1. General:
1.1 General Project Description - The U.S. Fish and Wildlife Service (Service), San Diego National Wildlife Refuge (NWR) Complex, P.O. Box 2358, Chula Vista, CA 91912 has a need to design and build an approximately 400-square-foot interpretive area that includes informal or outdoor seating and incorporates interpretive panels into the design with the intent of introducing visitors to the concepts of appropriate and sustainable use, natural resource protection, and species conservation. Design will integrate with existing sidewalk and allow for future re-design and re-construction of sidewalk by the City of Imperial Beach.
1.2 Purpose - The Refuge intends to develop and deliver information to the public in an informal and outdoor setting about the Refuge and the natural resource partnerships that make up the Tijuana River National Estuarine Research Reserve. The overall design theme for the approximately 400-square-foot interpretive area should reflect the character of the adjacent natural setting, which consists of coastal salt marsh and sandy beach habitats. The Refuge envisions informal seating that is integrated into a small gathering spot with associated interpretive panels. The messages conveyed by the interpretive panels would include an introduction to the Tijuana Estuary (its resources and management), and themes that will expand the public’s understanding of the protected habitats and species of the Tijuana River watershed, along with the effects that water quality has on the Tijuana Estuary, adjacent Pacific Ocean, and associated public uses. Another purpose of the interpretation is to increase the public’s understanding of the need to protect from disturbance the endangered and threatened species that rely on the estuary’s habitats, and in turn result in greater compliance by the public in respecting permanent and seasonal closures of portions of the estuary and beach.
1.3 Other - This project is being implemented under the authority of the National Wildlife Refuge System Improvement Act of 1997, 16 U.S.C. 668dd-668ee, and the Endangered Species Act of 1973, 16 U.S.C. 1531 et seq., as amended. All elements of the project shall be designed to comply with the Federal Guidelines for Outdoor Developed Areas (36 CFR Part 1191) of the Architectural Barriers Act (ABA).

2. Place of Performance and Period of Performance:
2.1 Place of Performance - The design work to be performed will take place at the contractor’s office, while construction and sign installation will occur at the project site. In addition, one pre-construction site visit will be required.
The project site is approximately 0.4 miles south of the intersection with Imperial Beach Boulevard along the eastern edge of Sea Coast Drive within the Refuge, adjacent to lands owned by the City of Imperial Beach. The site is within tract 2 on the attached Tijuana Slough NWR Tract Map of this project and is subject to significant use by walkers and cyclists. Meetings with Refuge staff will occur at the San Diego National Wildlife Refuge Complex headquarters, located at 1080 Gunpowder Point Drive, Chula Vista, CA 91910.
2.2 Period of Performance - The Performance start date shall be no later than one month after the award of contract and the end date is September 30, 2019.
2.3 Work Hours - Contractor should be available during normal business hours (Monday through Friday 8:00 am – 4:30 pm). In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty Hours - Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Memorial Day, President’s Day, Fourth of July, Thanksgiving, Columbus Day, Christmas).
3. Scope
The Contractor shall provide all services necessary for the design and construction of the interpretive area (including informal seating, the integration of three interpretive panels, completion of the required construction/site plan, and construction in accordance with the approved site plan/design), as well as the development, design, fabrication, delivery, and installation of the three interpretive panels; including all labor, materials, facilities, and travel necessary to:
Design and Build the Interpretive Area The contractor shall work with Refuge staff to develop a construction/site plan for a 400-square-foot interpretive area that creates an open welcoming space with informal seating where visitors can stop and take time to read the interpretative panels that have been incorporated into the space.
This informal interpretive area shall be creatively designed to reflect the setting in which it is located, while also providing resiliency to the physical, climatic, and social challenges inherent in a beach setting. The seating area(s) and interpretive panels shall be integrated into the installation’s overall artistic design.
