Contractor QuestionsConcerns: 1.) I didn’t see any proposal requirements in the 27 page attachment, that was mostly project scope and deliverables. Could you please send me more info on the proposal?

2.) Is there an error on the checklist? I assume it should read "Representation & Certifications per FAR Provision 52.204-8" and the number should be "5." after that where you initial? Or is there a #6 for the checklist not shown? (RFP Page 40 there are only five sections; there is no #6)

3.) Solicitation - Page 1 (SF1442). We understand that an offer guarantee is required. Is the offer guarantee to be included in the Phase I or Phase II submission?

4.) Can the government provide a DD-1391 showing the minimum & maximum allowed square footage for the building?

5.) Solicitation - Page 41 - For Factor 1 and Factor 2, can both the Prime Contractor and the Architect/Designer submit the same prior experience examples if the project was completed together? Will these examples be counted as separate prior experience examples or will they only be counted once total?

6.) Section L.2.1.3. Evaluation Factor 3, Past Performance is a maximum of five pages, but requests CPARS and/or Past Performance Questionnaires for each reference. Since CPARS/PPQs are multiple pages and will greatly exceed the five page maximum if included in full, will the Government consider excluding them from the page count?

7.) The solicitation references experience working in "similar climatic conditions." What are the typical climatic conditions of the refuge during the period of design and construction?

8.) Section M.1.5 Evaluation Factor 3, Past Performance states that an "Acceptable" rating is achieved by providing "at least three references for similar work completed within the last 5 years and at least one project related to road and parking lot rehabilitation projects." Will the Government please clarify if the parking lot experience must also be within the past five years, or if it is excluded from the five-year time frame?

9.) Regarding Section M.1.5 Evaluation Factor 3, Past Performance, please clarify the requirements for road rehabilitation project. Is a road included in the scope of this project?

10.) Please confirm that USFWS will be contacting references and that past performance questionnaires or CPARS are not required as part of the Factor 3 response. Previously obtained references may be included if available.

11.) Should the 3-5 references included in Factor 3 be for the offeror only, or should/may references also be included for the design team members?

12.) L.2.1.3 EVALUATION FACTOR 3, PAST PERFORMANCE – PHASE 1. (Maximum 5 pages) Question: Since each Prime Contractor Relevant Experience CPARs and/or Past Performance Questionnaire can be 4 to 5 pages, would contracting expand the Maximum 5 page limit to no page limit for Factor 3, Past Performance?

Government ResponseAnswers: 1.) The solicitation and all its attachments are available at SAM.gov. See Sections L and M starting at solicitation Page 39.

2.) RFP Page 40 there are only five sections; there is no #6)

3.) The offer guarantee is required to be included in the Phase II submission, if selected for participation in Phase II.

4.) No. This Department of Defense form will not be used.

5a.) Yes.

5b.) If the experience provided satisfies both factors, then provide duplicate documentation noting that each duplicate is applicable for each corresponding evaluation factor.

6.) Given that you are to provide a list of at least three but no more than five references, please note that each of your 3 to 5 references are separately allowed to be NOT more than 5 pages each.

7.) Each firm will need to research the typical weather conditions for the proposed site.

8.) Parking lot rehabilitation project experience must also be within the past five years.

9.) Please see the solicitation's statement of work for the project scope.

10.) Previously obtained references--not more than 5 years old--may be included if available. USFWS reserves the right to contact all references.

11.) The 3-5 references included in Factor 3 are to be for the prime contractor/offeror only.

12.) Contracting will NOT expand the Maximum 5 page limit for Factor 3, Past Performance. Please note that each of your 3 to 5 references are separately allowed to be NOT more than 5 pages each.
