Seasonal Wells - Coliform Sampling:

1. The bid form says there are 22 seasonal wells, but 21 are listed on the form. Which is correct?

The correct number is 21 seasonal wells as listed on the document.

2. I looked for the wells under the PWSID numbers in the D.E.C. web site and didn’t find them. I assume that the seasonal wells on the list are not classified as Small Community Water Systems

– but rather public wells. I also assume that some of the seasonal wells have no electrical power and are operated by manual pumps.

a. Is that assumption as to the well’s classifications correct?

Twenty of the seasonal wells are classified as Class C and thus no longer listed by the State as PWS. The well at the Russian River Campground is classified as a PWS and the ID number provided (241177) is correct.

b. Are some of the seasonal wells operated by a manual pump?

The well at the Guard Station is an electric pump with a pressure tank. The remaining 20 seasonal wells are all hand pump.

c. Do any of these seasonal wells have multiple faucets and/or hose bibs?

There are multiple faucets at the Guard Station. The remaining 20 seasonal wells have the single spigot at the hand pump.

i. If so, do any of those wells have a Well Operator’s “Sample Site Plan” indicating from which faucets the Coliform sample must be taken?

There is no “Sample Siting Plan” for the Guard Station well.

ii. If so, do any of those wells require multiple location samples if a routine sample fails the routine testing? No. The Guard Station is a residential location and the Russian River Ferry well has a single spigot.

1. (Note: D.E.C. rules require many PW systems, buildings or systems to collect 5 samples, per a Supplemental Sample Site Plan. Those 5 samples must be repeated weekly, at the same designated faucet locations, for up to 5 consecutive weeks)

Year Round Use Well – Coliform Sampling:

1. Do any of the buildings require multiple samples for routine testing?

No. All of the year round use wells are non public use and testing by DEC is not required.

Testing is scheduled and performed per U.S. Fish & Wildlife Service policy.

2. Do any of these buildings require multiple location samples if a routine sample fails the routine testing?

No.

Lead and Copper Testing:

A standard sampling for lead and copper testing takes in excess of six hours. I have attached the instruction page, obtained from the D.E.C. web page, for your review.

The steps summarized are:

A. The sample must be taken from the same faucet as used in the last sample cycle, unless otherwise determined. All plumbing repairs since the last sample must be noted. Any faucets close to the subject faucet that could affect the sample must be noted and taken into account.

The subject faucet is flushed, and the start time of the test is recorded on the form.

B. The person sampling must then make sure that no water is taken from the subject faucet, and any other prior identified faucets (per step A), for at least 6 hours.

C. At the end of at least 6 hours, the sample is then taken. The exact elapsed time of the sample period and ending time of the sampling are recorded on the form.

1. Most of the seasonal wells and a couple of the Year-Round wells are serving the public 24/7.

Would it be permissible to install a lockout device, and an out-of-order-sign, on the effected water faucets between steps A and B? The device and signage would be removed as step C is completed.

Otherwise, a person must be stationed to watch the faucet(s) for at least 6 hours. That person’s job would be to make sure that no one draws any water within the 6-hour water test period.

Testing for Lead, Copper, Nitirate and Nitrites is not required by the State of Alaska DEC.

This testing is to comply with U.S. Fish & Wildlife Service policy. We do not require shut down of the hand pump well for the six hours prior to sampling.

2. How many lead and copper samples are required for each location? (Many buildings, water systems and wells require five or more samples.)

Only single samples are required.
