About this file
This Statement of Work outlines requirements for rehabilitating the historic Morefield House (Unicoi County Heritage Museum) at Erwin National Fish Hatchery in Erwin, Tennessee. The 4,270 sq ft three-story house, built in 1903, requires comprehensive window and door rehabilitation work, including replacement of 59 windows across three floors with new energy-efficient insulated windows featuring wavy restoration glass. The contractor must use decay-resistant wood (accoya, redwood, cedar, or cypress) with 50+ year lifespan, and maintain historic appearance while modernizing functionality.
The work includes detailed specifications for window sizes across all floors, refurbishment of the front entrance double doors and dining room door, and replacement of back/left-side porch doors. Special considerations include coordinating with hatchery staff to protect antique furnishings, following strict work hours matching hatchery operations, and maintaining designated work areas. The Fish and Wildlife Service requires contractors to attend a pre-proposal site visit and submit proposals structured by defined features of work. The project involves careful handling of historic materials and includes specific requirements for debris removal, safety protocols, and environmental compliance.

STATEMENT OF WORK
Rehabilitate the Morefield House (Unicoi County Heritage Museum) At Erwin National Fish Hatchery Erwin, Tennessee November 20, 2024
I. BACKGROUND:
A. The Morefield House is located on the Erwin National Fish Hatchery property located at 520 Federal Hatchery Road, Erwin, TN 37650.
B. The Morefield House was built in 1903 and first occupied by the hatchery’s first superintendent in 1905. The house has three stories for an approximate total of 4270 ft.² There is a basement under the main structure. The house is now being used as the museum and referred to as the Unicoi County Heritage Museum. Even though it is being managed by the county and utilized as a museum, it is still an asset and property of US Fish & Wildlife Service. The house is fully furnished with local relics and antiques.
II. GENERAL:
A. Erwin National Fish Hatchery (NFH) requires rehabilitation of the Morefield House Windows and Doors.
1. Windows Replacement and Exterior Doors Replacement or Refurbishment: Removal of all windows and replace with new similar style insulated windows. Exterior Doors replacement or refurbishment.
B. The Contracting Officer (CO) will schedule a date and time for a pre-proposal site visit. Bidders will have access to the building accompanied by the Contract Officer’s Representative (COR) or the Construction Representative (CR) or a designated Site Representative (SR) from the hatchery. Bidders will have a full eight hours to gather all information. If more time is required to complete a proper assessment a request must be submitted to the CO in writing. After the pre-proposal site visit all Bidders will submit any additional questions or comments to the CO in writing.
C. Work requirements requiring demolition will include the removal/disposal of all existing materials as per each defined features of work, unless otherwise noted as to remain on site by hatchery management. All materials or items to be refurbished or to remain on site will be addressed in the Description of Work in Part IV for each defined features of work, or during the pre-proposal site visit. Prospective Bidders shall submit their proposals structured with a breakdown by each defined features of work.
D. Work hours pertaining to this project will match the work hours of operation of the Erwin National Fish Hatchery. Any work beyond those normal hours must be requested by the contractor to the contracting officer (CO) for approval.
E. When inside work starts and it requires having the building open, such as working on doors or windows, there will be designated working areas taped off by hatchery management. Workers are only permitted in the designated working areas with the off-limits areas clearly taped off. The reason for this is that the Museum building is furnished with many antiques and antique furniture in every room. The hatchery staff will need to move and relocate all the antique furniture away from the designated working areas. The contractor shall provide a “by date” work schedule that includes the areas of work to be performed. This requirement is so the hatchery staff has time to react for moving and relocating the antique furniture within the building. There must be cooperation by both the superintendent and hatchery management for this work to go smoothly. More detailed information will be included within this statement of work for each of the four defined features of work.
III. WORKSITE & INSPECTIONS:
A. Prospective bidders are strongly encouraged to visit the site, inspect existing conditions, review work performance requirements, and make necessary measurements and investigations as may be required to develop accurate proposals. The Contracting Officer (CO) will schedule a date and time for a pre-proposal site visit. Bidders will have access to the building for a full day of 8 hours starting at 8:00 AM. If additional time is necessary to complete the assessment it will take place the following day starting at 8:00 AM. After the site visit all questions or comments will be submitted to the CO in writing.
B. No archive drawings exist for this building. It is the contractor’s responsibility to verify all measurements, dimensions, conditions, and materials necessary for their proposal for each of the five major defined features of work. Claims or adjustments because of poor or inaccurate proposals will be denied by the CO.
C. Bidders wanting to inspect the exterior upper levels of the building must provide their own equipment necessary to do so. All OSHA safety standards must be followed during their inspection. The four photos below will help give bidders a perspective of what they may need to have available to help make an accurate assessment. IV. DESCRIPTION OF WORK:
A. Window Replacement and Door Refurbishing or Replacement: Safe removal and replacement of all windows. Refurbishing or Replacement of Exterior Doors.
1. The Morefield House has a total of 59 windows and doors, counting the first, second, and third floor levels. Note, these totals do not include the five basement windows and the basement access door. All the windows throughout the house are original double hung with single pane glass. Most all windows have seized shut over time and no longer open. All windows are scheduled to be replaced except for a few transom windows above doors. The goal is to maintain the historic integrity and appearance throughout the building yet provide modern insulated energy efficient windows.
2. FWS is looking for maximum longevity for all window replacements. The wood is to be decay resistant and have superior durability characteristics with a lifespan of up to 50+ years. Some acceptable recommended wood options for the windows are as follows: accoya, redwood, cedar, or cypress, or equivalent. No pine or spruce wood materials will be accepted.
