About this file

This document is an amendment to a solicitation for the restoration of thornscrub forest in the Lower Rio Grande Valley National Wildlife Refuge Complex in Texas. The amendment extends the proposal due date to June 26, 2023. It answers questions from potential offerors by clarifying that the contract period will run from award date to September 30, 2027. It indicates that the awardee may be allowed to use the Refuge's existing nursery facilities to grow the 800 acres of seedlings required for restoration. The Refuge will also provide access to its seed storage bank and lands via a special use permit to harvest seeds needed. The amendment stipulates that the government intends to award all tasks under the solicitation to only one contractor.

The purpose of this amendment is to answer questions that have been received, and to extend the proposal due date to 26 June 2023.

1. Can you confirm that the contract period starts upon award and ends September 30, 2027?

Answer: Yes that is correct.

2. Task 1 in the RFP does not stipulate use of the Lower Rio Grande Valley NWR¿s existing nursery facilities but we had assumed that this facility would likely be available for use to grow the seedlings needed to restore the required 800 acres. Can you provide any clarity on whether the awardee would be allowed and/or expected to utilize this nursery for

140F0S23R0006/0001 production of seedlings that would satisfy this

800 acre restoration requirement?

Answer: Awardee and the Refuge will work together to make the program successful. This may include use of Refuge facilities, including making nursery space available to grow the seedlings needed to restore the required 800-acres. The

Refuge would also work with the awardee on utilizing the Refuge¿s seed storage bank for growing plants. The Refuge will also issue the awardee a Special Use Permit (SUP) to access

Refuge lands to harvest seeds needed to grow plants.

3. My question is whether you might award contracts for individual tasks from the RFQ? For example, if you think the research tasks (#s

5-10) on a proposal from Team A are really strong, but the restoration and outreach tasks

(#s 1-4) on a proposal from Team B are the strongest, would you award contracts to both

(i.e., a contract with Team B for Tasks 1-4 and a second contract with Team A for Tasks 5-10)?

Answer: The Government intends to award all tasks to only one (1) Contractor.

4. In place of submitting the past-performance questionnaire, would it be possible for us to substitute a short narrative that outlines our experience in managing federal grant awards?

Answer: Please follow the requirements of the solicitation.

Period of Performance: 07/03/2023 to 09/30/2027