The final plan shall specify all the materials to be used, illustrate how the interpretive panels will be integrated into the design, and demonstrate how conformance with the Federal Guidelines for Outdoor Developed Areas will be achieved.
Upon approval of the construction plans, the contractor shall construct all aspects of the interpretive area and install the interpretive panels per the approved construction/site plan.
Develop Interpretive Messages for the Panels The Contractor shall work with Refuge staff to develop the interpretive messages that will be incorporated into the overall design of the three (3) interpretive panels. The messages are intended convey to the public how the lands within the Tijuana Slough NWR contribute to the conservation of native habitats and an array of sensitive and listed species, and will incorporate the following themes:
• Informing the public that they are on protected lands that are part of the National
Wildlife Refuge System;
• Expanding the public’s understanding of the purpose of this National Wildlife Refuge and the partnerships that contribute to the National Estuarine Research Reserve;
• Interpreting coastal wetland habitats and the resident and migratory wildlife species that comprise and rely upon them;
• Educating the public about the water quality issues affecting the Tijuana Watershed and Pacific Ocean; and
• Interpreting the causes of species endangerment and demonstrating how we can all contribute to species recovery using real world examples for species present on the Refuge.
Design, Fabricate, and Install Interpretive Panels The Contractor shall work with Refuge staff to design, fabricate, and install three interpretive panels for integration into the interpretive area. Once the designs are approved, the Contractor shall fabricate and install the panels. Depending upon the final design, it may also be necessary to design, fabricate, and install accompanying interpretive sign bases and/or mounts at the interpretive area. Specifically, this task involves: concept design through installation of three (3) interpretive panels a minimum size of 2 feet by 4 feet (to communicate interpretive conservation related messages as agreed upon with Refuge staff) and all associated mounting structure/base. The text on all interpretive signs shall effectively and efficiently communicate in both English and Spanish the primary interpretive messages developed for the project site.
General Contractor Requirements
Budget: The Contractor is responsible for completing all tasks within a fixed budget (including all design and construction of the interpretive area and design, fabrication and installation of the interpretive signs and associated mountings). The Contractor shall provide all materials, equipment, supplies, labor, and professional expertise required to accomplish the tasks within the Scope of Work and provide the deliverables described within.
Interpretive Area and Exhibit Considerations: All structures, seating area(s), ground surfaces, and interpretive panels shall comply with the Final Guidelines for Outdoor Developed Areas (36 CFR Part 1191) and shall be designed to withstand constant touching, visitor interaction, as well as the physical challenges inherent in a coastal setting. Materials used for the interpretive panels shall include a 10 year warranty against fading, cracking, delaminating or peeling, and shall be impervious to weather, graffiti and vandal resistant, and easy to clean. Material used in the construction of the interpretive area, including informal seating, shall to the extent practicable have reduced risk of damage from exposure to sunlight and atmospheric elements or vandalism or misuse.
Consultation and Coordination with Fish and Wildlife Service (Refuge) Staff: Close coordination with Refuge staff involved with the project will be required throughout the design/build process, including gathering initial input from Refuge staff prior to developing a site design for the interpretative area, identifying interpretive messaging, and designing the interpretive panels. The Contractor is required to obtain written or email approvals for initial concepts before proceeding to next steps.
Photographs and Illustrations: Refuge staff can provide images of Refuge-specific wildlife and scenic high resolution digital photographs. If other photos or illustrations are proposed for use, the artwork/illustrations shall be both aesthetically pleasing and biologically accurate, samples of any illustrations to be created by an illustrator must be submitted for approval prior to initiating any agreements with the illustrator, and the Contractor shall submit appropriate releases from the artist/photographer for each photo/illustration to be used on the panels.
Interpretive Writing: Prior to the initial meeting with Refuge staff, Contractor shall submit samples of interpretive writing in both English and Spanish from the writer who will be responsible for developing the text for the interpretive panels.
Care and Maintenance: Contractor shall provide written and electronic information regarding interpretive panel care and maintenance.
