About this file
This document is Amendment 001 to Solicitation Number 140FC326Q0030 for USFWS CA-San Diego Bay HVAC Repairs, issued by the Fish and Wildlife Service Construction A/E Team 3 located in Falls Church, VA. The amendment extends the proposal deadline and includes responses to contractor questions, a detailed Statement of Work attachment for Task 4 commissioning services, and notification of a second site visit scheduled for July 14, 2026, at 11:00 AM Pacific Time at 1080 Gunpowder Drive, Chula Vista, CA. The period of performance runs from July 29, 2026, to November 27, 2026. Contractors must acknowledge receipt of this amendment prior to the specified deadline and are reminded that awards over $35,000 require a Payment Bond, while awards exceeding $150,000 require both Payment and Performance Bonds due within 10 calendar days of award. A bid bond equal to 20% of the bid price is required at proposal submission.
The solicitation requires design and engineering services for HVAC system upgrades including: Task 1 (like-for-like Variable Frequency Drive replacement), Task 2 (Energy Management System upgrade with existing mechanical equipment reuse), Task 3 (like-for-like hot water storage tank replacement), Task 4 (comprehensive retro-commissioning including duct cleaning limited to the Headquarters building, calibration, maintenance checks, functional testing, and final reporting), and optional Tasks 5-8 (solar thermal system removal, smart thermostat installation, reverse osmosis system installation, and solar photovoltaic system expansion). Task 4 commissioning deliverables include a retro-commissioning plan, calibration and maintenance reports, daily activity logs, and a final retro-commissioning report with improvement recommendations and owner's manual updates, all to be provided in PDF format not exceeding 5 MB per file. The government has established no preference for VFD communication protocols and no basis-of-design manufacturers, requiring offerors to rely on scope of work specifications and site visit documentation for detailed requirements.
