About this file
This document package includes a solicitation and question and answer document related to a social media open-source search tool. The U.S. Fish and Wildlife Service is seeking an existing commercially available software as a service product to search over 200 social media and network sources through a non-attribution environment. Pricing should be provided for the base year and four option years to support up to 12 concurrent users. The incumbent contractor is Cobwebs America under contract 140F1S23P0008. Responses are due by January 5, 2024. The new contract is intended to replace the existing one and have an immediate start upon award in early 2024. The tool must collect information directly without third party data collection and be provided by a U.S.-based company with no foreign investment. Queries may include keywords, profiles, groups or hashtags related to wildlife species, products, persons, businesses, and locations. No budget information was provided.

Q&A
1. Based on the scope of work, this seems to be a custom SaaS buildout, and not an already-existing Commercially Available Off the Shelf (COTS) app. Please confirm? We are seeking an already-existing product that can meet the specifications in the SOW so that we can implement it immediately following award of the contract.
2. How long do we have to develop the fully working search tool? See answer to question 1.
3. ‘Section I. Scope and Statement of Work’ says “from over 200 social media and network sources through a non-attribution environment that enables users to pivot seamlessly between a link analysis graph, map, and data grid views.” Question: What are the over 200 websites that you’d like to search? Could you please provide a list? We do not have a specific list to provide. We seek a comprehensive open-source search platform that encompasses more than what we can find on our own through simple internet searches (i.e., Google and Facebook), so the more sites your product can access, the better.
4. Is there a particular price sheet/format that you’d like to provide for us to fill out? Pricing should be provided on its own volume II document and should be broken out as it is listed on the first two pages of the solicitation package. Pricing should include the base year and four option years.
5. Could the government please provide an estimated Rough Order of Magnitude (ROM)?
No ROM will be provided, all requirements for this request are listed in the SOW.
6. Is there an incumbent? Is there a contract award number and contract value? The incumbent vendor is Cobwebs America, Inc., the contract number is 140F1S23P0008, and the contract value is $68,000 for the current POP.
7. How many overall licenses is FWS looking to acquire? Within the RFQ we see the requirement for the tool to be able to support upwards of 12 concurrent users. We want 12 concurrent users to be able to utilize the platform simultaneously without having their queries queued and results delayed. Whatever access configuration meets that requirement for your product is how your company should submit its proposal/quote. For example, if your company issues individual licenses for access, then we would require 12 licenses to meet the SOW; your quoted price should reflect the total for 12 licenses for each year of the POP. This ensures parity among proposals regardless of the varying access mechanisms employed by each.
8. Is the purpose of this solicitation to replace the base plus 4-year contract awarded to CobWebs in early 2023? Or is this an additional requirement to augment current OLE WIU capabilities? This updated requirement is intended to replace the existing contract.
9. In previous OLE WIU solicitations with similar requirements, the following capabilities were required:
a. Access to Deep / Dark data
b. Persistent search capabilities
c. Near Realtime alerting
d. Historical digital device location data from geo- enabled advertising sources within user-defined geographic areas
Are those capabilities no longer required? Or does OLE WIU already have a solution place? We still desire those services, and they should be incorporated into the proposal, if available. The requirements listed in the SOW highlight our most immediate needs, but additional capabilities are always welcome.
10. What is the Government’s timeline for the award and what is the anticipated contract start date? We anticipate the new contract to start directly following the award; we do not intend to align the new contract with the end of the incumbent’s current period of performance.
11. Presuming the contract start date is not until late March or early April 2024 to align to the end date of the incumbent’s current period of performance, and considering the pending Holiday season, would the Government consider amending the due date of responses to be no earlier than 05 January 2023 to allow respondents additional time to propose a clear solution most advantageous to the Government? An extension to the posting will be provided with a close date of 1/5/2024 5PM EST.
12. Within the Scope and Statement of Work, the Government states, “Collect information directly, without reliance on third parties or data brokers for collection activities.” What is the Government’s purpose behind this requirement? Is the goal strictly to prevent any third-party data procurement/collection, or is the goal to protect the Government’s searches and limit exposure only to awardee? The main goal is to ensure that the results of queries are as current/near real-time as possible.
13. “The vendor should be a US-based and operated company with no foreign investment or influence.”
While Teel Technologies does meet the qualifications, and has no foreign investment or influence, the product we represent here in the USA and would like to submit is developed and issued by a company from the Netherlands. The company is: Web-IQ (www.Web-IQ.com). And although not US based, we do provide all the necessary support here. Also, the company works around the globe on anti-poaching and other efforts, with NGOs and law enforcement agencies. They are particularly good at Dark Web market analysis and investigation where much of the illegal commerce in this area transacts. If your company can meet the requirements of this request, please provide quote to the solicitation.
14. The document describes that the FWS requires an application to conduct federated searches of hundreds of publicly and commercially available social media networks. Can FW provide a list of the desired social media networks? See answer to question 3.
15. What would be the typical search of an FWS analyst? i.e. Searching for profiles, groups, keywords or hashtags? Keyword searches vary by investigative subject (type of wildlife, laws violated); such queries should be expected to include search terms such as species/product names, person/business names, locations, etc., like any other law enforcement agency’s queries (just the commodity differs).

16. Is there a budget for the project? The government will not share the budget for this requirement, please provide your best and final pricing for this request.
17. When should the platform be operational? We are seeking an existing (out of the box) platform, so it should be operational upon award.
