Do the engineers need a PE license for each of the States in Region 5 or are you looking just for PE’s with 10+ years experience?
Appropriate state or professional certification commonly recognized for the discipline, if applicable is required, however, it is not required for each state nationwide. We are looking for PE’s that have 10+ years’ experience.

Yes, only the Prime is required to be a small business

2 of 12, under 'Contract Information' indicates that the contract will have to comply with FAR 52.219-14, Limitations on Subcontracting. We understand this means that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern" (i.e., the prime consultant).
As this is potentially a multi-year, multiple task-order contract, please clarify if the intent is to enforce the 50% for each year
(base year and option years), or for each task order.
By the end of the performance period for each task order issued under the contract.

12 We assume it is acceptable to use project experience of key personnel while they were employed at prior firms as qualifying experience. It is clear how to address such experience in Section E, resumes of key personnel, but in Section F, example projects, and on the Past Performance
Questionnaire (PPQ) there is no clear way to distinguish between firm and key personnel. Please confirm projects completed by key personnel while they were employed at prior firms are acceptable as example projects, and please clarify if there are specific instructions on how to
It is acceptable to provide sample projects from Key
Personnel’s past in the absence of applicable company project experience. Section G should serve to tie the applicable Key Personnel to the sample project or projects. In these cases, block 25 of Section F

make this clear in Section E and on the
PPQ.
It is assumed the Section E resumes will include these projects and the role or roles of the associated key personnel. Those aspects of the project that reflect on the key personnel’s performance will likely be assessed in the PPQs.
