by the USFWS. Assume no more than three Tribal Cultural Specialists total participating in the survey associated with Optional Task #6 (Option) – Class III Survey of the Unit 9 Dike System APE.
