All work must comply with manufacturer's instructions, and the contractor must submit electronic submittals of required permits and product data sheets for approval prior to installation. The contractor is responsible for daily debris removal, site restoration to original condition, vegetation protection and replacement, material delivery in dry condition with weather-tight storage, obtaining all necessary permits and licenses, paying all fees and taxes, and assuming liability for damages to roads, utilities, structures, and property. The headquarters building is presently occupied, requiring the contractor to plan construction activities to maintain building access. Final inspection must be requested in writing at least ten days prior to anticipated completion, and the contractor must submit evidence of completion, guarantees, warranties, certificates, and as-builts before final payment.

STATEMENT OF WORK
TO
HEADQUARTERS A/C REPLACEMENT
AT
AGASSIZ NATIONAL WILDLIFE REFUGE
I. GENERAL CONDITIONS
A. Work includes providing and installing two heat pumps units and all associated work at the headquarters building at Agassiz National Wildlife Refuge near Middle
River, Minnesota.
B. Work shall include disposal of all materials removed under this contract.
II. WORK SITE CONDITIONS
A. Prospective bidders are urged to visit the site and become familiar with existing conditions and ascertain the conditions which affect the work. Failure of the successful bidder to visit the site prior to submitting a bid or proposal on this work will not relieve the successful bidder from completing the project at the bid price.
Prospective bidders must make site inspection arrangements with the Refuge
Manager at Agassiz National Wildlife Refuge, 22996 290th St. NE, Middle River, MN 56737, Contact: Jim Graham, Phone: (218) 689-7987.
III. TEMPORARY FACILITIES AND CONTROLS
A. Temporary Utilities
1. Electric power is available at the job site without metering.
2. Government does not have phones to use.
3. The Contractor may use public toilet facilities.
4. Water is available for use without metering.
5. The Contractor shall be responsible for the daily removal and disposal of all debris from construction activities.
B. Site access and equipment storage areas
1. All Contractor operations (including storage of materials) upon
Government premises shall be confined to areas authorized or approved by the Manager, or his designee.

2. The Contractor shall restore all work and storage areas and areas disturbed by construction to their original condition, or as approved by the Manager, or his designee, upon completion of the work.
3. The Contractor shall observe all laws and regulations of the local, county, and State authorities in the use of all public roads and highways for the transportation of materials and equipment in connection with work on the project.
4. The Contractor shall observe all overhead obstructions such as bridges, cables, etc. The Contractor shall repair damage to roads, highways, overhead obstructions, and similar items, resulting from operations performed in connection with this project.
C. Protection and Restoration:
1. The Contractor shall protect all structures and vegetation during the progress of the work and remove all debris and unused materials from the site.
2. Upon completion of the work, the Contractor shall restore, at his expense, all vegetation to its original condition, including the replacement any facility or landscaping which has been damaged.
3. The Contractor shall limit removal of any vegetation to that which interferes with the construction, and shall seed any bare soil with native grass. The
Contractor shall obtain the seed mix from the Manager.
D. Delivery and Storage: Material shall be delivered to the site in a dry and undamaged condition and stored out of contact with the ground. Materials shall be covered with weather tight covering and kept dry. Storage accommodations shall provide good air circulation and protection from surface staining.
IV. MEANS AND METHODS
A. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which:
1. Constitute a hazard to the work, persons, or property.
2. Will not produce finished work according to the terms of the contract.
3. Are contrary to specified means or methods included in the contract.
B. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the
Contracting Officer.

C. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.
D. Total responsibility for control of all means and methods lies with the Contractor for all work.
E. Final Inspection
1. The Contractor shall request a final inspection in writing at least 10 days prior to the anticipated date of completion. If, as the anticipated date of completion approaches and it becomes apparent that the date will not be met, the contractor shall inform the Contracting Officer Representative within 3 days of the anticipated completion date.
2. Work will not be considered ready for final inspection until all the work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all contract terms and conditions.
3. The Contractor and/or his project supervisor shall be at the job site during the final inspection.
F. Final Cleanup: The Contractor shall clean the site and remove from the site all construction debris.
G. Final Payment: The Contractor shall submit the following prior to final payment:
evidence of completion, guarantees, warranties, certificates, and as-builts.
VI. SUBMITTALS
A. The Contractor shall submit electronic submittals of all items listed in Section
VIII to the Contracting Officer Representative for approval prior to start of work.
B. The Contractor shall provide copies of all required permits, if any, obtained to perform this work to the Contracting Officer Representative.
C. The Contractor shall submit manufacturer's warranties, guarantees, and certificates for all installed equipment to the Contracting Officer Representative.
D. Timing of Submittals/Unapproved Work: As specified above, the Contractor shall submit copies of all required permits and all product data sheets to the Contracting
Officer Representative for review. These submittals must be approved prior to the installation of any purchased or fabricated components. The purchase and/or installation of any unapproved components shall be at the contractor’s risk.
Contract performance time shall not be extended due to delays caused either directly or indirectly by the purchase and/or installation of unapproved components.

VII. PERFORMANCE
A. The headquarters are presently occupied. The Contractor shall plan all Construction activities so that access to the building will not be blocked.
B. All materials and all related components shall be installed according to the manufacturer’s instructions.
C. During the performance period of the Contract, the Contractor shall be available for conference calls with the Contracting Officer, the Contracting Officer’s
Representative, and the Government On-Site Inspector, as needed, to discuss project progress and/or problems.
D. The Contractor shall obtain all permits and licenses, pay all fees and taxes, and give the notices necessary to perform the services of the contract.
E. The Contractor shall be liable for damages to roads, utilities, structures, and property, due to any act, omission, neglect, or misconduct during the period of performance of the services of this contract.

VIII. PROJECT REQUIREMENTS
A. The items covered by this specification are intended to represent a complete system furnished by one supplier / manufacturer, unless otherwise noted, of all the essential components with installation guidelines to preclude conflict with the performance requirements of the warranty. All measurements shall be confirmed by the Contractor prior to bidding and ordering materials.
1. The contractor shall remove the two outdoor condensers, two indoor air conditioning coils, and two concrete pads that the condensers sit on.
2. Install two concrete pads that are 4” thick and accommodates the heat pump and/or condenser. This concrete shall be a minimum of 3000 psi.
The pad shall be installed so that it sheds water and does not slope towards the building. The pads shall be located on the north side of the building, to be determined by the contractor, but does not cover other utilities or major infrastructure. The units shall be elevated with feet or other alternatives to deter rodent intrusion.
3. Install two heat pump systems. The heat pump systems shall be Carrier
Performance Series 3-ton two stage 18seer, or equivalent with low ambient accessory kit. The units will be utilized for cooling and heating.
4. Install two appropriately sized indoor air conditioning coils that are sized to the heat pump.
5. Install new air conditioning lines from the coils to the condensers/heat pumps. The lines may not be combined into one line.
6. Install condensate line to closest drain, see picture below.
7. Install two new thermostats. The thermostats shall be programable to automatically reduce temperatures on weekends and after hours. The thermostat shall function without WIFI. The units must have the capabilities to run the heat pumps and the propane furnace without manual switching the heating sources.
8. Reduce refrigerant to target maximum efficiency or 500 microns, whichever is lower.
9. USFWS will remove fencing, current concrete pads (after units are disconnected), and will level the existing site for new concrete. USFWS will not pour the concrete. This work will need 5 business days to complete.
