About this file
This document is a Questions and Answers (Q&A) file from a pre-bid meeting for the Chesapeake Marshlands National Wildlife Research Center (NWRC) Roof Replacement project. The solicitation (140FC22580010) is issued by the Department of the Interior Fish and Wildlife Service and involves a comprehensive roof replacement with specific technical requirements. Key details include a 10-year minimum warranty on installation, materials, and paint, removal of two through-penetrations (one in the mechanical room and one antenna on the rooftop), and FEMA-compliant roof installation methods. The project scope does not include replacing gutters, flashing, soffit, or fascia, but does require the contractor to replace ridge vents and potentially remove and replace siding as needed. The contractor must follow FEMA guidance for attaching roof truss or framing members to the top plate, with specific provisions for accessing and securing framing in various roof sections.

Chesapeake Marshlands NWRC Roof Replacement Contract Solicitation#: 140FC22580010 Questions from Pre-Bid Meeting May 8, 2025
Can the attendees of the meeting today get a list of everyone who attended?
· No
Is the government looking for a "weather-tight warranty;" if so what type?
· Warranty on installation, material and paint for 10 years minimum.
Are they replacing gutters, flashing, soffit, fascia, etc?
| - | No |
| - | Contractor will be responsible for replacing ridge vents. Where siding needs to be removed to seal the roof to a wall, contractor may remove siding and replace the same siding. If contractor damages siding it will be incumbent on them to replace the siding in kind at the contractor’s expense. |
Wanted clarification/confirmation that the existing portion of the metal roof is not getting replaced?
· Correct
Are the two sheds adjacent to the parking lot getting re-roofed as well?
· No
Are there two through-penetrations getting removed or one?
· Two, both on the east wing; one in the mechanical room as shown during the interior walk around, and the other on the roof top, an antenna that was hit by lightning. They will be removed and not reinstalled.
Will the radio/antenna for the bird camera be going back up?
· No
How to meet FEMA req's. if unable to access framing?
· The intent is primarily for the instillation of the metal or aluminum roofing system to be followed by FEMA guidance. The FEMA guidance on attaching the roof truss or framing members to the top plate is what we are looking for. The FEMA guidance for attaching the framing to the top plate will be dealt with on a case-by-case basis in each portion of the roof. During the walk around it was shown where some areas are accessible by interior access to the framing members, some from outside through the soffit and others from above with removing sheeting and reattaching the same sheeting and sealing it back in place. However, if the contractor decides to remove the sheeting and damages it during the removal process the sheeting will be replaced by the contractor at their expense, and the damaged sheeting will NOT count as one of the twenty sheets allowed in the bid process. If sections of the roof already have existing tie downs, that area will be exempt from adding tie downs.
You reference 150mph and then a FEMA spec/requirement. Which FEMA spec will this be?
· At the time of writing this the FEMA website is down due to restructuring the site. However, FEMA follows the guidance of IBC.
