This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB) is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a firm fixed price Purchase Order to ISIMS LLC, under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source.

BSEE intends to award the purchase order for a requirement titled SIM Tool Software Update. The requirement is for an update to the existing software which was purchased in 2017 (E17PX00030), an update to the existing software purchased in 2019 (140E0118P0013), and to incorporate the updated GOMOS2020 metocean data purchased in 2025 (140E0124P0015). The period of performance is anticipated to be six months. The applicable NAICS code is 541690.

ISIMS LLC is a leader in the implementation of SIM methodology and the development of the structural risk evaluation model. Additionally, ISIMS LLC has completed the development of the GOMOS Metocean Data Software (E17PX00030) and the SIM for GOM Platforms Software (140E0118P0013) for BSEE. These are proprietary software products, and only the manufacturer, ISIMS LLC, is able to provide licensing, technical support, and updates.

This is not a request for competitive quotes; however, all interested sources that believe they can meet the study requirements may submit a capability statement the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.

All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, Michelle Potter, at Michelle.Potter@bsee.gov no later than Tuesday, March 17, 2025 at 5:00PM ET with 140E0126Q0015 in the subject line. Telephone calls regarding this matter will neither be accepted nor returned.
