INTRUSION DETECTION SYSTEM (IDS) – Ash Meadows National Wildlife Refuge
This Intrusion Detection System (IDS) is specified for the Fish and Wildlife Service Ash Meadows National Wildlife Refuge.
The contractor shall install, and make fully functional, an Underwriters Laboratory (UL) listed Intrusion Detection System (IDS). The system hardware (panel) shall be of a manufacturer listed below and shall have the capability of expansion with expansion modules, panel tamper notification, remote monitoring, and remote annunciation using standard analog, digital, ethernet, or approved cellular communications (backup only).
MONITORING SOLUTIONS:
The Government will be using the U.S. Department of Homeland Security (DHS) - Federal Protective Service (FPS) for monitoring services. All systems monitored by DHS will require the completion of the DHS MegaCenter Alarm Requirements (MAR) package (Instructions are associated with the MAR package).
The IDS control panel and associated power distribution hardware will be located within the LAN
134. This location must be properly ventilated to ensure appropriate cooling of electronics. The system must have an ethernet connection as part of the panel board using one of the panels listed below. The installer must coordinate with FWS-Information Resources & Technology Management (IRTM) for porting access of any ethernet connection. There must be a keypad located on the panel door for maintenance purposes.
A battery backup shall be incorporated into the IDS panel that will allow for a minimum of 8 hours of backup power, from initial commercial power failure.

Note: Proprietary panels (TYCO, ADT, etc.) will not be accepted due to the inability to provide adequate support.
The doors/area as listed in table below, shall be alarmed using appropriate methods for the types of doors and areas. All wood, metal, or solid core doors are to be fitted with recessed magnetic contacts, where appropriate. If a recessed magnetic contact is not preferred or not the preferred method of installation by the contractor, then approval from the CO must be granted, unless already identified below.
The Government will specify if all devices will be hard-wired, if wireless devices, or a combination thereof, are allowed on the system using the device type description below.
All components provided under this contract must be new. Used, repurposed, or refurbished equipment is not authorized for use and will not be accepted.
The contractor must provide a minimum of 2 hours of end-user training to facility staff and 4 hours of training to agency system administrators prior to facility acceptance.

The contractor must tie in the 5 existing door contacts and 3 existing motion detectors indicated on the diagram below to the new IDS panel.
The parts and labor for the Ash Meadows Fish Conservation Facility must be bid as a separate contract line item.

DETECTOR(S) – Ceiling mounted - Honeywell brand Wireless PIR Motion Detector (or equivalent). Installed as per industry standards with no gaps in coverage. Device(s) should be placed on ceiling and spaced appropriately with no gaps in coverage.
