Q2. What type of wetland habitat is preferred after site restoration?

A2. It is not recommend to change the elevations or doing anything creative. The area of digging has minimal or no standing water. It is classified as a forested wetland.

Q3. Is wetland mitigation (per Section 404 of the

Clean Water Act) and associated requirements included as part of the Scope of Work?

A3. Wetland mitigation is not required nor part of the SOW as determined by the EE/CA's

Applicable and Relevant or Appropriate

Requirements (ARARs) analysis.

Activities undertaken entirely on a CERCLA site by authority of CERCLA as approved or required by

EPA are not required to obtain permits under

Section 404 of the Clean Water Act or Section 10 of the Rivers and Harbors Act.

Per the EE/CA ARAR's:

The following conditions/practices must be followed: any structure or fill shall be maintained, including maintenance to ensure public safety; erosion and siltation controls must be used and maintained during construction and all fills must be permanently stabilized at the earliest practicable date; heavy equipment working in wetlands must be placed on mats or other measures must be taken to minimize soil disturbances; no activity conducted under a nationwide permit may jeopardize the continued existence of a threatened or endangered species or a species proposed for designation

Q4· Please confirm that only preparation of the

LTS Plan, and not implementation of the LTS Plan

(e.g., post-remedial groundwater and surface water monitoring) is included as part of the SOW.

If implementation is required, can the Service clarify how many rounds of sampling should be included for planning and budgetary purposes?

A4. Yes only the preparation of the plan. The

Service will conduct the monitoring and implementation of the Plan.

Q5. Can the Service confirm what, if any, substantive requirements of the ARARs have already been completed? If so, can the Service share any results/documents from previously completed cultural or archaeological surveys, for example?

A5. The Service is currently in the process of contracting for an Archaeological Survey.

Q6. Can the Service clarify the period of performance?

A6. The performance period should be 18 months from the date of award.

Q7. The spec does not address screening of soils.

In the event that the landfill requires screening, who is responsible for the costs of that screening?

A7. Since the primary concern is metals and this is a site with no history of organic contamination, it is expected that the landfill will only require TCLP analysis. The submission should include a contingency that could add additional funds in case other analyses are required. Please provide this as a separate portion at the end of the price submission.

Q8. The spec calls for treatment of up to 4%

Enviroblend. If more than 4% is required to obtain passing TCLP results, who is responsible for those additional costs?

A8. Based on the Pilot Study, 4% should work but a contingency could be added to cover additional expenses if more is needed, please provide this as a separate portion at the end of the price submission.

Q9. What are the weight restrictions on the roads to the site?

A9. It is the responsibility of the vendor to resolve this.

Q10. Will the project require bonding for potential damage to roads?

A10. No bonding is required, however this topic would be an insurance issue to be covered by the vendor's insurance policy.
