About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT). The justification supports a sole source acquisition with Hall & Heflin Septic Tank Service for well drilling services at the Eastern Virginia Rivers National Wildlife Refuge Complex headquarters building and auxiliary office. The existing well, installed circa 1950, requires replacement due to failure. Market research identified only two local well drillers willing to provide verbal quotes, at $18,000 and $25,000 respectively. Two previous solicitation efforts through formal contracting procedures in 2026 yielded substantially higher pricing (approximately 4-5 times local estimates) from six non-local companies, making competitive procurement economically unfavorable.
Hall & Heflin Septic Tank Service is qualified based on previous successful performance, having drilled a well on the Refuge approximately 11 years ago without issues and completed additional small-scale work with positive results. The contractor maintains a 60-year business history, incorporation since 1987, and BBB accreditation with an A+ rating and five-star Yelp reviews. The sole source procurement is justified by barriers to competition, including difficulties in registering local contractors in SAM.gov due to the perceived onerous registration process and the unavailability of vendor registration assistance services. The cost determination of fair and reasonable pricing reflects savings exceeding $50,000 compared to the six formal contracting bids. The acquisition was certified and approved by Program Officer William Crouch on October 6, 2026, and Contracting Officer Rachel Williams on November 4, 2026.

Text3: Through Contracting, we solicited this requirement twice in 2026. The pricing came back substantially higher (~4-5x local estimates), via six separate (non-local) companies. Therefore, we are going sole source with a local contractor.
| Text2: Local well drillers were contacted but only two verbal quotes could be obtained. These were $18,000 and $25,000. |
| Text1: The well that serves the headquarters building and auxillary office for the Eastern Virginia Rivers NWRC is failing and new well needs to be drilled. The failing well is circa 1950 and was on the property when it became a refuge. |
| Text4: I have offered assistance to local contractors in order to register in Sam.gov but they consider the process too onerous. Additionally, it appears that the company that used to assist vendors to getting into Sam.gov is no longer performing that function. |
| Text6: Cost of using Hall & Heflin Septic Tank Service will result in savings of over $50,000 from the six Contracting bids. | |

Text5: Hall & Heflin Septic Tank Service has drilled a well on the Refuge approximately 11 years ago without issue. This contractor has done other work (small jobs) on the Refuge over that time period with good results. Communication is clear, and this is an honest outfit. They have been in business for 60 years, incorporated since 1987, BBB accredited since 2001 (A+ rating BBB, Five Stars on Yelp).
