The U.S. Fish and Wildlife Service (USFWS) FWS J N DING DARLING NWR has a need for an Intruder Detection System, Video Surveillance System under RFQ# 140F1S24Q0001. Please see the attached Performance Work Statement (PWS) for additional details.

I. Type of Contract

The Government contemplates award of a firm-fixed price contract resulting from this solicitation.

II. Proposal Instructions

1. Submission of questions

a. Interested vendors must submit any questions concerning the solicitation by Friday

December 1, 2023, at 12:00 PM EST. Questions may be submitted via email to jack_skogen@fws.gov.

2. Submission of quotes

a. Quotes are to be submitted via email to jack_skogen@fws.gov. by Friday December 15, 2023, at 5:00 PM Central.

3. Period for acceptance of quote

a. The vendor agrees quotes will be valid for at least 60 days from the date specified for receipt of quotations.

4. Late submissions, modifications, revisions, and withdrawals of quotes

a. Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

5. Technical proposals

a. Technical quotes shall be in two (2) separate volumes and shall be no more than (10) ten pages not including cover page, appendix, or separate pricing volume.

i. Volume I - Technical (factor 1 & 2)

ii. Volume II - Price (factor 3)

b. Volume I – Factor 1- Technical

i. This volume should address all non-price factors. Volume I shall include the cover page, descriptive literature that explains the vendors proposed product/service with enough detail to ascertain whether the quoted product/service will meet the criteria specified in the PWS.

c. Volume I – Factor 2 Past Performance

i. The Vendor should be able to demonstrate successful past performance and experience in GIS software support, Data management, R software to the USFWS or other government agencies.

ii. The vendor shall demonstrate their prior experience as it relates to similar use cases of similar size, scope, and complexity to this requirement within the past three (3) years.

iii. The examples must include the following information:

d. Volume II – Price

i. Price volume shall include the cost of requested services listed in the PWS.

Pricing shall include the 9-month base period and two (2) 6-month option periods.

ii. Vendors are encouraged to offer discounted prices. The Government intends to evaluate quotes and award a contract without discussions with vendors. Therefore, the vendor’s initial quote should contain its best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting officer to be necessary or in the Government’s best interest.

III. Evaluation Factors

The technical features of each quote shall be evaluated against the Request for Quote (RFQ) requirements, assessing the strengths and weaknesses of each quote in light of evaluation criteria described below. The Contracting Officer will screen proposals to identify and eliminate any quotes that are so incomplete as to preclude consideration of award. The remaining quotes will be evaluated based upon the following factors:

1. FACTOR 1 – Technical approach and demonstrate your understanding of the PWS

a. The vendor’s demonstration of its technical approach and understanding of the requirements as set forth herein, including how it described meeting the specific details in the SOW.

2. Factor 2 – Past Performance

a. The vendor shall clearly demonstrate satisfactory or better performance with projects of similar size, scope, and complexity of this requirement.

3. FACTOR 2 – Price

a. Pricing shall be evaluated to determine completeness and reasonableness per the criteria specified in the PWS. The Government will evaluate the quoted price for reasonableness.

IV. Basis of Award

Award shall be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with appropriate consideration given to the evaluation factors. Award shall be made to the vendor whose quote, conforming to this RFQ, provides the best value to the Government. Non-pricing features of a vendor’s quote shall be evaluated in such a manner as to assess the value of those features as compared to the quoted prices or costs to the Government. Implicit in this process is the Government’s willingness to accept other than the lowest priced quote or highest rated quote. Overall, the non-price factors are more important than the price factor. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

V. Clauses

Incorporated in this solicitation are all GSA schedule provisions and clauses from the offerors GSA schedule.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.

The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

DEPARTMENT OF THE INTERIOR ACQUISITION REGULATION (DIAR) CLAUSES

1452.201-70 Authorities and Delegations (Sep 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.

The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.

Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

1452.233-2 -- Service of Protest Department of the Interior (Jul 1996) (Deviation)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from U.S. Fish & Wildlife, 4301 Fairfax Drive, Arlington, VA 22203.

(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.

(c) A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and Intellectual Property, 1849 C Street, NW, Room 6511, Washington, DC 20240.

52.217-8 -- Option to Extend Services.

As prescribed in 17.208(f), insert a clause substantially the same as the following:

Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 27-months.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.

As prescribed in 4.2105(a), insert the following provision:

Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021) The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—

(1) It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that— It □ does, □ does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(ii) For covered services—

(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

As prescribed in 4.2105(b), insert the following clause:

PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE

SERVICES OR EQUIPMENT (AUG 2020)

(a) Definitions. As used in this clause—

Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).

