Attachment A – Statement of Work

STATEMENT OF WORK
HAZARDOUS TREES REMOVAL & PRUNING, 2018
1. The work to be done at the National Conservation Training Center (NCTC) on this project consists of removal of 86 trees and pruning of 4 trees. These 90 trees have an average diameter at breast height (DBH) of 16.6 inches, and range in size from 5 to 42 inches DBH. A list (List) and brief description of the trees is provided.
2. A map is attached showing the locations of the trees on the List. Trees to be removed are marked with orange paint spots, and identified with blue plastic ribbon on the adjacent fence or branches.
3. Unless otherwise described on the List, the trees are to be completely removed, with the stump normally cut at a height of one foot or less. If an impediment exists, such as rocks or fence wire, the stump should be cut as low as safe and practical. Some trees indicated on the attached list, or subsequently indicated by NCTC Land Management Program Staff (Staff), may be left cut to a greater height to leave a dead “snag” a minimum of 10 feet tall for wildlife purposes in situations and at a height where it would not pose a hazard. While this practice is recommended the Contractor is not required to do this.
4. The work is to be performed in a timely manner, with work to begin within 60 days of the date the purchase order is issued. All work is to be completed no later than December 31, 2018.
5. Most work may be performed at a time determined by the tree expert contractor (Contractor). However, trees in the main campus area will require coordination with Staff. Work on these trees will need to be scheduled during times of the day when work will not affect guests, or on weekends, holidays, or other times when guests are not present. Due to a managed deer hunt all tree removal and associated work shall not be done on the following Saturdays: October 13 and 27, November 10 and 24 and December 1, 8 and 15.
6. The Contractor is to provide all the labor, equipment and materials necessary to perform the work. The Contractor’s machinery may be left at NCTC in areas deemed appropriate by Staff, but NCTC assumes no liability for damage to the equipment.
7. Tree cutting, brush chipping, log moving, and clean-up shall be performed by the Contractor.
8. Most work will be for trees along public roads adjacent to the property (Shepherd Grade Rd. & Terrapin Neck Rd.), or in the main campus area. The Contractor is responsible for traffic control and restricting pedestrian and vehicular access to the work zone. Requirements in West Virginia Dept. of Transportation’s Manual on Temporary Traffic Control for Streets and Highways, 2006 Edition are to be followed. 9. Most trees along public roads are behind the NCTC boundary fence that runs along the road. The fence is not to be damaged or destroyed, but sections can be removed to provide access or prevent damage where needed. The fence is to be temporarily re- installed by the end of each day, and restored to original or better condition upon completion of that area.
10. On all sites where there is a fence, the Contractor is not to leave any woody material on the fence, within 6 feet on either side of the fence or the roadside, in fields, or on the Utility Trail that parallels Terrapin Neck Road.
11. Many of the trees to be removed are White Ash, which is being attacked by emerald ash Borer (EAB). Some trees are in the early stages of infestation, while others have recently died.
12. All chips, firewood, sawlogs and other tree parts will become the property of the Contractor who is responsible for their removal, or disposition on-site to the satisfaction of Staff.
13. Only trace amounts of sawdust, and no chips or wood may be left on roads and paved trails.
14. Utilization of the wood produced by this work is strongly recommended. There is potential to produce a large volume of excellent firewood. Many of the trees include sawlogs of good quality.
15. All work is to be performed under the supervision of an experienced arborist, such as one certified by the International Society of Arboriculture (ISA) as a Certified Arborist, and must be done to ISA standards. Qualifications of key employees should be provided along with, or prior to, receipt of bids. Contractor must follow all safety standards set by appropriate authorities such as the Occupational Safety and Health Administration (OSHA) Requirements for General Industry, Standard 1910 https://www.osha.gov/pls/oshaweb/owasrch.search_form?p_doc_type=STANDARDS&p_toc_level=1&p_keyvalue=1910 , and the American National Standards Institute (ANZI) booklet “ANZI Z133 Safety Standards for Arboriculture Operations, 2017”.
16. The Contractor must carry general liability insurance with coverage of at least one million dollars ($1,000,000) each occurrence and two million dollars ($2,000,000) aggregate, and provide evidence of this to NCTC within 30 days of notice of being the successful bidder on the contract and prior to the start of any work.
