About this file
This is an evaluation factor document outlining the small business subcontracting plan requirements for the US Native Turtles Housing Care Testing solicitation (140F0S26Q0050) issued by the Department of the Interior Fish and Wildlife Service.
Large business respondents must submit a small business subcontracting plan with their price section quotation in accordance with FAR clause 52.219-9 and its Alternate II. The required subcontracting goals are: Small Business (42.0%), Small Disadvantaged Business (10.0%), Women-Owned Small Business (5.0%), Historically Underutilized Business Zone Small Business (3.0%), Service-Disabled Veteran-Owned Small Business (5.0%), and ISBEE (3.0%). Vendors must either indicate that small business subcontracting is not available for the requirement or complete the provided small business subcontracting plan in Attachment 3. The evaluation criteria uses a binary rating scale where an "Acceptable" rating indicates adequate approach and understanding of small business objectives, while an "Unacceptable" rating indicates the submission does not meet small business objectives. Importantly, vendors without a subcontracting plan remain eligible for award.
