STATEMENT OF WORK
Construction of Concrete Pad Under Parking Shelter
Pole Barn
Date: 08/03/2023
1. General
1.1 The New Mexico Fire Zone (Zone) , which is located at Bitter Lake National Wildlife Refuge (4200 E Pine Lodge Road, Roswell, NM 88201-9220), needs to have a concrete pad built underneath an existing parking shelter referred to as the Pole Barn. This pad will be used to store heavy equipment and large fire trucks on. The work in this contract will include minor excavation work to level the ground, building concrete forms, and pouring and finishing the concrete pad.
1.2 Purpose/End Application: The Zone has been working to upgrade facilities at Bitter Lake NWR for several years to provide better storage for its vehicles and heavy equipment.
The Pole Barn is a metal parking shelter with wooden support beams that is attached to the Shop Building on one side and has a back wall, but it is open on the other two sides. It provides shaded parking for heavy equipment and large trucks, but the dirt floor and open design do not protect equipment from rodents, rain, wind, or other environmental concerns.
The long-term plan is to enclose a portion of the Pole Barn to provide additional indoor garage space, as the Shop Building is already at capacity. Having a concrete pad built as a garage floor is the first step in this process.
1.3 Contractor Qualifications: The Contractor shall be licenced in accordance with State of New Mexico requirements.

2. Place of Performance and Period of Performance
2.1 Place of Performance: 4200 E Pine Lodge Road, Roswell, NM 88201-9220
2.2 Period of Performance: Within 60 days from date of contract award.
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The Contractor shall be responsible for all materials and labor needed to build the concrete pad underneath the Pole Barn. The pad will be approximately 48’ x 50’, which extends from the wall where the Pole Barn attaches to the Shop Building to the next vertical support beam. The pad shall be 6” thick and have an internal support system (e.g., rebar, etc.) that can withstand having heavy trucks on top of it that weigh up to 40,000 lbs. On the east side of the concrete pad, the Contractor shall build a sloped concrete ramp extending out from the pad to allow vehicles to safely drive onto the pad. The slope should have an approximate 1:12” ratio, which would extend the ramp past the pad approximately 6’.
Prior to building the concrete pad, the worksite shall be leveled. This may require some minor dirt excavation and leveling. The Contractor will need to take into consideration the Pole Barn’s two existing metal walls and vertical support beams when building forms/designing the concrete pad. The concrete pad shall be finished to have a smooth surface.
4. Deliverables and/or Delivery Schedule
4.1 The Contractor shall provide all materials to build the concrete pad (e.g., concrete mix, rebar, equipment, tools, etc.) to the previously stated specifications, with the final deliverable being the finished concrete pad and ramp.
5. Data Management Plan (DMP):

6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 The Refuge can provide water and electrical connections if requested and agreed to with the Contractor.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon completion of the concrete pad and ramp and a complete walk-through with an authorized Government Representative to verify and inspect the work.
8. Quality Control/Quality Assurance:
8.1 Where appropriate, QC will be maintained according to industry standards and made available to the agency with the Contractor’s proposal. The Contractor shall be fully licensed, certified, and qualified to complete the job and will follow all Quality Control Standards. The preferred vendor will have completed similar jobs. Job-Site POC Milton Harper and/or Maintenance Worker Bill Snipes will verify final product/service for quality assurance/completion.
8.2 Job-Site POC Milton Harper or Maintenance Worker Bill Snipes will oversee the job and be on-site and available for guidance or assistance needed while the work is being performed.
