BLACKWATER NWR

HVAC INSTALLATION

1.01 SCOPE OF WORK

A. The work consists of the installation of a 6 zone HVAC system for 4 office spaces, and a lunchroom/office area, with all appurtenant work as described herein.

The existing HVAC system shall be properly removed and disposed of.

1.02 INSPECTION OF SITE

Contractors should visit the site to familiarize themselves with the extent of the work prior to submitting a bid.

1.03 REFUGE OPERATIONS

A. Blackwater NWR will continue operations during the performance of the contract.

B. The Contractor shall exercise care and shall schedule his work so as not to interfere with Refuge operations. When it becomes necessary to interrupt any function of the existing Refuge, the Contractor shall notify the Manager at least 48 hours in advance and shall not proceed on such interruptions until such time as the Manager makes provisions for and approves such operations.

1.04 WORK SCHEDULE, TIME FOR COMPLETION AND LIQUIDATED DAMAGES

A. Period of performance will be 4/1/2024 – 9/30/2024. The Contractor shall confine his operations to the regular hours of the Refuge (8:00 A.M. – 4:00 P.M.) unless he has the prior approval of the Manager. No work will be allowed on Saturdays, Sundays, or legal Holidays.

1.05 CLEANUP

A. The Contractor shall restore or replace any property or plantings damaged by his work, equipment, or employees. Upon completion of the project, all trash and debris shall be removed from the site.

1.06 SUBMITTALS

A. Prior to installation of any item specified as requiring submittal, the Contractor shall submit manufacturer's literature containing detailed specifications and performance data, or shop drawings fully describing the items. Include manufacturer's printed instructions and recommendations for installation.

B. The Government will indicate its approval or disapproval of shop drawings and manufacturer's literature and if not approved as submitted, will indicate its reasons, therefore.

Any work done prior to such approval shall be at the Contractor's risk.

C. Manufacturer's Literature Required:

1. All project components to be used.

1.07 DELIVERY AND STORAGE

A. Materials shall be delivered to the site in a dry and undamaged condition and stored out of contact with the ground. Materials shall be covered with weathertight coverings and kept dry.

1.08 GENERAL SAFETY REQUIREMENTS

A. The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926.

2.0 HVAC Requirements

A. Install a 6-Zone Multi-Split Inverter Heat Pump with 4 ceiling and 2 wall mounted units with fan coils for heating and cooling.

The model to be used is LG company model L5L48C0707070912 or approved equal. The system shall have as Seasonal Energy Efficiency Ratio (SEER) of 20.5.

The 6-zone system shall have two units for the outdoor condenser. One 3-ton unit for zones 1-4 and one 2-ton unit for zones 5-6.

The indoor ceiling & wall mounted units for the six zones shall have the required BTUs as follows:

Zone 1: Office 1 9,000 BTU Zone 2: Office 2 9,000 BTU Zone 3: Office 3 9,000 BTU Zone 4: Office 4 9,000 BTU Zone 5: Lunchroom 12000 BTU Zone 6: Office Space 12000 BTU

The outdoor condenser units shall be installed at the outside of the building in a location selected by the Fire Management Officer. The indoor ceiling mounted units in zone 1-4 shall be installed at the locations selected by the Fire Management Officer. The wall mounted units in zone 5-6 shall be installed at the locations selected by the Fire Management Officer.

Some system features shall include the following:

• Built in Wi-Fi

• The system shall have built in Wi-Fi capabilities, with the ability to control the LG air conditioner with smart enabled devices.

• Dehumidifier

• The mini split indoor units shall include a dehumidifying operation mode. In this mode, the unit's internal sensors monitor temperature and modify the set point and fan speed to remove moisture from the air.

• Provide all required branch boxes and lines required between the condenser and the branch box, from the branch box to the distribution box and from the distribution box to the indoor ceiling mounted units.

Each indoor unit shall include any port adapters necessary for a multi-zone installation.

Provide the following accessories for installation:

• Line Set – Provide double insulated tubing to transfer refrigerant efficiently between the outdoor condenser and the indoor units.

• Drain Tubing – Provide all drain tubing for the removal of condensate from the system.

• Disconnect Box & Electrical Kit – Provide a Disconnect Box & Electrical Kit to connect the outdoor condenser to the existing electrical panel, with a new circuit breaker installed.

• Connecting Wire – Provide all connecting wire to provide power to the indoor units from the outdoor condenser.

• Base Pan Heater – Provide a base pan heater to prevent ice from building up on the outdoor unit.

• Outdoor Condenser Plastic Pad or Wall Bracket shall be provided for the outdoor condensers, which should not be placed directly on the ground.

Provide all required components, ductwork, grill work and all incidental parts and equipment required to install the Mini Split Systems. Provide the Primary Mini Split Installation Kit, and all the Secondary Installation Kits for the Multi-Zone system. A Secondary Installation Kit is required for each indoor unit.

3.0 HVAC Equipment and appurtenant work:

A. The system shall have a 10 year warranty.

B. All HVAC work and materials shall be in compliance with all applicable building codes, and the following applicable performance standards:

1. American Society of Mechanical Engineers (ASME)

2. American Society for Testing Materials (ASTM)

3. National Electric Code (NEC)

4. Air-Conditioning, Heating, and Refrigeration Institute (AHRI)

5. American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE)

C. Field Measurements:

On site field investigation and measurements shall be made prior to procurement of the HVAC units, to ensure that the proposed mechanical equipment will fit the site of the installation.

D. Upon completion of the installation, the HVAC system shall be complete and fully operational. Perform startup operations with the presence of Refuge personnel.

E. Provide operations manual and manufacturer warranty for the system.

F. The existing HVAC system shall be properly removed and disposed of, including the proper disposal of the existing refrigerant per applicable environmental regulations.

APPENDIX

To be installed: an LG company 6 zone ceiling mounted HVAC system or approved equal.

Ques�ons and Answers added to the Statement of Work

1) In the exis�ng office spaces, the distance from the top of the drop-in ceiling �les to the 2” x 4” studs is about 4”. The height of a cassete is between 8” and 12”. Modifica�ons would be needed to achieve the placement of a ceiling cassete. Zones 1-4 will have at least 12-inches and will fit the cassetes Zones 5 & 6 will have wall units due to lack of space in the ceiling. No modifica�ons will be included in the solicita�on and cassetes, or wall units will need to be able to fit in the exis�ng workspace.

2) Outdoor electrical disconnect will have a fuse to protect during lightning strikes.

3) There will be a need for a common drain line from the area where the new office space will be located. It must be run to the back of the building on the South side. The eleva�on of this drainpipe will need to be at or below the eleva�on of the drop ceiling. Please confirm that this will be acceptable. It will be a 1” diameter PVC pipe. Cassetes and wall units should be able to remove or pump water away without having any visible PVC below the drop ceilings.

4) Does the exis�ng duct work need to be removed, or just capped? Just capped.
