About this file
This document contains questions and answers related to a federal solicitation for podcast production services. The Fish and Wildlife Service is seeking a contractor to provide recording, editing, hosting and production support for their existing "Fish of the Week!" podcast program. The incumbent contractor is Citizenracecar LLC under contract 140F0421C0021. Key details include that the recordings occur weekly or bi-weekly depending on guest availability, with each episode featuring 1-2 guests in addition to the 2 host co-hosts. Episodes average 30-40 minutes in length and are recorded in one hour sessions. The contractor will be expected to host archived episodes from the first three seasons on their platform. Quotes are due by January 26, 2024 at 5PM EST, allowing one week of additional time for questions. The period of performance is from April 1, 2024 through March 31, 2025.

Q&A
1. Do you need hosts or just the production for the current hosts? We have existing hosts.
2. I understand the podcast is already active. Is there an incumbent contractor or currently active contractor? If so, can you share the contractor business name? The current incumbent is Citizenracecar LLC under PO# 140F0421C0021 in the amount of $121,562.45. The period of performance is 10/01/2022 – 03/31/2024.
3. Do podcast hosts currently have recording equipment (microphones, headphones, etc.)? Or is that equipment required for the contractor to provide? The hosts already have recording equipment.
4. While as outlined in the SOW, the FWS will be responsible for promoting the Fish of the Week! program, please help us better understand your existing audience as it looks today and what you’d like it to look like within 5 years. Where is the FWS looking to further grow your program’s digital footprint of listeners, i.e., what geographic areas and communities, and which specific social media platforms? We are getting over 1000 downloads in the first 24 hours of release. We know we have a mix of fish novices listening to the show from all over the United States and beyond. We are looking to continue to grow our audience. We are a federal agency so our priority audience is the American public and making content accessible and inclusive.
5. How will the FWS measure the success of your program across the next 5 years? What milestones or goals are you seeking to achieve? FWS is tracking downloads and trends and is seeking to continue an upward growth trend and maintain status quo or upward movement on US podcast charts (Nature & Science)
6. In reviewing a handful of your shows each finished program looks to be between 30-40 minutes.
Is it correct to estimate this as your total running time range per episode? Yes
7. Based on your experience with 3 seasons of your program, on average how long was each recording session with your talent/co-hosts? Additionally, are these generally scripted or unscripted sessions? Each session takes place over a 1-hour recording. The hosts preplan the episode and come with general questions. The guests’ responses are not scripted.
8. How many guests join your (2) co-hosts during each episode? Is it only (1) guest per episode, or on occasion might there be additional guests? We typically have 1-2 guests in addition to the 2 co-hosts
9. Are the episodes recorded once per week or are there times when multiple episodes may be recorded in a given week? If so, how often does this occur and are multiple episodes ever recorded in the same day? (Trying to establish how many recording days or sessions there are in each contract year.) The recording session timing is driven by guest availability. We infrequently record 2 episodes in a single given day but have recorded multiple episodes in a given week.
There are 52 recording sessions in a given contract year. Our main constraint is time zones. Our guests range from east coast to Hawaii (and sometimes beyond) and our hosts are located in Alaska and Oregon.
10. Does the FWS require transcripts to be provided following each recording? Or will transcripts for each finished podcast episode be sufficient? The FWS co-host provides story edits which have, in the past, been done with a transcript and, more recently, Descript. Ultimately FWS does have to post transcripts to their website.
11. Does the FWS anticipate that all episodes will be in English only? Or are you seeking to expand your listeners to include additional language versions and audiences; if so, please specify which specific languages. There is no anticipation to include additional languages, the episode will be in English only.
12. What technical setup does the FWS require (i.e., use of specific platforms or equipment) for the recording sessions? What program specs or final deliverable requirements do Contractors need to adhere to? We are currently using CoHost and the hosts have their own recorders/mics. We require a MP3 file for posting.
