PERFORMANCE WORK STATEMENT (PWS)
Topographic and Water Management Survey Stillwater National Wildlife Refuge
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide topographic surveying and related services for water management at Stillwater National Wildlife Refuge (Refuge), Fallon, NV. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform surveying dry wetland ponds as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The U.S. Fish and Wildlife Service (Service) has obtained LiDAR survey data and digital elevation models (DEM) from a 2011 Churchill County, NV data collection. Water present on the Refuge during the time of the survey means that elevation information for many wetland units is unrepresentative of the true bottom elevations. A vertical survey control network was installed and established in 2017 to aid topographic surveying by real-time kinetic (RTK) global navigation satellite system (GNSS) methods.
Accurate wetland topographic information will improve the Service’s water and habitat management on the Refuge. The Service has completed two previous wetland topographic survey projects covering wetlands that were inundated during the LiDAR flights. Five priority wetland units encompassing approximately 5000 acres remain to be surveyed.
1.3 Objectives: The objective is to obtain accurate topographic elevation data for five wetlands that lack accurate LiDAR DEM coverage. Data collected shall be analyzable in a geographic information system (GIS) environment [e.g., Esri ArcGIS Pro version 2.9] for the development of water management tools and stage-volume tables.
1.4 Scope: The contractor shall provide topographic surveying services to obtain topographic mapping coverage of wetland areas that were inundated at the time of LiDAR survey. The project will be under the direct supervision of a Nevada Professional Land Surveyor.
See Part 5 for additional details.
1.5 Period of Performance:
The period of performance shall be for a base period of 12 months starting 10/01/2022. There will be option years exercised as this project progresses and as funding becomes available. No work will take place during nesting season (March to June) on units where nests are present. Stillwater NWRC representative must be consulted and involved in scheduling survey field work. Draft deliverable products will be provided to the COR within four months completion of the field work for each phase.
The Period of Performance reads as follows:
1.51 Base Period: 10/01/2022-03/31/2024
1.52 Option Period One: 04/01/2024-09/30/2026
1.6 General Information

SPECIFIC TASKS
5. Specific Tasks: A description of the service to be performed for each Phase is identified below. See Attachment 7.3 for a list of deliverable format types and suggested sources and methods for each Phase, Task, and Subtask
5.1. Phase 1, Topographic survey of designated wetland units.
5.1.1 Phase 1A, Topographic survey of ground surface. The contractor will perform the dry ground surface of designated wetland units using RTK measurement techniques for the purpose of water depth and volume modeling. The surveyed area will extend one half (0.5) vertical foot above the top of the highest impounding structure (water control structure or centerline of road, if applicable). The following wetlands are to be surveyed. At various times they will be dried out and suitable for ground-based surveying.
1. Lead Lake (~1000 ac) – currently dry and expected to be dry through period of performance
2. Willow Lake (~1800 ac) – currently drying, expected to be dry through period of performance
3. Tule Lake (~750 ac) – currently wet, and expected to begin drying in spring of 2023
4. Lower Foxtail Lake (~1100 ac) – scheduled to be flooded for fall of 2022, will begin drying in spring 2023
5. Doghead Lake (~100 ac) – scheduled to be flooded for fall of 2022, will begin drying in spring 2023.
5.1.2 Phase 1B, Survey of as-built structures. The contractor will perform an as-built survey of the water control structures, staff gauges, spillways (if applicable), pipes and other constructed facilities associated with the wetland units identified in Phase 1A. All visible surface improvements will be tied directly or otherwise measured in an accurate fashion, including fences, building corners, utility features, pavement, etc. Accessible underground utility features such as manholes and culverts will have invert elevations measured as well, with pipe sizes and types noted. Streams, canals and ditches will be located and fully defined with top/ toe/flowline shots as appropriate. See measurement accuracy requirements under Phase 1A, which are also applicable to Phase 1B.
5.1.3 Datum and control standards applicable to both Phase 1A and 1B Tasks:
1.) The horizontal datum for the project will be Nevada State Plane Coordinate System, West Zone, NAD 83 (2011) (epoch 2010.00), U.S. Survey Foot units. The vertical datum will be NAVD 88 based on the elevation values for primary control points within the Refuge control network. Exhibits 2 and 3 show and list the control monuments that make up the Refuge control network.
2.) On asphalt, concrete, metal or rock surfaces, points will be measured to an accuracy of 0.1’ horizontally and vertically. On ground, measurements will be made to a nominal accuracy of 0.2’ horizontally and vertically. In open flat surfaces such as the bottoms of ponds, shots will be taken at a nominal 200-foot maximum spacing, but with care taken to measure any horizontal or vertical angle points in the ground surface or features being mapped. Relevant slope features are to be captured in greater detail. The accuracy normally obtained from a carefully measured and checked ATV-mounted GNSS antenna with good satellite geometry and signal is acceptable.
5.2 Phase 2, Final Maps and Deliverables: A final digital topographic map documenting the survey will be in the form of an AutoDesk/AutoCAD drawing and ESRI compatible GIS geodatabase.
5.2.1 Phase 2A: ESRI compatible GIS database will be provided in the following digital formats following a template that will be provided to the contractor:
1.) Comma-separated value (CSV) file with x, y, z- coordinates, point code indicating type of point (e.g. ground, top, toe, etc), description of survey point if of as-built structure, comments 2.) ESRI file geodatabase organized into wetland-specific Feature Datasets that include survey points, breaklines, infrastructure points, and boundary extent of surveyed area
5.2.2 Phase 2B AutoDesk/AutoCAD drawing displaying survey results similar to the example provided, and will include the following:
1.) A standard FWS title block, in Paper Space, with a standard Engineering drawing number, which will be provided 2.) At a scale designated by the COR 3.) 1-foot contours, smoothed, in a continuous, screened linetype, with 5-foot index contours with sufficient labels 4.) Control Points shown graphically (if located within the mapped area) 5.) Notes explaining the methods of the survey, the origin and datum of the control.
6.) A table listing the point number, description and coordinate value of all topographic control points.
7.) Features drawn to actual scale, when possible, with descriptive labels.
8.) Key spot elevations labeled (prefer the decimal point at the point location), elevations of line features such as edge of pavement or gravel leadered in.
5.2.3 Phase 2C Develop metadata for deliverables:
1.) Develop dataset-level ISO/FGDC standard metadata indicating source, methods, and dates of collection/processing pertaining to each Feature Dataset (as described in Phase 2A).
2.) Develop a brief written report (10 pages or less) that describes the overall survey methodology used during Phase 1A and 1B (personnel, date/time of survey, methods of the survey, equipment used), data processing methodology used in Phase 2A and 2B (including but not limited to origin and datum of control), and field photographs.
