About this file

This is Amendment 0001 to Solicitation 140FC326Q0015, issued by the U.S. Fish and Wildlife Service (FWS), Construction A/E Team 3, with an effective date of February 26, 2026. The solicitation seeks replacement of a sewage pump vault at Merced National Wildlife Refuge in California. The project involves abandonment of an existing unsafe in-ground sewage pump vault and installation of a new above-grade sewage pump vault and pumping system to improve safety and operational reliability. The work is a brand-new project with a project magnitude less than $25,000. The period of performance is April 6, 2026 to August 15, 2026. The contracting officer is Shannon Barnhill (shannon_barnhill@fws.gov). A mandatory site visit was scheduled for March 12, 2026 at 9:00 AM PST, with a questions deadline of March 16, 2026 by 4:00 PM MDT and proposals due March 30, 2026 by 4:00 PM MDT.

The amendment provides responses to twelve contractor inquiries and includes photographs of the existing deteriorated vault conditions. Key specifications and requirements clarified include: the vault should be designed for wastewater applications with approximately 500-gallon capacity; a single ½ horsepower pump system mounted directly on the vault base; a high-level audible and visible alarm system (no telemetry or remote notification required); approximately 18-28 inch invert depth from the house; approximately 35-50 feet distance to septic leach field with 2-3 feet elevation change; 200-amp electrical panel; contractor responsibility for field verification and total dynamic head calculations; use of existing electrical infrastructure with code-compliant connections; and provision of temporary bypass pumping if service maintenance is necessary during construction. The site visit sign-in sheet shows one contractor (Living Water Initiatives LLC, contact: Tanner Terrell) attended the mandatory site visit.

Questions and Responses Question1: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Response: This project is considered a brand-new project. The work involves the abandonment of an existing unsafe sewage pump vault and the installation of a new above-grade sewage pump vault and pumping system at Merced National Wildlife Refuge to improve safety and operational reliability.

Question 2: Are there any existing photos of the site and vault that you can share?

Visual reference would help us better assess access, layout, and overall conditions.

Response:

Question 3: Additionally, could you provide the specifications for the following:

1) Vault

Response: Currently presume cast iron or different type of metal made. Dilapidated and in need of replacement

2) Pump

Response: ½ horsepower pump

3) Alarm system

Response: Currently there are no alarm systems for the current vault pump

4) Electrical panel

Response: 200 Amp panel

Question 4: Regarding the pump installation, can you confirm whether the pump is mounted on guide rails, suspended, or set directly on the base of the vault?

Response: It is set directly on the base of the vault

Question 5: Do we know the invert depth of the pipe entering the vault from the house?

Response: Approximately 18 to 28 inches.

Question 6: Is there going to be an emergency bypass line in case the house loses power and the vault fills up? If so, how will that be designed?

Response: It only requires installation of a pump, float system, and high-level audible/visible alarm.

In the event of power loss, the system relies on storage capacity within the vault and the high-level alarm to alert personnel.

Question 7: Do we know the elevation change and distance from the pump vault to the septic leach field? This information is needed to calculate the total dynamic head

(TDH).

Response: The Contractor is responsible for field verification and determining TDH as part of their installation and equipment selection. The distance to the septic leach is approximately 35 -50 feet and elevation change is approximately 2-3 feet.

Question 8: Do we know the storage requirement for the pump vault in gallons?

Response: The Contractor is expected to furnish a vault “designed for wastewater applications” and compliant with safety and operational needs, the current pump vault capacity site at 500 gallons.

Question 9: Do we know if we are going with a duplex pump station or single pump station?

Response: This is single pump system, Question 10: Are we trenching new power and conduit back to the main house panel?

Response: The contractor may use existing electrical infrastructure. The Contractor should assume responsibility for providing a complete and code-compliant electrical connection.

Question 11: Will the contractor be responsible for bypass pumping during construction while the existing vault is abandoned? It appears that the existing pump station is already not functioning.

Response: If maintaining service will be necessary, the Contractor will provide temporary bypass pumping

Question 12: Are there any requirements for telemetry, autodialer, or remote alarm notification for the pump station?

Response: Only requires:

• Audible alarm

• Visible alarm
