CA-SDNWR-Sweetwater River Trail Repairs Solicitation 140FC324Q0023

1. Please confirm the vertical control grade is max 5%? Trail must comply with Chapter 4 of the Architectural Barriers Act (ABA), Accessible Routes requirements.

1a. Are there any exceptions to this rule? i.e. existing conditions? See response above.

2. It was mentioned on the job walk that survey marks had been left by the design team. However, no markers were found while performing the job walk. No markers are present per design team.

2a. Please clarify who will be responsible for layout of the new trail routes? The contractor will be responsible for the layout.

2b. Will the contractor be required to hire a surveyor to provide the layout? Hiring a surveyor is not required for the layout. Trail layout can be confirmed in the field with the FWS representative. However, the contractor may need to hire a surveyor to confirm the trail grades meet the required accessibility standards.

2c. If we will be hiring a surveyor please clarify the control points he will be using. Reference is provided on the title page of the design drawings, TS-01.

3. We identified a few areas where native material available may be lacking to complete the rework. Please clarify the work area. Is the max trail width 12' or 14'? Repair of existing trails will include re-grading steep segments to meet the Outdoor Standards for running slope, widening the trail tread in narrow segments to a width of 48-60 inches, improving the trail surface by blending or capping with imported native soils, and removing large rocks or other obstructions.

3a. Please confirm all vegetation can be removed within the trail work area if required to make grade? All vegetation can be cleared back from work area.

3b. Please clarify that larger rock structures can be left in place and that the trail alignment may be "field fit" to go around the rock structures. Some “field fit” for larger rock structures is permissible. Where possible removal of rock obstructions greater than an inch above trail surface is desired.

4. Please confirm no import of soil will be permitted or required? Some import may be desirable based on repairs required. This would be based on contractor assessment of specific area. It is not required for soil to be imported but there may not be sufficient soil resources on site to be used.

4a. If import is anticipated please clarify the type, gradation, and desired source?

Desired material would be decomposed granite, free of silt, clay, weed seed, and any other deleterious material. Please provide a sample if there are color choices for USFWS approval if this is a top dressing material; desire is to match existing trail color. Local sources are preferred.

5. Please confirm there will be no commercial vehicle access to the site beyond what was discussed on the job walk. There is only vehicle access at: north of Steele Canyon Creek via SDGE access road north of the parking lot to that portion of the project area, and from Millar Ranch Road via SDGE access roads. No other commercial vehicle access is available.

5a. Will a small side by side be allowed down the trail to aid in building support for the puncheon bridges? Yes, small side by side vehicle would be allowed.

6. Please confirm there will be no fencing requirements in the base bid for closing the trail ends by the general contractor. See note 2 under Contractor’s Responsibilities for temporary construction fencing on TS-01 (Project Attachments). Contractor shall provide separate cost for fencing at trail closures (see below).

6a. If fencing is desired which type and how far would you like it to extend at the trail ends. T-post and wire fencing; fence should extend across the trail to be closed off and into the existing habitat for a distance of at least 10 feet on either side.

7. It was mentioned that trail closed signage was available for the areas that are to be closed. Is the signage something you want us to install? USFWS will install signs once fencing is erected.

7a. If so please describe how you want it installed and if Fish and Wildlife will be providing the signs. See response above.

8. What determines a "rock" must be removed from a trail as opposed to burial of the rock or bedrock formation? There should not be rocks over 1” above the trail surface. If rocks cannot be removed or relocated with hand tools due to size, the trail shall be rerouted per field review with FWS.

9. Please confirm there is no water access on the site for landscape irrigation. There is no water available on site for irrigation or other project needs. Contractor would need to ask Otay Water District for nearest hydrant location and temporary meter requirements. Here's the link to the OWD forms that will need to be filled out for the temp meter.

