About this file

This Scope of Work (SOW) details a roof replacement project for Quarters 3 at the Carson National Fish Hatchery in Carson, Washington. The project requires constructing a new 17-foot long by 4-foot wide roof over the entrance door and steps, extending across the driveway to protect against winter weather and safety hazards. The contractor must remove the existing gabled roof, pour shed foundations, construct framing using galvanized steel support poles, and install a metal roof matching the existing woodshed's material.

Key specifications include maintaining an 80-inch clearance, installing proper flashing, creating a "pony wall" between roofs to prevent water and snow infiltration, and ensuring the structure can withstand heavy snow loads. The work also involves potential siding replacement or repair. The project is to be completed by December 31, 2025, with invoices approved and uploaded by November 28, 2025. Work can be performed during weekday hours (7:30 a.m. - 4:00 p.m.) with prior approval, and a site visit is strongly recommended. The project will be inspected and accepted by the Contracting Officer Representative or Hatchery Manager.

US Fish & Wildlife Service Carson National Fish Hatchery

SCOPE OF WORK

QUARTERS 3 ROOF REPLACEMENT FOR ENTRANCE SHELTER

The U.S. Fish and Wildlife Service, Carson National Fish Hatchery has a requirement for a Roof Replacement.

DESCRIPTION OF THE WORK

The steps and concrete are in poor condition due to winter weather. The roof is considered a safety issue as the steps are prone to get ice covered and slippery during the winter months.

A roof measuring 17’ long and 4’ wide will be built over the entrance door and steps extending across the driveway to the curb on the other side to protect the steps and walk from ice and weather.

GENERAL

The Contractor shall furnish all planning, design, labor materials and equipment to perform the tasks detailed in this scope of work. The work shall include, but is not limited to the items below.

SCOPE

The purpose of this project is to build a roof to shelter the entrance way and steps on the north side of the house (see photo on page 4). The roof will start attached to the house and extend to the far side of the driveway. The dimensions would be approximately 17 feet long and 4 feet wide. The width is limited to 4 feet due to the electric meter located just west of the entrance door.

• Remove the gabled roof over the entrance door and properly dispose of material.

• Shed foundations will be poured for support poles.

• Shed framing materials will be purchased and frame constructed. Galvanized steel should be used for the support poles for durability.

• The roof is to be constructed of metal like the material used for the existing woodshed. The roof will have to be higher than the woodshed roof to maintain the 80” of clearance as required by code and the area between the two roofs closed off with a “pony wall” to prevent water and snow from falling and wind blowing between the two roofs.

• The wall should have flashing installed to current code standards at the base of the wall to the existing woodshed roof line.

• A gable style flashing should be installed along the top of the wall/roof edge to insure no leakage from above.

• The structure should be sturdy enough to withstand heavy snow loads.

• Since the change in roofline from the gable roof to a shed style roof will affect the siding, replacement siding will have to be installed to patch the areas it was removed.

• If the siding cannot be matched, then a belly band can be installed and the siding above the belly band replaced with a suitable material to maintain the aesthetic appeal of the residence. If the above siding is replaced, it may be necessary to salvage some of the original siding to patch any needed siding below the belly band.

• A clearance of at least 36 inches in front of the meter for work and accessibility should be maintained.
