About this file

This solicitation requests approximately 16,000 tons of Type 2 Class base course material for road gravel on the Stillwater National Wildlife Refuge in Fallon, Nevada. The period of performance is from March 8, 2024 to July 8, 2024. Bids are to specify pricing per ton and be submitted in tons. The requirement is set aside for small businesses classified under NAICS code 212319 for petroleum refineries with a size standard of 500 employees. The solicitation was issued by the U.S. Fish and Wildlife Service and identifies the location for deliveries and provides the solicitation number 140F0S24Q0014 for reference as a request for quote. Questions were answered to clarify road length, depth of material needed, compliance requirements for bids, and conversion of measurements between tons and cubic yards.

1- Is there any compaction required for the parking lot or it is only delivery and spreading?

No compaction required. Only delivery to the site. The Government staff will be completing the final spreading, compaction and grading.

2- What is the depth of the gravel for the parking lot? We need to calculate the tonnage of gravel needed for the surface parking. After clarifications the entire requirement (including the 1750 parking space) will be included in the total estimate of 16,000 tons.

3- The SOW under 2.1 states "Exact placement to be determined by USFWS Project Manager". We need additional information on the placement to specify if the government is looking for tailgate spreading or stockpiling? If tailgate spreading is required then is the government going to manipulate the material for a finished result which might include leveling, compacting, drainage considerations or if any of these activities are the responsibility of the vendor then specifically what work is to be included? The offeror will be expected to tailgate spread or deliver via belly dump to the roadway where refuge staff will be staged and prepared to give direction for where it will be dumped. Government staff will be responsible for the final spreading, compaction and grading. The Government will have staff directing them and preparing the material before the next delivery arrives.

4- We noticed that the Limitation on Subcontracting provision has been checked. As the total amount of material requested is over 16,000 tons, we suspect the total cost to perform will likely exceed $250,000 requiring this clause to be honored. Assuming this to be correct, will the government consider removing this limitation if prime bidders want to include bids from businesses that don't qualify as Small Business? No. This requirement is expected to be above $250,000. As such, that clause is required by law with no exceptions.

5- (3) The SOW under 1 states the road length to be approximately .64 of a mile. The map states the road length at 6.5 miles. Assuming a road width of 24' with a depth of 6", we do not get 16,000 tons as the calculated amount of material. Our calculations show this amount of material is too much for .64 of a mile and too little for 6.5 miles. There may be good reasons for either length to be correct and the government to still want 16,000 tons but we want to make sure that bids for CLIN 00010 for 16,000 tons will be considered compliant even if a different amount of material is actually needed. The road is about 6.5 miles in total. Some areas along the roadway will not need quite 6 inches and others will need more. The Government completed a similarly sized project last year with 16000 tons of material.

6- Considering the calculation discrepancies of (3) above, rather than asking for material to cover 1,750 sq feet of surface (presumably to a depth of 6"), will the government please specify the number of tons of material they compute to be required for this activity so that CLIN 00020 becomes a requirement in tons. This will allow for a fair competition to be conducted. See questions 2 above.

7- The SOW 2.1.1 advises that "bids shall specify the cost per yard or ton." However, the Schedule of items has Unit Pricing (for CLIN 00010) in tons. As the conversion from tons to CY depends on various factors such as the specific gravity of the material and moisture content, we request that all bids be required to be in tons so a fair competition can be conducted. The Item Numbers in the Schedule of Items request tons, all responses shall be in tons.