4. Option Bid Items
• a. Additional Interpretive Panels - Design, fabricate, and install two (2) additional interpretive panels and any associated mounting structures (for a total of five (5) interpretive panels and required mounting) for integration into the interpretive area.
b. Additional Interpretive Enhancements – Purchase, incorporate into the overall design, and install one (1) public viewing optical telescope mount with two (2) telescopes installed on it at varying heights to enable public viewing of birds and natural features present within the estuary. The design and installation of the telescope mount and telescopes shall be able to withstand constant touching, visitor interaction, as well as the physical challenges inherent in a beach setting. Materials shall be impervious to weather, graffiti and vandal resistant, and easy to clean. The inclusion of brass fixtures shall be avoided due to the potential for theft.
5. Deliverables and Delivery Schedule
Submission of deliverables shall be done by task as listed below. All deliverables shall be submitted to and approved by the Refuge Manager before he or she will sign-off that a specific task has been completed. A specific timeline for the project will be developed at the initial Contractor/Refuge staff meeting/site visit, to be held within one month of the award of the contract. All work on this project shall be completed by September 30, 2019.
Deliverable #1 – Interpretive Area Design Concepts: Within four months of contract award, provide preliminary concepts for the design for the interpretive area, including suggested integration of informal seating and the three interpretive panels. The preliminary concepts shall also address suggested construction materials and how site conditions will be taken into consideration. The deliverable shall be provided as one original printed document, with preliminary concepts, and as an electronic pdf. file.
Meeting with Refuge Staff to Select the Preferred Concept Design Within one month of receiving the preliminary concept designs (Deliverable #1), Refuge staff shall meet with the Contractor to identify the preferred concept design and receive any additional direction related to the preparation of the 30% construction/site plan. The results of the meeting will be documented in writing by the Refuge Manager.
Deliverable #2 – Interpretive Messaging: Within four months of contract award, provide a written presentation to Refuge staff of recommended interpretive messaging for the Refuge, including some brief recommendations for interpretive panel design and integration of the panels into the interpretive area. The deliverable shall be provided as one original printed document and as an electronic Word document (docx.) file.
Prior to providing Deliverables #1 and #2, the following steps must be completed:
A. Initial Meeting with Refuge Staff Within one month of contract award, the Contractor shall attend a meeting and site visit with Refuge staff to review the project objectives, discuss resources and staff available to assist the Contractor in compiling information, photos, and illustrations that might be used to design the interpretive area and associated infrastructure and create the interpretive panels.
The primary purpose of this initial meeting is to discuss project objectives, specific interpretive objectives, and overall site conditions of the project. The Contractor will lead a discussion with Refuge staff and from this discussion and other research will develop initial designs and interpretive messages for the project.
Deliverable #3 – Interpretive Area Design - 30% Construction Plans: Within seven months of contract award, provide a 30% construction/site plan for the selected interpretative area design concept, approved as described in Deliverable #1. The 30% design shall include general site layout, recommended construction materials, and the proposal for integrating informal seating and interpretative panels into the site. Deliverable shall be provided as one original printed document and as an electronic pdf. file. Refuge staff comments will be provided electronically within three weeks of receipt of the 30% plans.
Deliverable #4 – Interpretive Area Design - 60%, 90%, 100% Construction Plans:
Contractor shall submit construction plans for review and written approval at 60%, 90%, and 100% completion milestones. The schedule for these deliverables is presented below:
A. Construction Plans
Within ten months of contract award, the Contractor shall submit for review, comment, and approval by Refuge staff the 60% construction plans.
Within thirteen months of contract award, the Contractor shall submit for review, comment, and approval by Refuge staff the 90% construction plans.
The 100% construction plans shall be completed within fifteen months of contact award.
All submittals shall include two (2) sets of construction drawings and an electronic file in .pdf format for review by Refuge staff. Following approval of the 100% construction plan, two complete sets shall be provided to the USFWS along with complete digital files in pdf. format.
