About this file
This is an Amendment to Solicitation for a U.S. Fish and Wildlife Service (USFWS) Twin Vee boat requirement (RFQ #140F1S26Q0055). Amendment 0001, effective June 8, 2026, extends the solicitation period by three weeks with a revised closing date of Monday, July 6 at 5:00 PM EST. The amendment includes questions and answers received during the initial solicitation period and provides updated specifications for additional clarification. All other terms and conditions remain unchanged.
The solicitation requires vendors to supply a complete Twin Vee 280 STX Center Console Catamaran (Model 1431-TXCBB) with a Float-On tandem axle aluminum trailer as an all-or-none bid. The 28-foot fiberglass hull catamaran must be vacuum-infused, ABYC-compliant, and equipped with two Yamaha 300 HP outboards (30" shafts), 230-gallon fuel capacity, comprehensive navigation equipment (Garmin 1243XSV sounder, Garmin Phantom 18X radar, VHF radio), electrical systems with multiple bilge pumps, T-top canopy, console protection, and extensive deck accessories including storage boxes, cleats, and fresh/raw water washdown systems. The trailer must include torsion axles rated at 7,000 lbs per axle, surge brakes with four disc brakes, LED lights, and a 3,200 lb manual winch. Delivery must occur by September 30, 2026, with the vessel in turn-key condition. Vendors must demonstrate four years of fiberglass catamaran manufacturing experience and provide documentation of constructing a 25-35 foot ABYC-compliant vessel within the past 12 months. If delivery is secured, the vendor must conduct minimum two-hour sea trials with USFWS personnel at the SELA Refuges Office in Lacombe, Louisiana.

US Fish & Wildlife Service
Twin Vee Boat Requirement
RFQ# 140F1S26Q0055
Q&A
1. Would an aluminum-built alternative that fully meets or exceeds all required performance, dimensional, and operational specifications be considered acceptable for evaluation under this requirement, or is the solicitation strictly limited to the specified Twin Vee fiberglass configuration?
A fiberglass hull is the best design for us in this open water environment, as we do transport sensitive survey equipment, spotting scopes, and potentially UAS's and the fiberglass design provides for a much smoother ride, especially when the boat is loaded down. We've also found that 'beaching' the fiberglass hull seems to work well when approaching these barrier islands.
