About this file

This document contains an amendment to a solicitation for a predator-proof exclusion fence project on Kauai National Wildlife Refuge in Hawaii. The United States Fish and Wildlife Service is seeking the construction of approximately 11,200 linear feet of new predator-proof fencing to replace an existing hog wire fence and portions of an older pig fence. The project includes clearing vegetation, installing posts and fencing material, constructing vehicular and pedestrian gates, and installing culverts as needed. The period of performance is from September 2021 through September 2023. The amendment provides responses to twenty questions from potential offerors to clarify requirements regarding the survey, vegetation removal, fence and post installation, gate specifications, and other project details.

Predator Fence

Questions and Answers

08/05/2021

1. As this is a design build effort, we will need to complete a topographic survey of the fence alignment for the plan set. Do we need to include metes and bounds/easements/property boundaries to the survey?

Answer:

Since the new fence line is following the existing fence line for the majority of the alignment and we have already verified that it is within the boundary, there will only need to be a survey for metes and bounds, easements, and/or property boundaries if the proposal includes a substantial deviation that has not been previously surveyed.

2. Is there an existing survey the Government would like us to use?

Answer:

There is public data available on the Refuge boundary lines, otherwise there is no pre-existing survey available to use.

3. There will be several PVC culvert crossings. Does the Government have a general idea about how many culvert crossing will need to be installed for construction estimating?

Not at this point, that will be determined through the survey and initial design.

4. In the Statement of work (SOW) Section 2.0 SCOPE it indicates prior to groundbreaking that all vegetation will be cleared for 5 meters (~15’) along the fence alignment. It also indicates that vegetation needs to be removed at least 4 M (~12) per side of the fence. Is the contractor removing 15’ wide of vegetation or 8M (2 x4m) = 24’ wide of vegetation?

15’ of vegetation

5. Second question on vegetation – does the contractor leave the cleared vegetation (some vegetation will have invasive species) on the fence alignment, move it to another location on the refuge or haul it off the site?

Answer:

If the vegetation is removed “whole” it needs to be removed off site. If it is mulched onsite with a tree-mulcher type attachment or mulcher than that will suffice, as long as the area where the fence line is being installed is cleared of debris.

6. Question on Sequencing for the three components. Does the contractor remove the pig fence first (completely), and start the cat fence next or is this a simultaneous/concurrent effort, where portions of the pig fence are removed and immediately replaced with the cat fence?

Answer:

Portions of the pig fence are to be removed and immediately replaced. It needs to be a simultaneous effort.

7. Construction timing indicates that twelve months have been allotted, but it also indicates that there may be timing restrictions on particular portions of the fence – do we know when timing will impact nesting and private property?

There are several breeding seasons for protected species that could overlap with the project at various times of year. Impacts to nests or individuals of species protected under the Migratory Bird Treaty Acy or Endangered Species Act must be avoided throughout the duration of the project. There are no timing restriction included that would stop work completely throughout the alignment, there are only restrictions on particular activities during certain windows and when/if a federally listed species or nest is encountered within the work area. Specific requirements include:

• No clearing of trees or vegetation taller than 15 feet from June 1 to Sept 15.

• If T&E species are within the established buffer from the work area, contractors must immediately suspend work, contact USFWS and not continue work until the species leaves the site on itʻs own accord.

• If a nēnē nest is discovered within the project area, the contractor must suspend work and immediately coordinate with USFWS on how to proceed.

8. When removing the pig fence, does the contractor leave the metal screen & posts etc. on the refuge or remove/haul away from the refuge?

Answer:

As the fence line is being built a roll off self-contained dumpster would be allowed to be placed onsite at an agreed upon location to be disposed of at predetermined time slots or whenever it is full. This disposal site would only be allowed to be used for non-hazardous materials and must be contained and kept closed throughout the day when not in active use. The area must be kept organized and be able to be removed if deemed necessary by COR/ refuge management. The cost of disposal would be the responsibility of the contractor.

9. Can some of the posts be re-purposed on the cat fence?

No, all posts must be new.

10. Is the contractor required to dig up all elements of the existing fence (i.e. rotten post bases) or other elements that are below ground, or can we leave rotten pole bases in the ground as long as there is not above ground portions Answer:

Post bases shall be removed to the best of the contractors ability. Any changes to that must be approved by the government prior to new installation. The only leeway will be if the old post dose not interfere with the new installation, however any deviation from the complete removal must be approved.

11. In the SOW, it indicates that the hood will be painted after installation to reduce reflection. Can we get additional details on this statement, i.e. paint type, color, application rate, etc.

Paint shall be oil-based exterior brown or dark green paint. Minimum of 2 coats.

12. The proposed fence design will have a skirt between 12 to 14” from the base of the fence and will be covered with 2 to 4” of soil. In areas of the fence alignment that are in rocky soils, do we bring soil in and cover with local rocks? It does not appear that the 12” skirt material (on either side of the fence) is listed in the provided materials, can this be confirmed?

Answer:

The fence material is the same as that for the skirt and should be one continuous piece from the top to the part that is barried underground. In addition, the above ground fence height needs to remain consistent throughout the alignment in order for it to be effective, so backfilling any new soil or rocks that would raise the overall height of the surrounding ground, thus effectively lowering the height of the fence will not be allowed unless pre-approved by refuge management only if it has been determined that there is no other feasible option.

13. Are the fence post annulus to be backfilled with local soils, post-hole concrete, or crushed free-draining aggregate?

Answer:

The wooden posts are 2.7 meters long. The depth of the post shall be .7 meters deep. The hole shall be augured such that the fit is snug and to the preferred depth and then can be backfilled with either native soil or gravel.

14. Can we get more information on the preferred proposed vehicle and pedestrian gate characteristics, i.e. size (double/single panel), width, type (sliding, swing open), manual or electrical (local utility or solar), preferred brand name (Public gate will be electronic, automatic)?

Answer:

This will be determined as part of the design process, but all gates must be consistent with providing the abililty to effectively exclude cats and rodents. Most gates will likely be manually operated, with the exception of the pedestrian gate located off Makano Ano Road and possibly the pedestrian gate at the end of Kīlauea Road.

15. Do you know how many feet of old fence needs to be removed?

~11,200 feet

16. Does the removal need to be completely from the refuge and disposed of, or can it be piled on-site (we need to calculate dump fees if it’s the former)?

Please see answer above under question 8.

17. Can we remove the old fence completely before we construct the new fence or will it need to be taken down in sections?

Answer:

The fence will need to be taken down in sections and immediately replaced with the new fence sections to prevent invasive predator intrusion. Please see also answer under question 6.

18. Can we use any paint for the hoods or is there a specific brand/type we are required to use?

There is not a specific brand required. Please see answer under question 11.

19. Does the USFWS have a 10% concept package or maps where this fence route is proposed on the refuge? We not that the Government has purchased the fence materials but notes under section 3 that the Contractor will be responsible for a shortage of materials, which implies that the contractor will need to do our own take-offs, subsequently we need to know the route, location of water crossings & related hydrology (for culverts), proposed gate locations and steepness of slope.

Answer: We do not have a 10 percent conceptual design to share as this will need to be evaluated as part of the design process that the contractor will be responsible for. See attached map of the rough proposed alignment and gate locations and of the existing fence location, which will need to be evaluated further for feasibility by the contractor based on the surveys completed by the contractor. The location of culverts will be determined by the contractor during the design phase based off their surveys of the fence line area.

20. Does the Government have any pictures of the hog fence that will be removed and the feral cat fence that was installed in 2016?

Answer: Yes. See attached photos of the 2016 predator proof fence and the current hog wire fence.