3. The replacement windows will be single hung (fix upper) windows in all common rooms unless noted differently. The new windows will have the same historical appearance as the existing older windows but will have insulated double pane wavy glass, also known as restoration glass. The contractor will provide window submittals outlining all the characteristics and details necessary to meet these requirements.
4. The contractor will be responsible for safely removing all windows and doors. All casing and trim work for both interior and exterior must be reinstalled back to the existing finished condition. Any touchup work necessary will be the responsibility of the contractor.
5. The contractor can choose to have all doors requiring refurbishing to be transported and restored offsite in a safe shop environment. The only requirement would be for safe transporting and informing the CO of the scheduled completion and return dates.
6. The contractor can coordinate a site visit for the removal of any inside trim and casing to help get accurate measurements before ordering. A 72-hour notice will be required for any necessary follow up site visits. A breakdown by floor level and the two corner porch rooms with approximate sizes are provided below. The breakdown will include any additional information needed for all window replacements and door replacements or refurbishing. This information is given to help bidders make a more accurate proposal. The sizes are accurate plus or minus about 1 inch, but it will still be the contractor’s responsibility to finalize the exact sizes needed for replacement. Any mismeasuring or calculations that alter the opening size or the original appearance of a window or door will be rejected. The breakdown and description of work for all windows and doors are as follows:
1. First floor single windows scheduled for replacement: (3) - 36” x 72”, (4) - 34” x 72”, (4) - 30” x 72”, (1) -30” x 48”, (1) 34” x 35 1/2.”
2. First floor kitchen double window scheduled for replacement: (1) 59 1/2” x 59 1/2“.
3. First floor fixed single glaze windows, refurbish only: (3) 12” x 27-1/2”. The windows above the front entrance double doors and the window above single dining room door right side are scheduled for refurbishing. Remove existing single glaze glass windows. Clean and remove all old putty and prep areas, then reinstall existing glass. Take precautions handling the old glass for reuse.
4. First floor back/right side corner closed in porch: (3) 36” x 48” all three of these bump-out windows are scheduled for replacement. These three replacement windows will match the main house windows, single hung (fixed upper) insulated double pane wavy restoration glass.
5. First floor back/left side corner closed in porch. These windows are scheduled for replacement: (2) 36” x 40”, (3) 34” x 40”. These old windows are one that’s a sliding double, and one that’s a siding triple hung window. They were made for being able to slide on the track to the left or right side. The back double window measure approximately 72” x 40”, and the triple window on the left side measure approximately 102” x 40”. These windows will remain double and triple sliding with double pane insulated wavy restoration glass.
6. Second floor single windows scheduled for replacement: (7) 36” x 67 1/2”, (2) 30” x 67 1/2”, (4) 34” x 67 1/2”, (1) 30” x 48”.
7. Stairwell window schedule for replacement: (1) 30” x 43 1/2”.
8. Stairwell upper fixed window scheduled for replacement: (1) 12” x 23 1/2”. This window is beyond repair and requires total replacement. Replace the window in its entirety with a new fixed insulated double pane wavy restoration glass window.
9. Third floor large center single windows scheduled for replacement: (4) 20” x 42”. These windows are unique and may require custom work to duplicate. If necessary, the contractor may remove one window to use as a sample and temporarily close the opening.
10. Third floor small single windows schedule for replacement: (8) 12” x 18” - 4 with louvers and 4 without. These windows are unique and may require custom work to duplicate. If necessary, the contractor may remove one each window to use as a sample and temporarily close the opening.
11. Front entrance double-door is scheduled to be refurbished: (2) The approximate size of the double door opening width is 60” x 80”. The doors are original and are to be restored. Handle doors with care throughout the process. Remove doors from the hinges and remove all hardware. Do not attempt to refinish doors in place. The glass in both doors is to be taped off and always protected. The doors are to be stripped and sanded down completely removing the old finish as best possible without digging into the wood more than about 1/64th of an inch. One coat of oil-based sanding sealer is to be applied and followed by three coats of oil-based polyurethane. Clean, strip, and sand the entrance door casing, apply sanding sealer and three coats of polyurethane thoroughly before reinstalling. Note: it’s very important to let the polyurethane completely dry before applying second and third coats, it can fog the finish if not totally dry. Strip paint off the threshold and re-prime and repaint with two coats. Install new weatherstripping at door casing/doorstop. Install new low profile door sweep on the bottom of the doors. Clean all original hardware before reinstalling.
12. Dining room door is scheduled to be refurbished: The approximate size is (1) 32” x 80” with an upper single pane window. This door has been seized shut over the years with discontinued use and paint bonding it in the corners. Carefully break the door free and remove the door. The door is to be stripped of all paint and sanded smooth. The glass needs replacement as well as some trim work around the glass. Replace the trim as necessary to get the door back into its original condition. Reinstall single pane wavy restoration glass. Clean door casing and the wooden threshold thoroughly and prime and repaint two coats prior to reinstalling. Install new weatherstripping at door casing/doorstop. Install new low profile door sweep on the bottom of the door.
13. Back/left-side porch doors are scheduled for replacement: The approximate size of both doors (2) is 32” x 80” with an upper single pane window. Replace both doors with similar style solid wood to include wavy restoration glass. Remove both door thresholds and replace with solid oak, prime, and repaint two coats. Clean all casing prime and repaint two coats. Remove the back porch screen door outside and do not replace.
