NORTH ATTLEBORO NATIONAL FISH HATCHERY

North Attleboro, Massachusetts

1.0 Introduction and Overview

North Attleboro National Fish Hatchery (NANFH) requires heating, ventilation and air condition

(HVAC) work at the Hatchery Building and the Old office / Garage building as described below.

The Hatchery Building system shall be repaired, while the Old Office/Garage Building system shall be removed and replaced with mini split ductless systems.

A. The Hatchery Building currently has a Weil-Mclain WTGO-5 Boiler with 6 Simplex

Grinell model # 44ER10T12 Hydronic unit heaters. The boiler is functional but the unit heaters do not disperse heat throughout the spaces. Recent work includes new air vents at all unit heaters and piping repairs at one of the unit heaters.

B. The Old Office/ Garage currently has two Texaco Fuel Chief oil fired Warm air furnaces that are beyond their service life and unrepairable due to age and availability of parts.

Replacement of the two systems is required. Install suitable Mini split Ductless AC/Heat pump systems to provide seasonal comfort to the 3 workspaces in the Building, per the

HVAC requirements specified in this document.

1.1 The work is located at 144 Bungay Rd North Attleboro, MA 02767.

1.2 Scope of Work For The Hatchery Building

Interested vendors are encouraged to visit the hatchery building during the scheduled site visit and provide a proposal to repair the heating system, including furnishing and installing all the necessary replacement parts and components to have a properly functioning system. The mechanical contractor shall make the specified repairs

/replacement parts, and test the systems for proper operation.

Currently there is a Weil McLain WTGO-5 Boiler with Beckett oil burner, piped to a

Taco 1600EAE8 4.5 recirculation pump that flows water to 6 Simplex Grinnell Hydronic unit heaters model# 44ER10T12. The Boiler operates as it should and provides proper temperature to the system. The associated piping, valves, controls and recirculation pump do not distribute the heat to the Hydronic heater units. The system has a supply temperature of 160 degrees F and a return temperature of 60 degrees F.

The existing circulator pumps and valves shall be inspected by the contractor for proper operation, and replaced if they are found to be defective.

Provide all the required components, including but not limited to ball valves, aqua stat controls, piping, thermostats and all other components, for all the necessary repairs to return the system to fully operational status.

1.3 Scope of Work For The Old Office/Garage Building

The work consists of the installation of a new mini split HVAC system with all appurtenant work as described herein.

The existing HVAC system shall be disconnected and removed from the project site. Any existing fuel tanks and replaced heating systems must be properly disposed of in accordance with Federal regulations. The mechanical contractor shall install a complete and functional mini split HVAC system, and test the installed systems for proper operation.

1.4 Period of Performance

The work shall be completed in 180 days from notice to proceed.

1.5 Project Safety

The Contractor shall be responsible for strict compliance with all provisions of Occupational

Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during performance of the work.

2.0 Project Requirements

A. All work and materials shall be in compliance with all applicable building codes, and the applicable performance standards:

1. American Society of Mechanical Engineers (ASME)

2. American Society for Testing Materials (ASTM)

3. National Electric Code (NEC)

4. Air-Conditioning, Heating, and Refrigeration Institute (AHRI)

5. American Society of Heating, Refrigerating and Air Conditioning Engineers

(ASHRAE)

B. Field Measurements:

On site field investigation and measurements shall be made prior to procurement of the

HVAC units, to ensure that the proposed mechanical equipment will fit the site of the installation.

C. HVAC Equipment Installation Work For The Old Office/Garage Building:

1. The Contractor shall furnish and install all required equipment, piping, valves, electrical wiring, switches and appurtenant items as required for a fully functional system that can provide year round heating and cooling comfort.

2. Upon completion of the installation, the HVAC system shall be complete and fully operational. Perform start operations with the presence of Hatchery personnel. Perform separate operational tests in heating and cooling modes.

Mini Split HVAC equipment shall meet the following performance requirements:

Install Multi-Split Inverter Heat Pump with wall mounted units with fan coils for heating and cooling per the following schedule:

One zone system in Project Manager’s Office as follows: 15,000 BTU wall mounted unit with 15,000 BTU outdoor condensing unit.

The system shall have as Seasonal Energy Efficiency Ratio (SEER) of 18.0.

A. Three zone system with the following schedule:

Zone 1: 9,000 BTU wall mounted unit in Front Office

Zone 2: 9,000 BTU wall mounted unit in Storage Room

Zone 3: 6,000 BTU wall mounted unit in Restroom

The 3 zone system shall have a total BTU of 24,000 BTU for the outdoor condensing unit.

The system shall have as Seasonal Energy Efficiency Ratio (SEER) of 18.0.

1. The HVAC system shall be designed to operate with capacities certified under the Air-

Conditioning, Heating, and Refrigeration Institute (AHRI) Certification program.

2. Upon completion of the installation, the HVAC system shall be complete and fully operational. Perform startup operations with the presence of Hatchery personnel.

3.0 Material Submittals

A. Material submittals consisting of manufacturer's product information shall be provided for

Government approval before any materials are installed on this project.

4.0 End Results/Deliverables

A. Provide and install all materials required to install the mini split HVAC system. Upon completion of the installation, the HVAC system shall be fully operational. Provide all

Operations and Maintenance Manuals to the Refuge, including warranty information on the parts. Provide operator training in the maintenance and operation of the new equipment.

B. Upon completion of the project, all work areas shall be free of rubbish and debris.
