About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT).
The justification supports a sole source acquisition for HVAC repair services at the Detroit River International Wildlife Refuge Visitor Center. Specifically, the project requires repair of a failed compressor to maintain cooling for the visitor center; failure to complete repairs would create unsafe employee conditions and force closure of the facility to the public. The HVAC system is a Daikin system comprised of three outdoor condensers, 18 ceiling cassettes, seven fan coil units, and two ERV Energy Recovery/DOAS units. Market research identified at least three potential Daikin vendors in the area; however, the justification argues that proper system management requires an authorized Daikin representative. The contractor must be an authorized Daikin Representative classified as a small business under NAICS code 238220 and registered in SAM.gov. Fair and reasonable cost will be determined at award based on quotes received in response to the solicitation. The Program/Project Officer (Daniel Kennedy) and Contracting Officer (Elvia Arellano) certified and approved this justification on May 5, 2026, authorizing sole source acquisition procedures under FAR Part 13.

| Text3: There are several Daikin authorized representatives who can perform repairs on the HVAC system. All authorized representatives who meet the requirements as stated in the solicitation will be considered for award. Prime contractors mainly subcontracting the work will be required to provide the name of their subcontractor. |
| Text2: The HVAC system at the Detroit River International Wildlife Refuge Visitor Center is a Daikin system comprised of 3 outdoor Condensers, 18 Ceiling Cassettes, 7 FCU (Fan Coil Units), and 2 ERV Energy Recovery/ DOAS/Dedicated outside air systems. Proper management of this Daikin system is key in the lifespan of all components. |
Daikin's website shows there are at least 3 potential vendors nearby that could service the system.
| Text1: The project at Detroit River International Wildlife Refuge will repair a failed compressor. This repair is required to maintain cooling needs of the visitor center. Not cooling the building will create unsafe employee conditions and the visitor center will be closed to visitors. | |
| Text4: Future requests that do not require a Daikin authorized representative or parts will be competed as required by the FAR. | |
| Text6: Determination of fair and reasonable cost will be completed at the time of award. The Government will evaluate the reasonableness of pricing submission based on other quotes received in response to the solicitation. | |
