About this file
This is a Statement of Work (SOW) for the Pixley National Wildlife Refuge Wetland Water Recirculation System project, dated October 8, 2026. The project involves designing and constructing a water recirculation system to reduce groundwater pumping demand during drought years while maintaining wetland habitat for migratory waterfowl and water birds across the refuge's 755 acres.
The base bid includes three deliverables: Task 1 requires design services for the piping layout, diesel pump specifications (heavy-duty centrifugal unit capable of 1,500 gallons per minute), check-valve and backflow prevention requirements, and a 12-foot tall gated chain-link security enclosure with barbed wire. Deliverables include meeting notes, project schedule, 50% and 90% design documents, and Issued for Construction (IFC) documents, with one site visit and three virtual USFWS meetings included. Task 2 covers pipeline construction for the East Segment, installing approximately 3,700 feet of 15-inch diameter Schedule 80 PVC pipeline at 4-5 feet depth, with deliverables including meeting notes, daily reports, material submittals, pipe installation, and as-built drawings. A contractor-provided tribal monitor must be present during all ground-disturbing activities (excluding backfill), and weekly check-in meetings with USFWS are required.
Two option tasks are available: Option Task 3 covers the South Segment pipeline installation (approximately 3,100 feet) with identical requirements and deliverables as Task 2, and Option Task 4 addresses pump and enclosure procurement and installation, including a diesel pump with 100-gallon tank, fuel pump, weather protection canopy, concrete slab mount, and 8-foot chain-link fence enclosure with barbed wire and maintenance access gate. The base bid period of performance is 120 days, with all work conducted Monday through Friday from 07:00 to 15:30 (no federal holidays). Work location is Pixley NWR, and the government will provide tribal monitor contact information. Final inspection includes verification of uniform fitting connections, leak-free installation, water pressure testing, and work area cleanup.

STATEMENT OF WORK
Wetland Water Recirculation System
Pixley National Wildlife Refuge October 8, 2026
1. GENERAL:
The Pixley NWR provides 755 acres of high-quality wetland habitat for migratory waterfowl and water birds. The refuge relies on three (3) deep ground water wells to irrigate and flood the wetlands to provide this habitat. Due to the increased demand in ground water, the refuge is adding a recirculation pump, so refuge management can conduct critical irrigations with this recirculated ground water that the refuge pumps from the 3 wells. This would help decrease the demand in ground water pumping during drought years while allowing the refuge to fulfill its purpose to provide waterfowl and water bird habitat for which it was established.
2. SCOPE OVERVIEW:
For this project a new PVC pipeline (approximately 1.2 miles) shall connect the lowest topographical point of the wetlands to the existing pipeline further to the east. A pump shall be placed at this lowest point (see attached map) to facilitate pumping the water up-slope to allow for water to recirculate.
For security purposes, contractor shall also install a 12’ tall, gated chain-link enclosure topped with barbed wire around the pump station.
2.1. Soil spoils from the excavation may be reused on the refuge property.
2.2. No restoration or seeding of disturbed ground will be required.
3. TASKS:
3.1. Base Bid Task 1 - Design: design the piping layout, diesel pump specifications and check-valve requirements, and the pump equipment security enclosure. The pump shall be a heavy duty, industrial grade centrifugal unit capable of moving up to 1,500 gallons per minute. Backflow prevention values will need to be installed to not force turbid water back into the well casings.
The existing pipeline is made of 15” diameter Schedule 80 PVC. Estimate the amount of soil to be removed for the pipe. Include one site visit, and three (virtual) meetings with the USFWS team.
DELIVERABLES:
3.1.1. Meeting Notes, Project Schedule
3.1.2. 50% Design Documents for USFWS review and approval
3.1.3. 90% Design Documents for USFWS review and approval
3.1.4. IFC (Issued for Construction) Documents
3.2. Base Bid Task 2 - Pipeline Construction – EAST SEGMENT: install the new pipeline from the pump station location and tie it to the existing buried 15” diameter PVC pipeline so the refuge can use existing water lines to distribute water for irrigations (see attached map). Anticipated depth of the new 15” pipeline is 4-5 feet below grade. During all ground disturbing activities, a contractor-provided tribal monitor must be present (backfill excluded). Include weekly check-in meetings with the USFWS in this task. If Option Task 3 and 4 is not accepted as part of this contract, provide water-tight closure plates at either end of the new pipeline.
DELIVERABLES:

3.2.1. Meeting Notes, Daily Reports
3.2.2. Material Submittals
3.2.3. Pipe Installation
3.2.4. As-Built Drawings
3.3. Option Task 3 - Pipeline Installation – SOUTH SEGMENT: install the new pipeline from the pump station location and tie it to the existing buried 15” diameter PVC pipeline so the refuge can use existing water lines to distribute water for irrigations (see attached map). Anticipated depth of the new 15” pipeline is 4-5 feet below grade. During all ground disturbing activities, a contractor-provided tribal monitor must be present (backfill excluded). Include weekly check-in meetings with the USFWS in this task. If Option Task 4 is not accepted as part of this contract, provide water-tight closure plates at either end of the new pipeline.
DELIVERABLES:
3.3.1. Meeting Notes, Daily Reports
3.3.2. Material Submittals
3.3.3. Pipe Installation
3.3.4. As-Built Drawings
3.4. Option Task 4 – Pump and Pump Enclosure: Procure and install a diesel pump, back-flow preventer and associated plumbing. The Pump shall have a 100-gallon (approximately) diesel tank and associated fuel pump. Pump assembly shall include a canopy for weather protection and shall be mounted to a concrete slab. Pump shall be protected with a 8’ high chainlink fence enclosure, topped by 3 strands of barbed wire. Provide an access gate with a six-foot-wide clear opening for maintenance. Reference USFWS Above Ground Fuel Storage Checklist for additional requirements.
DELIVERABLES:
3.4.1. Meeting Notes, Daily Reports
3.4.2. Installed Pump, tank and back-flow preventer
3.4.3. Owner’s Manual, Warranty Information
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
The work will be performed at the Pixley NWR. The period of performance (POP) for the base bid tasks is 120 days.
5. INSPECTION AND ACCEPTANCE:
The finished product will be inspected once the contractor has indicated the work is complete. Although not all inclusive, the list of items that will be inspected to determine if the job is acceptable will include:
uniform connections of all fitting to the water system, quality of installation will show no leaks all work performed by the contractor, and water pressure test. Contractor is also responsible for clean-up of work area by removing all trash. Refuge Representative will inspect and accept job when completed.
6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
The government will provide contact information for the tribal monitor.
