About this file
This is a Questions and Answers document for contract 140FC126Q0008, the Erwin NFH Incinerator Carport project, issued by the Fish and Wildlife Service (FWS) on 24 February 2026.
The document addresses three contractor inquiries regarding project specifications. The FWS confirms that a post-frame metal carport with steel as the primary structural material is required, while allowing flexibility for contractors to incorporate supplementary materials such as hat channels, braces, and leg posts to enhance stability and durability. Regarding roofing materials, the FWS does not prescribe a specific type but emphasizes that contractors must consider location factors and climate-specific performance needs when selecting materials, noting this is a replacement project undertaken due to inclement weather. On the matter of color specifications, the FWS indicates no specific color name or number is mandated; instead, the final color selection will be determined after metal selection to best match the dark brown shade of existing buildings at the facility.

Erwin NFH Incinerator Carport Attachment 3 - Questions and Answers 24 February 2026
Question 1: Is the carport going to be all metal from ground up? I can build a very solid carport using an all steel frame including purlins, then wrap it with the roof.
Answer: The FWS requests a post-frame metal carport which are typically constructed using steel as the primary material for the carport structure. However, FWS is not explicitly opposed to the contractor incorporating other materials such as hat channels, bows, braces, and leg posts to enhance stability and durability.
Question 2: Are you going with R-panel?
Answer: R-paneling, aka standing seam or corrugated metal, is common for many metal carports. While the FWS will not overly prescribe the roofing type, please ensure that the location factors of the carport is considered when selecting the material call-out in your bid. Note that this is a replacement project as a result of inclement weather. As such, ensuring the chosen system aligns with climate-specific performance needs is vital.
Question 3: Is there a specific color type and do you know the name? I know brown, but that comes in several different shades.
Answer: No specific color name or number. Once the metal is selected we can choose the color that most closely matches existing current buildings, which are dark brown.