Deliverable #5 – Construct Interpretive Area: Upon written approval of the 100% construction plans by the Refuge Manager and clearance by Division of Engineering , Contractor shall initiate construction of the project. Construction shall be completed, inspected for consistency with the construction drawings, accepted by the USFWS as complete, and as-built drawings submitted no later than August 31, 2019.
Comply with any applicable Federal/State/local laws and regulations pertinent to the work;
including but not limited to environmental and utility company regulations; and Federal and State OSHA. USFWS shall be responsible for all Federal environmental and permitting requirements, with the exception of the Stormwater Pollution Prevention Plan, which will be the responsibility the Contractor to prepare, submit, provide appropriate fees, implement and close out. The Contractor will be responsible for adhering to all permit requirements.
Deliverable #6 – Interpretive Panels: Contractor shall submit two sets of concept to final design interpretive panel text, graphic, and layout for review and written approval at 30%, 60%, 90%, and 100% completion milestones (schedule provided below). Following written approval of the 100% design, Contractor shall fabricate the three panels, provide the final camera-ready artwork in high resolution digital format (including high resolution scans of all photos and illustrations) to the USFWS, and install the panels as indicated on the 100% construction plans for the interpretive area.
The schedule for these deliverables is presented below:
A. Design of Interpretive Panels (including base and/or site specific mounting requirements)
Development of preliminary interpretive panel designs (30% milestone) shall be completed within seven months of contract award, and shall involve the following steps:
a. coordination/consultation with Refuge staff regarding content and layout;
b. review of illustrations and photos available from USFWS;
c. topic research including interviewing of subject matter specialists (primarily
Service/Refuge staff);
d. initial text writing and editing;
e. recommendations on panel design and materials and
f. preliminary design of any mounting structure/base for the interpretive panels.
Within ten months of contract award, the Contractor shall submit for review, comment, and written approval by Refuge staff the revised preliminary designs (60% milestone) for each interpretive panel including:
a. recommended panel designs (i.e., actual size and shape);
b. basic sign layout (area and location of text and illustrations and/or photographs) with preliminary text and thumbnail sketches of proposed illustrations and/or proposed photographs;
c. recommended typefaces (font and approximate sizes) to be used;
d. suggested materials and colors to be used;
e. suggested framing and/or mounting details for interpretive panels (including mounting structure/base.
Within fourteen months of contract award, the Contractor shall submit for review, comment, and written approval by Refuge staff, the completed interpretive design concepts (90% milestone) for the three interpretive panels that specify:
a. complete layout including photographs and/or illustrations and text provided in both English and Spanish;
b. full size photographs and/or illustrations;
c. color palette and materials to be used for interpretive panels and mounting structures/bases;
d. final framing and/or mounting details (including mounting structure/base).
Final design layouts for the interpretive panels (100% milestone) shall be completed within sixteen months of contact award and shall include:
a. camera-ready text and artwork for review and approval by Refuge staff for the three interpretive panels;
b. construction or shop drawings for panels, bases and seating areas; and
c. any releases required from artist/photographers for photo/illustrations used for the panels and/or posters.
B. Fabricate Interpretive Panels Upon written approval of the 100% design by the Refuge Manager, the Contractor shall initiate fabrication of the interpretive panels and associated mounts, and within eighteen months of award of contract, the Contractor shall verify to the Refuge that fabrication of the interpretive panels and any associated mounts have been completed.
C. Replacement Warranty
The Contractor shall provide a 10-year full replacement warranty for the interpretive panels against fading, cracking, delaminating, peeling or corrosion.
D. Complete Digital Files Contractor shall provide complete digital files of the final, camera-ready layout, text, and artwork for the interpretive panels, including any illustrations, of a quality appropriate to fabricating new panels should replacement be necessary.
