Title: Removal and disposal of transite pipe at Keālia Pond National Wildlife Refuge

Background

The Keālia Pond National Wildlife Refuge (Refuge) has identified a transite pipe that was likely installed during the 1970s or early 1980s as part of water delivery for a former aquaculture facility. In May 2020, the pipe was confirmed to contain asbestos by an accredited laboratory (see assessment attached). The approximately 1375 feet of pipe is located above ground and is currently in good condition with no noticeable fraying (Figure 2). It is located approximately 10- 20 feet from a paved road. The pipe is approximately 8 inches in diameter, 0.5 inches thick, and divided into 13 ft sections by couplers (Figure 3, Figure 4). The couplers are 12 inches in diameter, 7 inches tall, and about 1 3/8 inch thick (Figure 5, Figure 6). Each is seated with a rubber bushing. The U.S. Fish and Wildlife Service (Service) is soliciting bids for removal of the transite pipe from the Refuge before it deteriorates, becoming a threat to the environment and more laborious and costly to remediate.

Objectives

The objective of this project is to remove and package the transite pipe following all State, Federal, and local laws and regulations, then transport the packaged material to the Central Maui Landfill for disposal. The pipe will be handled in a manner that will minimize the risk of disturbance to the material, causing it to become friable, releasing asbestos dust into the air, or exposing workers.

Requirements

• The Contractor must be Licensed/Certified by the State of Hawaii to handle Asbestos Containing Material (ACM) with current certifications.

• The Contractor shall coordinate all work with the Refuge Manager.

• The Contractor will typically access the Refuge during regular work hours (8:00 am to 5:00 pm), unless other arrangements are made with the Refuge Manager.

• The Contractor shall be responsible for following all Federal, State of Hawaii, and local laws and regulations when handling, packaging, transporting, and disposing of the ACM.

• The Contractor must take all precautions to minimize release of asbestos fibers while handling and transporting the ACM.

• A roll on/off site for equipment will be identified by the Service close to the project site.

• A containment tent can be constructed near the project site or moved along the paved road if necessary.

• No air monitoring is required.

Tasks

The Contractor shall:

1. Provide a flatbed truck and driver suitable for transporting the packaged material a distance of approximately 8 miles between the Refuge and the Central Maui Landfill. The Contractor shall be responsible for all fuel, maintenance, and operation of the truck.

2. Coordinate with the Central Maui Landfill regarding scheduling and acceptance of the packaged materials.

3. Separate the pipe into sections at the couplers.

4. Package the pipe according to State and local regulations (i.e. containment tents).

Generic SOW Template

5. Clean up and package any residue or other ACM associated with the transite pipe.

6. Transport the packaged materials to the Central Maui Landfill.

7. Offload the packaged materials at the Central Maui Landfill following all guidance from the landfill manager.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)

• The Government shall provide access to the project site during regular work hours, unless other arrangements are made with the Refuge Manager.

• The Government shall provide to the contractor access to fresh water to keep the transite pipe moist to prevent fraying while handling, packaging, and transporting.

• The Government shall provide parking for no more than 6 personal vehicles of Contractor employees during work hours.

Security

• The Contractor shall only access areas of the Refuge necessary to complete the contracted tasks. This area will include the Refuge entrance road, the Visitor Center parking lot, and the Kanuimanu Access Road.

• The Contractor and workers will not enter the Visitor Center building unless approved by the Refuge Manager.

Special Material Requirements

The Contractor is required to be a Hawaii Department of Health Certified C-19 Asbestos Abatement Contractor. Workers disturbing any quantity of ACM must have minimum United States Occupational Safety and Health Administration (OSHA) asbestos awareness training as specific to the class of disturbance work.

Place of Performance

The project will occur at Keālia Pond NWR located at Mile Marker 6 Maui Veterans Highway in Kihei, HI (Figure 1). The transite pipe is located near the Refuge Visitor Center approximately ¼ miles from the highway (Figure 2).

Period of Performance

The performance period must begin within 90 days of the issuance of the contract. Because the work will require closing a visitor access road for the duration of the work, the contract performance should be completed within 14 calendar days of starting.