Sweetwater River Trail Renovation:

CONSTRUCTION SCOPE

U.S. FISH AND WILDLIFE SERVICE

Pacific Southwest Region

July 15, 2024

San Diego National Wildlife Refuge Sweetwater River Trail Repairs Page 2 of 7

1. GENERAL:

1.1. The United States Department of the Interior (DOI) Fish and Wildlife Service (USFWS) intends to enter a firm fixed-price contract with a single Contractor for the construction of trail repairs along the Sweetwater River Trail.

1.2. The San Diego National Wildlife Refuge is not just a place for wildlife, but a refuge for the city-dwelling neighbors who surround it. Established in 1996 and stretching over 12,465 acres from the unincorporated communities of Spring Valley, Rancho San Diego, and Jamul in San Diego County south to the eastern portion of the City of Chula Vista, the refuge is the USFWS contribution to the San Diego Multiple Species Conservation Program (MSCP), a county-wide, landscape-level habitat conservation plan to preserve habitat and species while allowing appropriate development.

Guided by ongoing biological surveys and endangered species monitoring programs, the management of this refuge also relies on its non-profit partners and cooperative agencies to ensure the goals established in its Comprehensive Conservation Plan are accomplished.

Open grasslands, cool riverine corridors, and oak woodlands are some of the habitats present, with some being actively restored following disturbance associated with human uses and wildfire. The Sweetwater River Trail, which accommodates hiking, biking, and horseback riding, extends through habitat supporting sensitive plant and animal species, including a number of federally endangered and threatened species, that the Refuge was established to protect.

2. GENERAL REQUIREMENTS:

2.1. The Contractor is responsible for providing all construction services required for the final firm fixed price (lump sum) contract amount negotiated.

2.2. The Contractor shall build the Project in compliance with applicable requirements of federal and state laws, codes, rules, regulations, ordinances, and standards, including but not limited to, those outlined below. The Contractor shall have copies available of applicable codes and regulations for ready reference.

2.3. Performance Period: 120 calendar days from NTP. If funds become available, Options shall be exercised within 30 days of when the base Task Order is awarded.

2.4. Per the Draft Environmental Assessment, no vegetation may be removed during nesting season (February 15-August 31). If vegetation must be removed during breeding season, contractor shall review each location with Project Leader prior to clearing to avoid impacts to breeding birds.

2.5. The resulting contract will be firm-fixed-price (FFP).

3. SCOPE OF WORK:

The project will include, but not be limited to, the following:

Sweetwater River Trail Repairs Page 3 of 7

• Review the 50% Construction Drawings, design narrative, and other documentation.

• Review site data.

• Evaluate existing conditions of the site. If necessary, prepare and submit an update a limited Topographic Survey of the Project Area to confirm horizontal and vertical control points and existing elevations.

• The contractor shall submit the erosion and sediment control plan to FWS and note the storm water BMPs in the drawings or as a written narrative, provided the area of ground disturbance is less than 1 acre.

• Secure work area.

• Construct project and conduct acceptance field inspection with FWS team, one per phase minimum.

• Construction Monitoring: Archaeological monitoring will be conducted by an archaeologist familiar with the types of archaeological resources that could be encountered within the Project area. Prior to implementation, the project area will have been subjected to a pedestrian archaeological survey which will map and create a buffer zone around areas that are determined sensitive for the presence of cultural resources.

The archaeological monitor will need to be present when ground disturbing activities that extend below or outside the prism of current disturbance occur in areas identified as sensitive.

• A Native American monitor will be selected from the Native American groups identified by the Native American Heritage Commission (NAHC) as having affiliation with the project area. The archaeological monitor and Native American monitor will be empowered to halt or redirect ground-disturbing activities away from the vicinity of a discovery until the qualified archaeologist has evaluated the discovery and determined appropriate treatment. The archaeological monitor will keep daily logs detailing the types of activities and soils observed, and any discoveries. After monitoring has been completed, the qualified archaeologist will prepare a monitoring report that details the results of monitoring. The report will be submitted to the USFWS and any Native American groups who request a copy.