E. Installation of the Panels Contractor shall install the interpretive panels as specified in the 100% construction plans for the interpretive area.
6. General Technical Requirements for Construction
a. Perform the work in accordance with this Statement of Work, the approved plans, and other provisions of the contract.
b. Field-verify all dimensions and conditions. Notify the Contracting Officer’s Representative
(COR) of any conflicts.
7. Inspection And Acceptance of Construction
a. Inspection: The services/work performed under this contract are subject to observation and review by the USFWS.
b. Acceptance: Acceptance of the construction work is contingent on compliance with the requirements set forth in the Statement of Work and approved plans provided as a component of this design build contract.
c. Authority of the COR is limited to the following functions:
1. Inspect, and accept or reject work and materials including approval or disapproval of materials submittals and shop drawings, as applicable.
2. Insure compliance with all technical contract terms and conditions.
3. Clarify specifications and drawings where clarification does not involve contract cost or time. Any resulting disagreements are to be immediately referred to the Contracting Officer.
4. Verify and recommend payment estimates on progress payments, and forward progress payments to the Contracting Officer for approval.
5. Conduct “Labor Standards Interviews” in accordance with instructions from the Contracting Officer. Any known or suspected violations shall be reported immediately to the Contracting Officer.
6. Enforce safety requirements in accordance with the Federal Acquisition Regulations and Technical Specifications.
d. The COR is not authorized to take the following actions, all of which remain the sole responsibility of the Contracting Officer:
1. Make changes to the contract provisions, period of performance, or change any contract terms and conditions.
2. Make decisions concerning any claims and disputes.
e. Close liaison will be maintained by the COR, Contracting Officer, and Contractor. The COR shall notify the Contracting Officer immediately of any problems encountered, including but not restricted to maintaining completion schedules.
f. Authority of the Inspector: An inspector employed by the Government may assist the COR in observing the work, making measurements, and enforcing strict compliance with the terms of the Contract. The Inspector shall have free access to the jobsite at all times while work is in progress, and the Contractor shall furnish such information and assistance as necessary.
1. The Inspector will, record the work accomplished, the trades working on-site, materials delivered and/or installed, reasons for any delays, and other pertinent information.
2. The Inspector may reject unsuitable materials or work that does not comply with the terms of the contract until the situation has been referred to and resolved by the COR and/or Contracting Officer.
3. The Inspector shall notify the Contractor of any work practices that appear not to comply with OSHA health & safety requirements.
4. The Inspector may conduct wage rate interviews and report suspected labor standard violations to the Contracting Officer.
5. The Inspector may check and verify the progress payment requests.
g. Performance of Work by the Contractor:
1. Work procedures and methods may be of the Contractor’s choosing provided they follow best general practices and are calculated to secure results that satisfy the requirements of the contract.
2. The Contractor shall furnish the COR all reasonable facilities for obtaining information respecting the character of the materials and progress of the work. The Contractor shall furnish information to include the number of workers employed, their pay rate, time worked, and other elements of cost requested by the COR.
8. Government-Furnished Equipment and Government-Furnished Information
8.1 Refuge staff can provide some images of Refuge-specific wildlife and scenic high resolution digital photographs.
Refuge staff will be available to meet with the Contractor on a timely basis to ensure adherence to the agreed upon timeline. For major product reviews, the Service will complete its review within one month. For smaller reviews, the goal would be for a two week review period.
9. Evaluation and Acceptance
The Contractor will be evaluated as detailed herein. Government acceptance is contingent upon adherence to the review procedures outline in Section 4.
10. Quality Control/Quality Assurance
10.1 For commercial supplies and construction services reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
10.2 Measures for assessing quality control and acceptance for interpretive panels will include:
completion and delivery of four sets of concept to final design interpretive panel text, graphic, and layout at 30%, 60%, 90%, and 100% completion milestones, as well as comparison of the final products to the final camera-ready layout, text, and artwork provided for the interpretive panels.
