PERFORMANCE WORK STATEMENT (PWS)

Historic Preservation Specialist- Traditional Carpentry

For Critical Repairs to the Soffit and trim on the Irwin (Cheadle) Barn at

William L. Finley National Wildlife Refuge, Oregon July 12, 2021 Amendment August 4, 2021

PR NUMBER:

1. GENERAL

This is a construction contract to provide historic preservation specialist/traditional carpentry services to be performed at the Irwin Barn, William L. Finley National Wildlife Refuge (NWR), near Monroe, Oregon (Figure 1).

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform historic preservation specialist/traditional carpentry services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract and as defined in the Secretary of the Interior’s Standards for the Treatment of Historic Properties. There is no water, electrical, or sewer facilities on-site.

1.2 Background: The project is to complete repairs to the soffit and trim on the Irwin Barn which entails removing about 3 2ft of fiberglass shingles (see specific details in Section 5). The Irwin Barn was built in 1900 and is listed on the National Register of Historic Places. The age and historical value of the barn requires a contractor with exceptional traditional carpentry skills and experience working with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOI Standards).

The Irwin Barn is a 2-story gable roof barn, rectangular in plan it is 48’-8” by 60’-5” (2,949 sq.

ft.). The roof eaves are approximately 21’ above grade. The peak of the gable end is about 40’ above grade. Construction is post and beam with concrete foundation piers. Siding is board and batten with wall vents and sliding metal doors on the gable ends. The roof was recently replaced with asphalt shingles.

The Irwin Barn is in generally good condition. However, an inventory of the interior and exterior elements of the barn was recently completed and the condition of the soffit, frieze, trim and pilasters need attention. The recent inspection identified the new roof was not installed correctly over the east elevation eave, the roof does not extend out far enough to provide protection for the eave trim and soffits. In fact, the trim was removed during roofing and no accommodation was made to reinstall the trim after the roof work was completed. Most of the eave trim was removed and saved on-site, although some pieces are in poor condition. Also noted in the inspection is the delicate condition of the original soffit boards and their unusual size and length which is difficult to match with currently available lumber. Missing trim pieces and pilaster caps are also noted in the condition assessment. The condition assessment report which contains additional description and details will be provided to the chosen contractor.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 3 of this PWS.

PART 5

SPECIFIC TASKS

5. SPECIFIC TASKS:

5.1.

For all options: Digital photographs before, during, and after repairs are required. Photographs will be transmitted to the FWS-CRT prior to the final payment as a deliverable of this contract.

Base Bid: Removing roofing material and replacing missing trim on front (east) gable end. The most recent (2020) roofing failed to provide sufficient overhang at the rakes, to permit re-installation of the trim detail at the roof edge (Figures 2-11). This alters a significant detail of the original exterior. Correcting this condition requires extending the roofing substrate, a process that will require extending the sheathing 3½” 2½” at the east-facing rakes (front of barn). In turn, this requires removal of a portion of every course of shingle at each rake and extending the roofing material 3½” 2½”.

The project is to complete repairs to the soffit and trim on the Irwin Barn which entails removing about 3 ft of fiberglass shingles, adding a section of roof underlayment to extend the roof over the edge of the barn trim by about 3½ ” and repairing the original soffit and trim, replacing/fabricating missing or severely deteriorated trim and soffit boards, painting the new soffit and trim boards with a white primer coat.

To restore the crown molding at the rakes, the shingling will need to be extended 3.5" (direction:

parallel to the ridge) at each rake. In order to accomplish this, the following preparatory steps will be required:

Remove enough roofing shingles to allow the substrate to be extended in order to anchor the crown molding, which will extend an additional 2½” beyond the fascia. This involves removing shingles (24"+), rolling back the roofing felt or membrane, removing the plywood sheathing above the soffit, adding sections of 1x4 between the existing purlins, long enough to reach an inner rafter (for fastening) and extending them to permit anchoring the crown molding beyond the facia. Ply sheathing shall be re-applied, extending to the outer ends of the 1x4s. Then the cornice trim/crown molding can be re-installed along the rake, so that it will meet the trim at the eaves in a mitered joint. The crown molding will be positioned so as to cover the edge of the plywood sheathing and support the shingle edges when roofing materials are replaced.

Repair the original soffit and trim and replace/fabricate missing or severely deteriorated trim and

USFWS – PSW for Irwin Barn Soffit and Trim Repairs 6 | P a g e soffit boards, painting the new soffit and trim boards with a white primer coat.

Shingle replacement will be completed separately and that task and replacement roofing materials are not included in this bid.

Tasks: Remove about 3 ft of the new fiberglass shingles, remove underlayment, remove sheathing to prepare roof for an extension over the edge of the barn trim by about 3½”;

Install sheathing patch and underlayment to extend roof over soffit and trim (addition of about 3½”);

Install cornice trim, missing/deteriorated boards will be fabricated to match the original; and Paint the new soffit and trim boards with a white primer coat.

Option Item 1: Contractor shall repair the north and south elevation soffits from beneath the existing roof (Figures 12-18). The work may require fabricating new materials, but emphasis is on reusing as much of the original boards as possible. Soffit is attached with machine-cut nails, nails will be collected if not reused in the repair/installation of soffit boards.

Tasks: Repair the original soffit and trim from below, so that roof and sheathing does not need to be removed;

Compromised ends at the mitered joints will require a few soffit boards to be replaced; and Paint the new soffit and trim boards with a white primer coat.