Covered foreign country means The People’s Republic of China.

Covered telecommunications equipment or services means–

(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);

(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Critical technology means–

(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;

(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled-

(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or

(ii) For reasons relating to regional stability or surreptitious listening;

(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);

(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);

(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or

(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.

Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.

Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.

Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication https://www.acquisition.gov/far/4.2104#FAR_4_2104 equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

(c) Exceptions. This clause does not prohibit contractors from providing—

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(d) Reporting requirement.

(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil.

For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.

(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause

(i) Within one business day from the date of such identification or notification: the contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known);

supplier Commercial and Government Entity (CAGE) code (if known); brand; model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); item description;

and any readily available information about mitigation actions undertaken or recommended.

(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.

(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial services.

52.204-26 Covered Telecommunications Equipment or Services-Representation.

COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES-REPRESENTATION (OCT 2020)

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c)

(1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.

52.204-27 Prohibition on a ByteDance Covered Application.

As prescribed in 4.2203(c), insert the following clause:

PROHIBITION ON A BYTEDANCE COVERED APPLICATION (JUN 2023)

(a) Definitions. As used in this clause—

Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.

Information technology, as defined in 40 U.S.C. 11101(6)—

(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—

(i) Of that equipment; or

(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;

(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but

(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.

(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117- 328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information https://www.acquisition.gov/far/4.2105#FAR_4_2105 https://www.acquisition.gov/far/52.204-25#FAR_52_204_25 https://www.sam.gov/ https://www.acquisition.gov/far/4.2203#FAR_4_2203 technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.

(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.

VIDEO SURVEILLANCE SYSTEM (VSS) – U.S. Fish & Wildlife Service J.N. “Ding” Darling National Wildlife Refuge

The contractor shall install and make fully functional, a network capable Video Surveillance System (VSS) for the U.S. Fish & Wildlife Service (FWS) J.N. “Ding” Darling National Wildlife Refuge (NWR) Admin Building and Visitor Center located at 1 Wildlife Drive Sanibel, FL 33957.

The system will be an Internet Protocol (IP) based system with cameras designed to provide the needed video surveillance coverage and usable images. The cameras will consist of Single Scene Bullet style cameras and a Fisheye camera. The Network Video Recorder (NVR) will be capable of recording at a minimum 8 IP based cameras, with capability of expansion to 16 cameras and provide Power over Ethernet (PoE) to all cameras. The system will have an attached Uninterruptible Power Supply (UPS) capable of providing power to all system hardware for a minimum of 4 hours after loss of commercial power.

Federal Acquisition Regulation (FAR) case 2018-017 prohibits the purchase of “covered telecommunications equipment or services” which means:

Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, (or subsidiary or affiliates of such entities);

For the purposes of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security procedures, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiary or affiliate of such entities;

Telecommunications or video surveillance services provided by such entities or using such equipment; or

Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country, including the People’s Republic of China.

In addition to the purchase prohibition, the FAR case requires contractors to provide a representation addressing whether or not they are providing covered telecommunications under contracts and orders with the Federal government.

Cameras must be High-Definition Color, Digital, PoE, with Wide Dynamic Range & IR capabilities, a minimum of 8 MP Exterior cameras, a minimum 12 MP interior Fisheye camera, and have recognition capabilities. Cameras must be exterior rated and have a minimum horizontal resolution at 60 pixels per foot. The images shall be recorded at a minimum rate of 15 frames per second on NVR.

The NVR must have the capability of retaining raw video data for a minimum of 30 days and can transfer said video to portable media (USB drive). The contractor shall provide a single 42” monitor and all needed peripherals with the NVR for review purposes. The NVR shall have the capability of being connected to the DOI-USFWS network. Connection of the system to the DOI- USFWS network will be done in conjunction with the USFWS Information Resources and Technology Management (IRTM) to ensure that IT security requirements are met. The contractor shall provide software or web interface for monitoring video feeds via U.S. Fish & Wildlife computer. Contractor will provide statement from hardware/software manufacturer certifying that when Web Client interface is used, no FWS video data is captured, stored, or viewable by the contractor, manufacturer, or other third-party (i.e., data is shared securely between NVR and FWS authorized Web Client).

The NVR should be placed in the Equipment room of the Admin Building where the existing PoE switches are located. This location should be properly ventilated to ensure appropriate cooling of electronics. All cables must be in conduit or properly placed in channels thru any ceiling penetrations. All wiring will be Category 6e minimum, with appropriate connectors at the end of each cable run and each line appropriately marked using tags. All cables will be placed in conduit or within appropriate wire trays above the ceiling. If placed in conduit, the contractor will place appropriate junction boxes throughout the facility to allow for future expansion and provide a minimum of two (2) pull-lines with a 24-inch loop at each end of the run when placed within conduit.

