Little Pend Oreille NWR Headquarters HVAC Replacement

1. General Information
1.1 Little Pend Oreille National Wildlife Refuge (NWR) requires replacement of two propane-powered furnaces and accompanying AC units that service the headquarters office.
1.2 The existing furnaces and AC units are inefficient aged beyond their functional lifespan. Furthermore, these units consume only propane and do not have electric capabilities, creating unnecessary carbon emissions from servicing the headquarters office. These units were among several inefficiencies identified in a recent energy audit.

1.3 As per objectives outlined by the Department of the Interior, the U.S. Fish and Wildlife Service, and the Inland Northwest National Wildlife Refuge Complex, reducing carbon emissions and improving the energy efficiency of Refuge facilities is a priority.
1.4 Removal of the existing furnaces and AC units, replacement of each furnace/AC pair with a high efficiency, electric/propane hybrid system comprised of a cold weather appropriate furnace and accompanying heat pump, and installation of any new necessary ducting and appurtenances is required. SEER 18 or better is required for AC units and 95% efficiency is required for heating.
1.5 The HVAC system provides essential heating, cooling, and airflow for staff and visitors of Little Pend Oreille NWR.
2. Place of Performance and Period of Performance
2.1 The selected contractor will remove the existing furnaces and AC units and install two new high efficiency electric/gas furnace and heat pump systems suitable for operating and servicing the headquarters office and operating during periods of -20 degrees F or colder while maintaining electric functionality at or below 0 degrees F, and install any additional necessary ducting and appurtenances within the building at 1310 Bear Creek Road, Colville, WA 99114.
2.2 Vendor shall coordinate with Refuge Manager/Project Coordinator regarding scheduling of work and model of replacement furnaces/heat pumps selected.
2.3 Vendor shall notify and confirm initial meeting and site visit at least one week before arrival.
2.4 Normal duty hours Monday thru Friday 7:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.5 Non-duty hours include weeknights, weekends, and Government holidays.
3. Scope
Task 1 – Base Bid: HVAC Replacement:
3.1 The selected contractor will remove existing furnaces, AC units and associated appurtenances as necessary. Existing ducting, piping, and other infrastructure will be retained and used to the maximum extent possible. An electric/propane hybrid system comprised of two (2) cold weather appropriate furnaces and two (2) accompanying heat pumps, of appropriate capacity to service the headquarters office in all weather, including below –20 degrees F, while maintaining electric functionality at or below 0 degrees F, will be installed inside the building within the furnace room.
3.2 For both System 1 and System 2, replacement systems and system components will be of the same name brand or equivalent.
3.3 AC system shall meet SEER 18 or better and Heating system shall have a 95% efficiency rating.
3.4 System shall be capable of utilizing MERV 13 or higher filter systems and easy accessible filter access doors are required similar to the current system.
3.5 New systems shall include NEC required electrical shut-offs at the outside units and inside units.
3.6 Contractor shall replace thermostat controller with a programmable thermostat that includes battery back-up and code locking capability. Honeywell Home or equal.
3.7 Contractor shall inspect and adjust dampers as required to support the new installed HVAC system.
3.8 The refuge experiences multiple power outages and back-up generator cycles annually, HVAC system selected by the contractor should be capable of operating without failure during these events.
3.9 The newly installed furnaces must be propane-powered, 2-stage variable speed units with an annual fuel utilization efficiency (AFUE) of 95% or greater.
3.10 The newly installed heat pumps must be electric-powered, variable-speed, inverter-driven systems designed and intended for function at or below 0 degrees F with greater than 50% functionality to -10 degrees F.
3.11 Contractor shall inspect and replace any existing system controls for compliance and integration with the new systems as required.
3.12 At minimum, equipment should include a 10-year equipment warranty. A 12-month from project completion date, parts and labor warranty applies to this contract.
Task 2 – Option 1: System Balancing
3.13 After system installation contractor shall inspect and balance duct system and ensure proper air delivery to each room.
Task 3 – Option 2: Ductwork
3.14 Contractor shall repair and adjust ductwork as needed to meet flow requirements as identified during system balancing.
Task 4 – Option 3: Damper Inspection and Integration
Contractor shall inspect existing dampers and adjust as required. For mechanically controlled dampers, contractor shall adjust and integrate the dampers into the new HVAC system.
4. Deliverables and/or Delivery Schedule (for extended list a bid schedule and/or use of line item detail on the PR is recommended)
3.15 The vendor shall complete removal of old HVAC and AC units and installation of new HVAC and heat pump units as soon as possible, weather and other conditions permitting, but no later than Dec 30, 2024.
3.16 Contractor shall limit system shut-downs to no more than 5 work days at a time and ensure building receives minimum heat to prevent building from freezing or cold weather damage. All HVAC shut-downs shall be coordinated with refuge manager at least 7-days in advance.
4. Government-Furnished Equipment and Information
Little Pend Oreille NWR will furnish the vendor with building layout and model information on the existing furnace units as needed.
5. Evaluation and Acceptance
5.1 Government acceptance is contingent upon completion of old furnace unit removal and installation of a new furnace and heat pump meeting the specifications above.
5.2 Evaluation and acceptance will be determined by the Technical Coordinator and/or Refuge staff.
5.3 Required Submittals: 2 furnaces, 2 heat pumps, and any related appurtenances.
Contractor may utilize their own forms for approval. All submittals must be approved prior to ordering any materials or supplies used under this contract.
6. Quality Control/Quality Assurance
Quality control will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
