About this file

This document is Amendment 001 to Solicitation 140F0S26Q0047, a Bulk Canine Diet Blanket Purchase Agreement (BPA) issued by the Fish and Wildlife Service (FWS). The amendment posts the official Questions and Answers clarifying technical and administrative requirements for offerors.

The BPA seeks to supply FDA-certified and AZA-approved canine diet for the Sevilleta Wolf Management Facility with an estimated annual requirement of 60,000 to 70,000 pounds delivered in approximately 6-7 shipments per year at 10,000 pounds per delivery. The facility can receive and store approximately 10,000 pounds at a time (approximately 250 boxes at 40 pounds per box) and expects a 2-4 week lead time from order to delivery. Pricing should be submitted as unit prices for the canine diet with separate lump-sum shipping charges for orders 0-12,000 lbs and orders exceeding 12,000 lbs; the government will evaluate pricing from all submitted proposals and previous BPA award pricing to determine fair and reasonableness. The BPA term is five years (12/01/2026 to 11/30/2031) with a shared ceiling of $1,500,000 across all awarded vendors; the number of BPA holders will depend on technically acceptable and fair-and-reasonable proposals received. Offerors may propose price modifications annually one month before the award anniversary date with documented justification. Horse meat is not mandatory, but feeding carcasses of domestic livestock (chicken, cattle, goat, sheep, horse, donkey) is prohibited; alternative carnivore diet formulations meeting AZA Mexican Wolf Saving Animals from Extension Program approval standards are acceptable. All correspondence should be directed to Contracting Officer Joni Dutcher at Joni_Dutcher@ios.doi.gov, with technical questions to Melissa Kreutzian at (505) 280-0313 or alternate POC Stacey Garcia at (505) 220-1260.

Amendment 1 is hereby to post the Questions and

Answers

Questions and Answers to 140F0S26Q0047 ¿ Bulk

Canine Diet BPA

1. Please provide the historical quantities purchased under the predecessor canine diet BPA for the Sevilleta Wolf Management Facility:

total pounds per year, the typical pounds per delivery, and the number of deliveries per year. If historical data is unavailable, please provide an estimated annual quantity for this

BPA.

1a. Approximately 6-7 deliveries per year.

60,000 to 70,000 pounds are needed over a year at 10,000 pounds per delivery

2. What is the maximum quantity the facility can receive and store in a single delivery? Is a loading dock, forklift or pallet jack available at the delivery site, or must the delivering carrier provide liftgate service and hand unloading? What lead time from call issuance to delivery does the Government expect?

2a. We can receive and hold about 10,000 pounds at a time, approx 250 boxes at 40 pounds/box.

There is no loading dock. Pallets are taken out of the semi with a pallet jack and forklift.

Once an order is made we hope to receive the food within 2-4 weeks. Deliveries need to be scheduled so we can clear out the freezer ahead of time.

3. Section B lists Item 2 (Shipping for

0¿12,000 lbs) and Item 3 (Shipping 12,000 lbs.+) as lump sums. Should offerors price these items per delivery, per call or once for the full BPA term? How will the Government combine Items 1, 2 and 3 into a total evaluated price?

3b. This is a BPA, so we are awarding a multiple award BPA and we will look at pricing

(C) to determine fair and reasonableness using all submitted proposal pricing and previous BPA award BPA Call pricing.

4. Section B provides one price column for the

"5 Year Period," and paragraph B(8) allows price modifications upon mutual agreement. Will the Government accept separate unit prices for each ordering year, or an economic price adjustment tied to a published index, in lieu of a single price fixed for five years?

4a. A month before the anniversary award date, the contractor should provide if there is a pricing update and provide the documentation

(freight company, material supplier increases which justifies the why the prices are changing from the previous year.

5. The specification requires an "FDA certified" and "AZA approved" canine diet. What documentation will the Government accept as evidence of each (for example, the manufacturer's FDA food facility registration, a product specification sheet with guaranteed analysis, or references from AZA-accredited institutions)?

5a. See attached Husbandry and Canid Care

Manual.

6. For the stated horse meat composition of protein 20¿25% and fat 5%, is the fat value a minimum, a maximum or a target with a tolerance, and are both values on an as-fed basis? Is horse meat mandatory as the primary protein, or will an equivalent red-meat carnivore diet meeting the same analysis be considered technically acceptable?

6a. See attached Husbandry and Canid Care

Manual. The AZA has guidance on %composition.

Horse meat is not mandatory but Feeding carcasses of a domestic livestock nature (e.g., chicken, cattle, goat, sheep, horse, donkey) is not permitted as this may lead to wolf/livestock ¿ and livestock owner ¿

7. Section L, item 6 requests "the address/location of the fuel station that will be providing goods for the BPA Calls." Please confirm whether this item applies to this requirement. If it does not, should offerors instead provide the product's manufacturing or shipping origin?

7a. Dis-regard, this is an error in this solicitation document. This is strictly for

Canine Diet.

8. Section L, item 7 requires the name and contact information of any subcontractor. Does this requirement apply to the manufacturer or supplier of a commercial product furnished by an offeror, where that supplier performs no services under the BPA?

8a. No

9. Paragraph B(10) states a ceiling of

$1,500,000 "over the ten-year life of the

BPAs," while the period of performance is

12/01/2026 to 11/30/2031. Please confirm the

BPA term is five years, whether the $1,500,000 ceiling is shared across all BPA holders, how many BPAs the Government anticipates awarding, and how calls will be allocated among BPA holders.

9a. Yes, it is a shared ceiling of

$1,500,000.00 for a 5 year period. The amount of vendors is dependent on how may vendors submit that are technically acceptable and fair and reasonable.

10. Section L states offers are due "Friday, October 9, 2026, at 08:00 AM EST," and the

SF-18 shows "0800 ED." Please confirm the due time is 08:00 AM Eastern Daylight Time, and that offers go to Joni_Dutcher@ios.doi.gov while questions go to joni_dutcher@fws.gov.

11. Could you clarify what specific documentation will satisfy the solicitation's

FDA-certified and AZA-approved product requirements, and whether the stated 5% fat and

20-25% protein values are exact limits or a guaranteed-analysis specification?

11a. Please see attached Species Survival Plan

Mexican Wolf Husbandry Manual and Large Canid

Care Manual guidance chapters on nutrition.

These are guidelines so the %Protein and %Fat are not hard rules.

12. Is horse meat an absolute requirement of the Government's technical specification, or would a nutritionally equivalent alternative meat source be considered?

12a. Horse meat is not a requirement but feeding carcasses or meat of a domestic livestock nature (e.g., chicken, cattle, goat, sheep, horse, donkey) is not permitted as this may lead to wolf/livestock ¿ and livestock owner ¿ conflicts after release.

13. If an alternative is permissible, would a beef-based or beef/venison-based carnivore log be eligible for evaluation?

13a. No

14. What specific nutritional profile, formulation standards, testing, certifications, or veterinary/nutritionist approvals would an alternative product need to satisfy?

14a. We are currently updating our husbandry manual, but these are the guidelines in our current one. It would also need to be approved by the AZA Mexican Wolf Saving Animals from

Extension Program. See attachment.

15. Would the Government consider a commercially manufactured product produced by a qualified USDA/FDA-compliant facility under a private-label or contract-manufacturing

15a. Yes

16. If an alternative formulation is potentially acceptable, would the Government be willing to provide guidance regarding the appropriate process for submitting a sample, nutritional analysis, formulation, or other technical data for consideration?
