CONTRACTOR QUESTIONS & GOVERNMENT RESPONSES

AMENDMENT 0003

A. The purpose of this amendment is to respond to contractor questions and provide information regarding the restroom rehab.

B. The following Contractor Questions, Government Responses are provided for contractor use.

1. Permitting: Will we need to obtain permits through the local jurisdiction or will plan review, permitting and inspections be through other means?

Government Answer: This is a Federal facility and this is an update of an existing structure, there is no need for permitting for this particular project.

2. Asbestos: Has asbestos testing been performed? If not, is the contractor responsible for testing and will the owner be responsible if any remediation is required?

Government Answer: Given the age of the facility (mid to late 1980’s) there is no expectation of asbestos present in the building.

3. General: Plans call for clean / repair underneath substrates. Without being able to see what needs repair, we must assume that the whole substrate needs replacement. Can we price this an allowance instead so we can keep costs down?

Government Answer: You may price this as a replacement of the substrate as an option. If it is determined the substrate needs to be replaced, funding will be added to the contract based up on the option bid pricing.

4. Plans call for cleaning of walls, ceiling, etc to remove smell. What smell are we removing and/or is it certain that cleaning will do? What if after cleaning we still have an odor?

Government Answer: The walls and floors at to be washed with soap and water and then sanitized with a bleach solution. The Concrete floor is to have the same treatment as well as an acid etching to prepare it for a sealant.

The Utility Room is to be vacuumed to remove rodent feces and then sanitized.

Follow Centers for Disease Control (CDC) guidelines for cleaning out and sanitizing the space (vacuuming up debris, not sweeping; using a 1-part bleach to 9-parts water bleach solution, etc.). Refer to the CDC.gov website (https://www.cdc.gov/rodents/cleaning/index.html).

5. Plans call for removal and cleaning of electric hand dryers for reinstallation. Can you be more specific on what is desired? Are they functional or is the cleaning to make them functional?

https://www.cdc.gov/rodents/cleaning/index.html

REHAB LAKE LADORA RESTROOMS,RMA NWR CO

Government Answer: The hand dryers are relatively new and currently functional. The intent is to have them removed during the remodel so that the wall surfaces can be prepared and painted behind the units. They are then to be cleaned (vacuumed out and wiped down) prior to reinstallation.

6. Plumbing: Please confirm if the backflow device on the main water line will be a Reduce Pressure Backflow Preventer type? If not, please let us know and give a make and model of the type you want us to use.

Government Answer: The requirement is simply to have a backflow preventer to protect the domestic water supply.

7. Can you confirm there is a floor drain in the piping closet between bathrooms, for the relief from the water heater, drain from the backflow and drain from the water heater pan to go.

Government Answer: There is no drain and one is not to be added. The water heater will have to drain to the floor and out the door.

8. Do the drains in the men’s and women’s restroom have to be lowered?

Government Answer: The floor drains are fine as they are.

9. Will the plumbing rough-ins (water and waste) be in the proper location for the new stainless steel fixtures?

Government Answer: This will have to be verified in the field.

10. Were the fixtures designed to fit in the same rough-in as the old fixtures? We can only assume that the water and waste connections will work properly for the stainless steel fixtures. Can you confirm?

Government Answer: The floor rough-ins will need to be verified once the fixtures are removed. There are other stainless steel fixture options of similar cost to fit different rough-in locations as needed.

11. We found out about this solicitation right before the site visit and were unable to attend. We have since visited the site, but would like to know if we could schedule with onsite personnel for just a few minutes to gain access to the utility closet to clarify these and other questions.

Government Answer: Additional visits will be at the discretion of the Contracting Officer.

12. Electrical: Existing meter housing located on exterior is not being replaced, correct?

Government Answer: Correct, the existing meter is to be retained.

13. Location of existing electrical panel in Utility room needs 3' clearance in front of panel and 30" clearance to side of panel. Also main breaker can't be higher than 6'7" off ground level. From images provided, this panel location will not pass electrical codes.

Either electrical panel needs relocated which means utility room will need to be rewired or existing plumbing pipes and water heater needs to be relocated. Please advise.

Government Answer: The panel and other items are to remain in their current location.

This is an existing condition which is being made as good as possible within the given conditions.

14. Plans call for removing all wire throughout and replacing with new. Since this a masonry building, there may be instances where pulling new wire is not feasible. In that case, can we surface mount new conduit if needed?

Government Answer: Yes, new surface mounted metal conduit would be acceptable.