13. With the Contractor expected to maintain the hosting platform, please confirm what hosting platform the FWS is currently using for this program. Will the Contractor only be required to host new episodes, or will you need them to host archived episodes from the 1st three seasons? The current contractor is maintaining the hosting platform Cohost. However, we move forward, all past episodes need to be available from previous seasons.
14. How many stakeholders are involved in the project engagement, review, and approval process of the tasks and deliverables under this contract? One co-host and the guests review the rough cut of each episode for redline edits. The FWS co-hosts story edits the episodes ahead of rough cut creation.
15. How many rounds of review and feedback does your team require for each episode? 1 round of review for rough cut and 1 round of review for ready cut.
16. Will your team provide the open and close music for each podcast? If the Contractor is to provide music should the cost proposal include the original music composition or is stock library music acceptable? FWS will be responsible for finding avenues of acceptable open and close royalty-free music that aligns with national guidelines for federal agencies.
17. Who is/are the incumbent(s) across your 3 seasons of work delivered for Fish of the Week!? The current incumbent is Citizenracecar LLC under PO# 140F0421C0021 in the amount of $121,562.45.
18. If no existing incumbent(s), what companies has the FWS – Alaska Region worked with in the past for other media production-related projects? See answer from question 17.
19. Based on your 1st three seasons, what was the budget range per episode and per season? The Government will not share any budget information for their requests, please submit your best and final pricing per the work described in the SOW.
20. If Contractors have follow-up questions based on answers that come out in the first round, will there be an opportunity to submit additional questions? You can submit additional question after the Q&A is posted.
21. Given the deadline for questions and allowing enough time for Contractors to incorporate updated information, will the FWS provide an extension to the submission response deadline until Friday, 1/26/2024? A one-week extension will be granted. The updated quote deadline will be 1/26/2024
5PM EST.
22. Just to confirm, the host and their guests will have their own mics and we will set up the recordings remotely? The hosts have their own mics/recorders. The guests do not and are recorded over Zoom currently.
23. What is the maximum number of guests and locations in one episode? Currently a max of two guests per episode and likewise up to two locations for guests. Co-hosts are in Oregon and Alaska
24. Do we need to supply royalty free music or is that provided? FWS will be responsible for finding avenues of acceptable open and close royalty-free music that aligns with national guidelines for federal agencies
25. When are the recordings scheduled for and when does the final need to be delivered? How long do we have to edit and deliver the podcast? Recordings are ideally scheduled a month or more out from airing episodes. The final product needs to be delivered at least the week before airing.
26. Is there an incumbent? If so, what is the contract number? The current incumbent is Citizenracecar LLC under PO# 140F0421C0021 in the amount of $121,562.45.
27. Since we are leasing/subcontracting for this project, it would be helpful if you could shed some light on them:
a. Is it necessary to mention the subcontracting item in the cover letter? If you plan on subcontracting this out, a subcontracting plan will be needed as part of your technical proposal.
b. Is it a practice to use their past performance, experience, and testimonials? Successful past performance is an evaluation factor for this request and is required to be considered for award. Any past performance as it relates to similar size, scope, and complexity to this requirement will need to be provided. Past federal experience is preferred however, if no past federal experience is available, any experience related to this request can be used.
28. 4. A list of Must Not To Dos? FWS is a federal public agency. Everything we do must be in alignment with federal laws (e.g., accessibility, lobbying, etc)
29. Is prior past performance and experience delivering podcast services to the USFS or other government agencies a requirement for selection? Successful past performance is an evaluation factor for this request and is required to be considered for award. Any past performance as it relates to similar size, scope, and complexity to this requirement will need to be provided. Past federal experience is preferred however, if no past federal experience is available, any experience related to this request can be used.
30. I want to confirm the timelines are questions due Tuesday 1/16/2024, and quotes due 1/19/2024?
A one-week extension will be granted. The updated quote deadline will be 1/26/2024 5PM EST.
31. Is this service remote based or is the location needed for recording in Fairfax VA? Remote based.
