3.2 Material Specifications
Materials shall follow the specifications outlined in the attached Specification Sheet, which was developed by the Texas Department of Transportation.
3.3 Installation Specifications
Field Meetings: Prior to beginning any asphalt installation, the Contractor and the Refuge
Manager (or their designee) shall meet at the project site to go over final logistics, including traffic control measures for visiting members of the public throughout the project. The Contractor shall notify the Refuge Manager of a timeline for all phases of project completion prior to beginning any work.
Field Conditions: The Contractor shall not apply asphalt materials if the subgrade is wet or excessively damp, if rain is imminent or expected before the required time for an adequate cure, or if the following conditions are not met:
1. Prime Coat: Minimum surface temperature of 60°F (15.6 °C).
2. Asphalt Surface Course: Minimum surface temperature of 60°F (15.6°C) at time of placement.
Surface Preparation:
1. Protection of surrounding area: The Contractor shall provide protective materials, procedures, and worker training to prevent asphalt materials from spilling, coating, or building up on curbs, driveway aprons, manholes, or other surfaces adjacent to the project area outlined in this contract.
2. The Contractor shall proof-roll the subgrade below pavements with heavy pneumatic-tired equipment to identify soft pockets and areas of excess yielding.
The Contractor shall not proof-roll wet or saturated subgrades. If any soft spots, unsatisfactory soils, and/or areas of excessive pumping or rutting are found, the Contractor shall excavate these areas and replace them with compacted backfill or fill as directed by the Contracting Officer or their representative.
3. Immediately before placing any asphalt materials, the Contractor shall remove loose and deleterious material from substrate surfaces.
Hot-mix Asphalt Placement:
1. The Contractor shall machine place hot-mix asphalt on the prepared surface, spread it uniformly, and strike off excess material. Asphalt mix shall be placed by hand in areas that are inaccessible to equipment in a manner that prevents segregation of the mix. The Contractor shall place each course to required grade, cross section, and thickness when compacted. Additionally, the Contractor shall follow the requirements listed below:
Place hot-mix asphalt surface course in single lift.
Spread the mix at a minimum temperature of 215°F and ensure the temperature does not exceed 350°F.
Begin applying the mix on the high side of slopes, unless otherwise indicated.
Regulate paver machine speed to obtain smooth, continuous surface free of pulls and tears in the asphalt-paving mat.
2. The Contractor shall place the paving in consecutive strips not less than 10 feet (3
m) wide, unless infill edge strips of a lesser width are required. After the first strip has been placed and rolled, the Contractor shall place succeeding strips and extend rolling to overlap previous strips. The mix placement shall overlap by about 1 to 1½ inches from strip to strip to ensure proper compaction of the mix along longitudinal joints.
3. The Contractor shall promptly correct surface irregularities in the paving course behind the paver. Suitable hand tools shall be used to remove excess material forming high spots. The Contractor shall fill depressions with hot-mix asphalt to prevent segregation of the mix and use suitable hand tools to smooth the surface.
4. The Contractor shall match the existing pavement edge elevation.
5. The Contractor shall maintain the slope of the existing parking area and slope the new asphalt surface to drain at a minimum of 2 percent.
Joints:
1. The Contractor shall construct joints to ensure a continuous bond between adjoining paving sections. Joints shall be constructed free of depressions, with the same texture and smoothness as other sections of the hot-mix asphalt course.
Additionally, the Contractor shall follow the requirements listed below:
Clean contact surfaces and apply a tack coat to joints.
Offset longitudinal joints, in successive courses, a minimum of 6 inches.
Offset transverse joints, in successive courses, a minimum of 24 inches.
Construct transverse joints at each point where a paver ends a day's work and resumes work at a subsequent time.
Compact joints as soon as the hot-mix asphalt will bear roller weight without excessive displacement.
Compact asphalt at joints to a density within 2 percent of specified course density.
Compaction:
1. General: The Contractor shall begin compaction as soon as the placed hot-mix paving will bear roller weight without excessive displacement. The hot-mix paving shall be compacted with hot hand tampers, or with vibratory-plate compactors in areas inaccessible to rollers. Compaction shall be complete before the mix temperature cools to 160°F.
2. Breakdown Rolling: The Contractor shall complete breakdown or initial rolling immediately after rolling the joints and outside edge. The surface shall be examined immediately after breakdown rolling for indicated crown, grade, and smoothness.
Correct laydown and rolling operations shall comply with the requirements provided.
3. Intermediate Rolling: The Contractor shall begin intermediate rolling immediately after breakdown rolling while the hot-mix asphalt is still hot enough to achieve specified density. Rolling shall continue until the hot-mix asphalt course has been uniformly compacted to the following density:
Average Density, Marshall Test Method: 96 percent of reference laboratory density in accordance with ASTM D6927 or AASHTO T 245, but not less than 94 percent or greater than 100 percent; or
Average Density, Rice Test Method: 92 percent of reference maximum theoretical density in accordance with ASTM D2041, but not less than 90 percent or greater than 96 percent.
4. Finish Rolling: The Contractor shall finish roll-paved surfaces to remove any roller marks while the hot-mix asphalt is still warm.
5. Edge Shaping: While the surface is being compacted and finished, the Contractor shall trim the edges of the pavement to proper alignment. The edges shall be beveled while the asphalt is still hot and then compacted thoroughly.
6. Repairs: The Contractor shall remove any paved areas that are defective or contaminated with foreign materials and replace with fresh, hot-mix asphalt. Any repairs shall be compacted by rolling to specified density and surface smoothness.
7. Protection: After final rolling, the Contractor shall not permit vehicular traffic on the pavement until it has cooled and hardened. The Contractor shall erect barricades to protect the paving from traffic until the mixture has cooled enough not to become marked.
Installation Tolerances:
1. Pavement Thickness: The Contractor shall compact each course to produce the thickness indicated within the following tolerances:
Surface Course: Plus 1/4 inch, no minus.
2. Pavement Surface Smoothness: The Contractor shall compact each course to produce surface smoothness within the following tolerances as determined by using a 10-foot straightedge applied transversely or longitudinally to paved areas:
Surface Course: 1/8 inch.
Field Quality Control:
1. Testing Agency: The Contractor shall engage a qualified Testing Agency to perform tests and inspections.
2. Thickness: In-place compacted thickness of the hot-mix asphalt courses shall be determined in accordance with ASTM D3549.
3. Surface Smoothness: The finished surface of each hot-mix asphalt course shall be tested for compliance with smoothness tolerances.
4. In-Place Density: The Testing Agency shall take samples of uncompacted paving mixtures and compacted pavement in accordance with ASTM D979 or AASHTO T 168.
Reference maximum theoretical density shall be determined by averaging results from four samples of hot-mix asphalt-paving mixture delivered daily to the site, prepared in accordance with ASTM D2041, and compacted in accordance with the job-mix specifications.
In-place density of the compacted pavement shall be determined by testing core samples in accordance with ASTM D1188 or ASTM D2726.
• One core sample shall be taken for every 250 sq. yd. or less of the installed pavement, with no fewer than three cores taken.
• Field density of in-place compacted pavement may also be determined by nuclear method, in accordance with ASTM D2950 and coordinated with ASTM D1188 or ASTM D2726.
5. The Contractor shall replace and compact the hot-mix asphalt where core tests were taken. The Contractor shall remove and replace or install additional hot-mix asphalt where test results or measurements indicate that it does not comply with specified requirements.
Waste: Surplus, waste materials, trash, and debris must be removed from Refuge property by the Contractor and disposed of legally.
