Vendor Questions/Answers

Q1: In order to budget travel, can you provide the shoot location? On page 3, it states that there will only be one location but it is undetermined. In order to compare different vendor’s budgets accurately, can you specify a particular location, even if that decision is not final?

A1: Nome, AK and one more (yet undetermined) village affiliated with the ANCC (Alaska Nannut Co-management Council).

Q2: Can you confirm there will be only one 7-day filming trip to document all of the following:

indigenous involvement and engagement in US-Russia Bilateral Commission and polar bear harvest, management, and/or conservation? I.e it will not be necessary to break the shooting days into multiple trips?

A2: One trip should suffice.

Q3: Can you explain why you have specified a two-person crew, rather than the more typical 3- 4 person crew, which would enable the creation of a better product?

A3: Given location and subject matter, a smaller crew would be logistically simpler.

Q4: Specifically, is the desire for a two-person crew an indication of the available budget?

A4: No answer provided.

Q5: Does the U.S. Fish and Wildlife Service have preferred interview/film subjects, or will finding and evaluating potential interview subjects be part of our scope?

A5: Our indigenous partners (ANCC) will assist in finding interview subjects

Q6: What is the specified length of the “bonus teaser cut”?

A6: No specified length, but should complement and be relative to the length of the final product.

Q7: How is the USFWS evaluating this proposal? Specifically, can you tell us more about how you are weighting technical approach and past experience versus price? Can you tell us the point allocations you are giving to each of these areas?

A7: Experience with Alaskan indigenous peoples and issues and technical expertise will be weighted strongly.

Q8: Has FWS done similar short film work like this in the past in Alaska? If so, do you know where we can view the video link?

A8: None that we are aware of.

Q9: When do you expect to notify the award recipient?

A9: Prior to 26 Sep.

Q10: Assuming the government will make available to production team interviews with... U.S.- Russia Polar Bear Commission, a 4-member body and appropriate Native officials working with the committee. Is that correct?

A10: Interviewees attending the U.S.- Russia Polar Bear Commission have choices as to whether they wish to be interviewed or not.

Q11: As well, will the government provide guides inside the Polar Bear realm to ensure we can get the images needed inside the 7 days filming, while not interfering with their activities and ensuring the safety of the crew? Or, will we (the production company) need to pay for guides within the Native Community?

A11: Filming will be coordinated closely with our indigenous co-management partners (ANCC, Alaska Nannut Co-management Council); guides should not be necessary

Q12: Will the production company need to build into our budget any fees, courtesy offerings, gifts etc. to the tribal community?

A12: No https://gcc02.safelinks.protection.outlook.com/?url=https://nannut.org/&data=04%7C01%7Ctina_baker@fws.gov%7Cd49923a910bd4e659d1308d95692e2b9%7C0693b5ba4b184d7b9341f32f400a5494%7C0%7C0%7C637636011126085450%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0=%7C1000&sdata=fgy9EVQLyjcyKNhgA4KEwrvlhCvSpd84zCGEho2pvYk=&reserved=0

Q13: Will there be a need for overnight tracking and/or camping to capture the filming we will need?

A13: No

Q14: Will the potential timeline for filming fall within weather timeframes that might delay filming due to storms, etc.? If so, should the production company build in a contingency?

A14: Weather is a constant factor in travel in Alaska; contingency planning is up to vendor.

Q15: Is the "B-roll" the same as the bonus teaser cut? How long is the bonus teaser cut and is that a cutdown from the 8-15 minute film or a new cut (length)?

A15: We assume B-roll footage is footage that was not included in final cut that could be used by US government and/or ANCC in other potential outreach applications. No length specified for bonus teaser cut, but should be complementary and relative to final cut.

Q16: Will we need interpreters for potential Russian officials or others?

A16: Interpreters will be present as US-Russia Commission meeting.
