ASBESTOS CONTAINING MATERIALS
Out of the ninety-seven (97) samples collected and analyzed for asbestos content, forty-three (43) of the samples were found to contain asbestos greater than 1.0%. Refer to the attached Asbestos Bulk Sample Analysis and sample location diagram for sample descriptions and locations. It is possible that additional suspect materials may be found in the building area during renovation/demolition that were not accessible during the time CAM collected samples. See the table below for the asbestos containing materials based on the samples collected as part of this report:

RECOMMENDATIONS
Current regulations specify that a homogeneous sampling area (HSA} be considered as an ACM if any of the samples obtained from that area is found to contain asbestos. In this regard, once one (1) sample is found to contain more than one percent (1%) asbestos, the remaining samples obtained from that particular homogeneous area must also be considered ACM. All of the samples obtained from a homogeneous area must be analyzed and found to contain equal to or less than one percent (1%) asbestos before that area can be considered non-ACM.
At the time of the asbestos inspection at the Southeast Louisiana Refuge Complex all asbestos containing building materials (ACBM) were found to be In good or fair condition. The condition of the
Project No. 00020880
May 2006 asbestos containing materials does not require immediate action such as abatement activities. If properly managed the ACBM will not pose a significant threat to building occupants and maintenance workers.
The facility management and staff should be vigilant in observing damage to ACBM. An asbestos operations and maintenance program (0 & M program) should be created and implemented at the
Southeast Louisiana Refuge Complex to ensure all ACBM in the buildings remain in acceptable condition.
The O & M program should be drafted in accordance with Louisiana Administrative Code: Title 33, Part
Ill, Chapter 27.
Prior to any renovation I demolition activities for the buildings located at 61389 Highway 434, Lacombe, Louisiana, state and federal laws require the removal of all friable and non-friable ACM (which may become friable during the demolition process) by an LDEQ licensed abatement contractor with t jrd paw..
nt consulting and air monitoring by an LDEQ accredited asbestos consultant. If any additional suspect materials other than those contained in this report are found during the demolition activities, these materials should be tested Immediately by an LDEQ licensed asbestos inspector.
l
LABORATORY ANALYSIS: QA/QC
I Asbestos bulk analysis was conducted by CAM's laboratory in Pasadena, Texas. Samples were analyzed by Polarized Light Microscopy with Dispersion Staining, EPA Method 600/-80-020. CAM's laboratory Is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP # 200240-0) for asbestos bulk and fiber analysis. The analysis for asbestos fibers consisted of the determination of the optical properties such as morphology, color, refractive indices and other properties as outlined in Appendix A, Subpart F, 40 CFR part 763, Section 1, Polarized Light Microscopy.
An asbestos containing material is defined to be one that contains greater than one percent (1%) asbestos. Portions of each bulk material were immersed in known refractive index oil and compared to known asbestos types, for identification and characterization. Additionally, the EPA indicates that further analysis by point counting be performed to confirm asbestos content for friable materials found to contain less than ten percent (10%} asbestos by polarized light microscopy. Point counting analysis may be omitted if the material is assumed to contain more than one percent (1%) asbestos and is then handled accordingly.
In general, because of the limitations of the analytical methodology, and our experience with historical data from local laboratories, any material found to contain more than approximately four percent (4%) asbestos is not generally recommended for point counting. Optical estimates were made by comparing the quantity of non-asbestos material to asbestos fibers. Quality assurance and quality control procedures were implemented at the completion of the inspection to ensure that reliable sampling, analysis, and documentation occurred. CAM's Laboratory Director reviewed all analytical procedures. CAM's laboratory performs QA/QC on asbestos bulk samples by duplicating the analysis on ten percent (10%) of daily samples for accuracy.
METHODOLOGY ANO SAMPLING
All suspect asbestos materials to be disturbed for sampling purposes were fully wetted with amended water prior to sampling. Destructive sampling was not performed. Asbestos containing materials are sometimes found in areas that are inaccessible at the time the sampling is performed. Suspect materials were sent for PLM analysis. Only those persons necessary for sampling were allowed in the area.
Samples were collected to obtain all layers of the suspect materials to the substrate. Since non destructive sampling methods were utilized where appropriate, it is possible that suspect materials may be found that were not accessible at the time of sampling. Prior to repairs, construction, renovation or demolition, any asbestos containing material or LBP will require removal by a licensed abatement contractor.
i
ASBESTOS OPERATIONS AND MAINTENANCE PROGRAM DEVELOPMENT
I
The O&M program will be a general set of policies and procedures for dealing with ACM. Various levels of involvement by the building employees and occupants can be included in the program. The program shall be site specific and be tailored to the specific requirements of the facility in question. Although the regulatory framework provides some flexibility, it is generally recommended that the facility owner be relatively consistent with his or her response to similar issues at other properties.
The purpose of an O&M program is to reduce the potential for exposure to airborne asbestos fiber exposure. The effectiveness of an O&M program in this regard is wholly dependent on its implementation. Only a conscientious and thorough implementation of the O&M program policies, at all levels, will effectively reduce the potential for hazardous asbestos fiber exposure.
Fee and Time Estimate
Based on our understanding of the scope of work, we have prepared the following fee and time estimates to prepare an asbestos O&M program including minimal involvement by your personnel.
i We would be assisting you in the program development, but these would be your policies that once implemented, will be your responsibility. It is often much easier (from the consideration of liability} to make your policies tighter over time than it is to reduce or lighten them.
The actual implementation may require an extended period as employees are trained and immediate needs are addressed. We will work with you to develop as timely a schedule as possible.
CAM proposes to develop an asbestos O&M program, including minimal involvement by your personnel, for the following lump sum fees:
O&M Program Development:
1. Development of Draft and Finalized Program Manual
2. Two-Hour Asbestos Awareness Training Session
$1,500.00 ($70.00 per attendee)
Total Lump Sum Fee: $1,500.00 plus $70.00 per Awareness Attendee
