About this file

This document contains questions and answers regarding Amendment 3 to Solicitation #140F0520R0012 from the Department of the Interior Fish and Wildlife Service for the construction of new modular residential housing units at the Makah National Fish Hatchery. The answers provide clarification that modular homes built to the IRC code are required, emergency generator power is available at a 60 amp capacity within 5 feet of each building pad, standard residential wiring and boxes are acceptable, roofing must be machine crimped but the contractor is responsible for proper crimping, and a fire alarm panel is not needed but smoke, strobe, CO2 and heat detection systems must meet code requirements.

This opportunity is for the provision of modular residential housing units at the Makah National Fish Hatchery. Emergency power is available at each building site and proper wiring, boxes and roofing that meet various building codes are required. While a fire alarm panel is not necessary, smoke, strobe, CO2 and heat detection systems must be installed according to code.

Amendment 3; Attachment 1

Makah National Fish Hatchery Construct New Modular Residential Housing Units

Solicitation # 140F0520R0012 August 6, 2020 Amendment 3

Questions and Answers

1. I asked the question about whether you wanted manufactured homes or Modular homes. The answer was either as long as they met the IRC code. Manufactured homes are built to the HUD building code and Modular are built to the IRC code. We believe that the Manufactured home is a better product by far and we were not sure that you understand the difference between the two. If we have to stay with the IRC code the modular homes are sustainably more cost and we believe that the manufactured home is a better fit for the application that you are requesting. Can you please clarify this for us?

Response: Provide Modular homes that meet the IRC and local building codes.

2. Is emergency generator power available near the building sites?

Response: There is a single hook up for each building site, the back-up power (emergency) has 60 amp capacity for each home.

3. How far is emergency power from each building?

Response: Within 5’ of the existing pad.

4. Is a service rated manual transfer switch required on each building for connection to site emergency power?

Response: Yes.

5. Spec 16100-a-2 allows NMC as a wiring method will plastic boxes as used in standard residential wiring be allowed instead of metal boxes as required in 16100 B.3.a 1,2,3.

Response: Standard residential plastic is acceptable.

Amendment 3; Attachment 1

6. If the fire alarm system in the building intended to connect to a site wide Fire alarm system, where is the termination point on site?

Response: There is no connect to a state wide alarm system. The newest house on site has a pull alarm mounted by the front door. A fire suppression system (sprinkler) is required with all associated devices required by code.

7. Is the building fire alarm system intended to have a fire alarm panel or is a standard residential smoke, strobe, CO2 and heat detection system acceptable?

Response: A panel is not required.

8. Can the roofing be manually crimped rather than machine crimped? Our vendor does not have the ability to machine crimp this roofing. Please let us know if this is acceptable.

2.3.3.8.4.3.Roofing is to be 22 gauge standing seam metal roofing with 1 ¾" ribs folded and machine crimped. If slope is below 3:12 the seams should be hydrostatically sealed.

Roof system be testing in accordance with ASTM E1592. The roof shall have 100% underlayment with water and ice shield or equivalent at all hips, ridges, eaves, and valleys.

Provide an option to provide 100% water and ice shield product for entire roofing surface

Response: Crimping is to be by machine. The contractor is responsible for crimping per manufacturers instruction, calibration, adjusting and maintenance of the machine to not damage the roofing.