All VSS cabling shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit or be closer than 12 inches to reduce interference. All conduit (when used) and wiring shall be appropriately marked and labeled by the contractor.

All components provided under this contract must be new. Used, repurposed, or refurbished equipment is not authorized for use and will not be accepted.

In addition, all hardware and peripherals shall have an option for an additional 1-year warranty after the expiration of the manufacturer’s warranty. All software must be registered to the US Fish and Wildlife Service. Master copies of said software must be provided to the FWS Information Resources and Technology Managements division.

The contractor must provide a minimum of 2 hours of end-user training to facility staff, and 4 hours of training for system administrators, prior to facility acceptance.

Prior to contract award, offeror must provide cut sheets (specifications) for proposed cameras and network video recorder (including proposed capacity).

Camera Specifications:

Fisheye camera

A. The camera shall be available for indoor surface mounting. The high-resolution day/night camera shall have true WDR and IR capability. Day/night operation shall be achieved using a built-in IR-cut filter. IR distance shall be 131 ft (40 m). Starlight low-light imaging shall be provided by this camera.

B. The camera shall have smart encoding, which monitors the amount of motion in a scene, resulting in overall savings in storage and bandwidth without sacrificing video quality.

C. The camera shall be powered by PoE+, 24 VAC or 24 VDC.

D. Camera features shall include electronic iris, AGC, true WDR, white balance, backlight compensation, tampering, flip, mirror, privacy masks and motion detection.

E. The camera shall meet the FCC requirements for a Class A device. It shall include support for the industry standard ONVIF interface. It shall be IP66-rated to withstand rain, dust, and vandalism and IK10 rated for impact resistance. The camera shall be NDAA compliant.

Bullet camera

A. The camera shall be available for outdoor surface mounting. The high-resolution day/night camera shall have true WDR and IR capability. Day/night operation shall be achieved using a built-in IR-cut filter. IR distance shall be 131 ft (40 m). Full color, low-light imaging (i.e., Starlight, light finder) shall be provided by this camera.

Network Video Recorder (NVR)

F. Ability to transfer recorded video to portable media (e.g., USB drive).

G. NDAA compliant.

Digital Video Recording Management and Network Software

A. The Video Management Software (VMS) shall be a browser-based application that shall meet the requirements of business and government surveillance applications. It shall provide a thin client or web client with a single point of management for the entire system functions and not require a thick client. The Recording Servers, Application Servers, Web Servers, as well as IP cameras and encoders (edge devices) shall be added, configured, and operated using the configuration section of the application. The VMS shall provide a complete and comprehensive application for the operation and maintenance of a video surveillance system. It shall provide full live digital video and audio surveillance over a standard 1 Gbps network.

B. The VMS shall support recording, playback and archiving of video in standard industry compression formats, including H.265, H.264 and M-JPEG.

C. The application shall be based on true open standards (ONVIF profile G) and shall be a thin client architecture and shall be centrally licensed. The application software shall be COTS compatible or shall also be available preloaded on a manufacturer certified application/web server or recording server (NVR).

D. The software shall run on a COTS PCs with a minimum of Intel Core i7 processor, 16 GB of RAM and 5 GB of disk space for installation and a minimum of 75 GB of disk space for a recording device. The software shall run on the Microsoft® Windows® 10 64-bit; Windows 2008, 2012, 2016 or 2019 64-bit Server operating systems. The Client (web) shall also be able to run on Windows 10 O.S.

E. The VMS shall offer easy to use tabs to access configuration and a dashboard that monitors the systems health. The monitoring screen shall show the video display area with a list of available resources. Multiple display views shall be configurable, and a variety of display layouts shall be available. Multiple monitors shall also be supported.

F. Live video shall stream through the Recording Server (NVR) with auto fail over to the camera. PTZ shall be available from the live video and presets and tours shall be configurable. Digital zoom shall be provided on all video displays.

G. A web-based interface shall be provided to access the VMS from any enabled device. It shall work with Microsoft Edge (it must support Active X). It shall provide live viewing, playback and PTZ controls.

H. The application shall provide an easy-to-use icon from the display page for Export to save a video clip. This clip shall be able to be archived in MP4 format and shall be authenticated in the player according to the ONVIF spec.

I. The application shall support playback from the main screen without leaving the live video viewing area. Clicking a Playback from time icon shall allow selecting the playback to start from a specific date and time using standard calendar tools.

J. The software shall be provided on the manufacturer’s website for easy download.
