Questions and Answers

1. Can you confirm that “no formal format is required” and that a submission with unit and total price is sufficient?

Answer: No formal format is required per the instructions in the solicitation. You will need to provide sufficient information to be evaluated using the evaluation criteria.

2. Is there a deadline for the submission of questions?

Answer: Yes, 06/23/2021 2:00 p.m. Alaska Time

3. In the Scope of Work section, the solicitation states that the deadline for completion of Phase 1 is September 1, 2022, and the deadline for completion of Phase 2 is November 1, 2022. Can you confirm that these dates should be September 1, 2021, and November 1, 2021, respectively?

Answer: Yes, Phase I is due September 1, 2021 and Phase II is due November 1, 2021, Phase III is due March 31, 2022, Phase IV is due May 31, 2022.

4. In addition to a completed form SF-1449, can you confirm that our solicitation response should address the evaluation criteria on page 4 of the solicitation?

Answer: Per the solicitation, you are not required to use the 1449, however you may choose to use it or any other format. Yes, you should address the evaluation criteria in the solicitation.

5. Does FWS require any additional information to be included with our submission in addition to the completed SI-1449 and the responses to the evaluation criteria?

Answer: Include all submission requirements within the solicitation.

6. Can FWS provide a budget range for completion of this scope of work?

Answer: The budget range is between $25,000.00 and $100,000.00 and closer to the lower end.

7. Should our Quote/ Response be directed to you via email by the due date of July 1, 2021 1700 ES? Or is a hard copy required?

Answer: Per the solicitation, proposals shall be emailed directly to anthony_kuntz@fws.gov. A hard copy shall not be mailed.

8. Will one of the interagency partners on the Interpretive Team assign a Tribal Liaison for indigenous engagement during the planning process or should we factor that into our scope of work and fee proposal?

Answer: The government will provide Tribal Liaison support and coordination.

9. Can the FWS share who will be on the Interpretive Planning Team and what their roles in the project will be?

Answer: Names of individuals will not be provided during the solicitation period.

Representatives from Tetlin NWR , Yukon Charley NP, Wrangell St. Elias NPP, Eastern Interior District BLM, USFWS Regional Office, and Tok Chamber of Commerce.

10. Who will ultimately review and issue approvals of the submittals?

Answer: Names of individuals will not be provided during the solicitation period.

11. Apart from the US Fish and Wildlife Service, the National Wildlife Refuge System, the Tok Chamber of Commerce, the National Park Service and the Bureau of Land Management are there any other stakeholders to consider in the project? If so, who are they?

Answer: Names of individuals will not be provided during the solicitation period.

12. Has there been any evaluation of the current exhibit and facilities at the Visitor Center? If so, can you share it?

Answer: There has not been a formal evaluation of the current exhibits or facilities

13. Will the interpretive master plan have to accommodate the current facilities and building(s) of the visitor center or do you expect updates to the building, construction and/or any other A&E improvements?

Answer:

The master plan should keep the basic integrity of the current building but the planning team could consider some modifications to the existing structure.
