Statement of Work Bering Strait-Norton Sound Migratory Bird Subsistence Harvest Survey, 2018
The contractor shall provide all labor, material, equipment, transportation, and other support required for this project in accordance with this Statement of Work.
Successful bidders on this contract must show they possess the knowledge (regional expertise or local traditional ecological knowledge) and abilities to conduct Alaska migratory bird subsistence harvest surveys by providing information on the ability (training, education, and experience) and resources (administrative and logistical) they possess to conduct the work. The primary languages spoken are Inupiat or Siberian Yupik.
Working environment for these surveys are remote and harsh. The contract period of performance is the harshest time of year in the Bering Straits/Norton Sound area of far Western Alaska. Frequent long distance travel is by snowmachine, and involves extreme cold, well below zero degrees (Fahrenheit), high winds and blowing snow. There are no commercial lodging facilities in most of the communities to be surveyed. Often the only sources of overnight accommodations are local schools, Village or Tribal Centers or private homes. The traveler must be prepared to sleep on the floor in most instances, often without access to flush toilets or running water. If running water is available, it generally needs to be treated (boiled, filtered to chemical additives such as bleach) before consumed. Nearly all remote villages do have some type of small, convenience store from which to purchase food (limited variety), but few have any type of commercial restaurants available.
Collect bird and egg subsistence harvest data in communities of the Bering Strait-Norton Sound region (Table 1) in the context of the Harvest Assessment Program of the Alaska Migratory Bird Co-Management Council (AMBCC-HAP) in collaboration with the United States Fish and Wildlife Service (USFWS) and Alaska Department of Fish and Game (ADF&G) Division of Subsistence. The timetable for completion of the work is presented in Table 2.
Coordinate and oversee the collection of subsistence migratory bird harvest data in Bering Strait- Norton Sound communities. Audit the information for correctness and completeness. This requires thorough knowledge of the bird species involved including local Native names, their identification characteristics, seasonal movements and traditional use. Return the information (survey forms) to the ADF&G Division of Subsistence, Anchorage.
The work to be conducted under this agreement involves collecting data on the subsistence harvest of birds and eggs in 6 communities/parcels of the Bering Strait-Norton Sound region following standard AMBCC-HAP sampling methods as described in Naves and Otis (2017) and Otis and Doherty (2018). Interview methods and materials follow methods described in Naves (2012). Interviews are to be conducted in person. Other tasks related to the survey include: (a) coordinate and oversee the work of local surveyors; (b) audit the information for correctness and completeness; and (c) return completed survey forms to the ADF&G Division of Subsistence, Anchorage for data entry and analysis.
Communities are randomly selected. The number of communities to be sampled in each region was based on optimal sampling allocation (Otis and Doherty 2018). For the Bering Strait-Norton Sound region, 6 communities/parcels are to be surveyed each year. Communities with 200 or more households were divided into parcels of up to 200 households and, for sampling purposes, each parcel is treated as an individual community.
Participation in the survey is voluntary for communities and households. If any selected community decline to participate or cannot be surveyed because of a major logistical constraint, an alternate community will be selected. The regional field coordinator will work with the statewide coordinator at the ADF&G Division of Subsistence for selection of alternate villages as needed following standard survey methods.
Within each selected community/parcel, 20 households are selected by simple random sampling to be surveyed. If a selected household declines to participate or cannot be contacted after three reasonable attempts, an alternate household is randomly selected among those not selected in the original drawing.

REGIONAL FIELD COORDINATOR TASKS
The field coordinator shall work with the statewide survey coordinator (ADF&G) and FWS- AMBCC staff support to accomplish the following tasks:
a) Communicate with tribal/village councils to provide information to tribal leaders on the survey purposes and harvest data uses and to request written village consent to conduct the survey. Obtain village consent to conduct the harvest survey as tribal resolutions or equivalent documents issued by tribal/villages councils. Work with the statewide coordinator to select alternate villages as needed. Provide copies of tribal resolutions pertaining to village consent to
ADF&G.
b) In each village that agreed to participate in the survey, select and contract with local surveyors. Surveyors must be able to fluently speak the local Native language (Inuit of Siberian Yupik), be familiar with the bird species in the survey, and have the trust of the local community to be allowed access for in-person surveys.
c) Convene local surveyors and the regional field coordinator at a central location (e.g., Nome) for a one-day in-person training. Arrange travel and lodging for local surveyors as needed. Secure meeting place and facilities for the training. The training will be conducted by the statewide survey coordinator (ADF&G).
d) In each village that agreed to participate in the survey, with help of the local surveyor, inform the general public about the objectives of the survey and uses of the information collected.
e) Distribute to local surveyors all survey materials (village packages) provided by the survey coordinator.
f) Manage surveyor payment.
g) Assist village surveyors in correctly completing the Complete Household List Form and the Tracking Sheet & Household Consent Form as necessary.
h) Provide continuing oversight and supervision of surveyors. Troubleshooting may require traveling to villages if the surveyor has problems, is not following the standard methods, or is not providing completed materials as scheduled.
i) Implement standard survey procedures for quality assurance/quality control. Audit the completed survey materials for correctness and completeness. Review completed forms for accurate identification of villages and households. Assess unusual harvest reports and check with surveyor if necessary. Work with village surveyors to resolve questions and correct mistakes as soon as possible and before sending materials for data analysis. Quality control procedures should be as extensive as possible to prevent mistakes, especially in reports of take of species of conservation concern.
k) Submit the completed household list form, tracking sheet and household consent form, and harvest report forms for each community as well as other relevant survey information to the survey coordinator (ADF&G) by 28 February 2019, at the latest.
l) Communicate with FWS-AMBCC staff support to ensure proper management and maintenance of this agreement including timetables, deliverables, and administrative procedures.
REPORTING AND DELIVERY REQUIREMENTS
The field coordinator shall submit to USFWS monthly billings including a breakdown of expenditures by line.
The Service shall have ten (10) working days to complete and review the deliverables.
The Service shall accept or reject the deliverables in writing. In the event of a rejection of any deliverable, the contractor shall be notified in writing by a representative of the Service. The contractor shall have ten working days to correct and return the deliverables to the Service.
PERIOD OF PERFORMANCE
The period of performance for this contract begins: Upon Award through 31 March, 2019.
Survey methods adopted for 2018 in the Bering Strait-Norton Sound region call for surveying 6 communities/parcels per year and 20 households in each community/parcel (Otis and Doherty 2018). Further adjustments in survey methods could result in changes in the number of communities/parcels and households to be surveyed in upcoming years. Annual survey costs may vary slightly depending on the communities randomly selected to be surveyed each year.

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
