About this file
This document is a Single Source Justification (SSJ) form for an emergency pipeline repair at Hagerman National Fish Hatchery (NFH). The urgent project involves excavating up to 100 yards to identify and repair a water leak near the degassing system for a 36-inch pipe supplying water to steelhead smolts. With 1.5 million steelhead at risk of dewatering if the pipe completely fails, the U.S. Fish and Wildlife Service is seeking immediate repair through a sole source acquisition to Wickham Pipeline Construction.
The procurement is being conducted under the Simplified Acquisition Threshold (SAT) with a preliminary cost estimate ranging from $32,000-$74,000. Wickham Pipeline Construction's quote of $40,000 was deemed fair and reasonable. The contract (Solicitation Number: 140FC325Q0015) was awarded on 2025-03-10 due to the urgent nature of the repair and lack of alternative local sources registered in SAM.gov with expertise in live fish hatchery pipe repairs. No competitive announcement was possible given the emergency circumstances.
