QUESTIONS AND FWS RESPONSES
QUESTION: Are the road surfaces, asphalt, gravel, dirt, or other?
FWS RESPONSE: Mostly gravel and dirt
QUESTION: Is rubber tired or rubber-tracked equipment required?
FWS RESPONSE: No
QUESTION: Assuming the roads are dirt or gravel, can steel tracked forestry/logging type equipment with 3 inch grousers track down roads to perform the work?
FWS RESPONSE: Yes, although there are areas where the density of large trees won’t allow for equipment this large.
QUESTION: Will the contractor be responsible for road repair?
FWS RESPONSE: The following FAR Clause is applicable and will be added by Amendment 0001:
FAR 52.237-2 PROTECTION OF GOVERNMENT BUILDINGS, EQUIPMENT, AND VEGETATION (APR 1984)
The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
(End of clause)
QUESTION:The SOL, states the base year Period of performance is 5/2/2022 to 9/30/2020, yet there is a limited operation restriction of ’no’ work between March 15 to July 31 due to migratory birds(Performance Work Statement, Page 8) . This results in the base years period of performance being only from Aug 1 to Sept 30. Is this correct?
FWS RESPONSE: Yes, the window for this year’s spring work is closed until Aug 1.
QUESTION: For the option years, with the exception of the March 15 to July 31 restriction, is the time period to perform the work up to the discretion of the contractor, or does FWS have a preferred time period to perform?
FWS RESPONSE: Contractor discretion in collaboration with refuge management
QUESTION:Will fire equipment, fire patrol, fire watch, and/or other fiFWSre restrictions be required on the project?
FWS RESPONSE: Yes, if the conditions require discussed in collaboration with refuge management and refuge fire personnel
QUESTION: I did not see anything written addressing any organized job walk. I just want to make sure that there is not one planned and it is up to contractors to visit the site on their own.
FWS RESPONSE: There is not a planned site visit. The units are open to the public, although most are pretty active right now with turkey hunting. However, please contact Jeffrey Beauchamp, Refuge Manager, at jeffrey_beauchamp@fws.gov/530-934-2801, informing him of your intent to visit the site.
QUESTION: Also, the General information page discusses Lock Combinations. Is any part of this solicitation behind a locked gate that the contractor would need to complete a through evaluation of the project site? If so, what is the best way to get access to the project site?
FWS RESPONSE: The units/sites are very easily accessed by foot at gates and parking areas.
