RFQ No. 140E0124R0003

1. On the price list for “Price Per AI-Driven/Misc. Deliverables” is the cost associated with these unknown deliverables required to be included within our pricing structure for this contract, or will those costs be considered a modification and be negotiated under a separate contract /agreement and be in addition to the $2,500,000 contract maximum?

Yes, these costs will be part of the pricing structure; this way orders can be issued for them if needed. Section 1.3 and 3.5.1 has been updated to change the maximum ceiling to $3,500,000.00.

2. For Historical GOM MUD processing, if there is capacity to do more processing could the overall contract value be increased?

No, the ceiling will not be increased after award. Section 1.3 and 3.5.1 has been updated to change the maximum ceiling to $3,500,000.00.

3. The proposal has been sent as a request for quotation whereas on page 5, 46 and 49 the request is reference to proposal, what is the difference between the two?

Generally, using FAR 15 (Contracting by Negotiation) procedures we use the terminology Request for Proposal. However since this is FAR 12 and 13, we are using the Request for Quotation. Your cost proposal and technical proposal are part of your quotation. In this RFQ, “proposal” and “quote” mean the same thing.

4. May we reference RFQ 140E0124R003 as “Digital Well Log Contract” in our written proposals?

Yes. Please use the RFQ number 140E0124R0003.

5. Under 3.28 (d) should the date be September 30th, 2029?

a. Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order.

The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 30 September 2024.

Yes, this should be September 30, 2029. RFQ Section 3.28(d) has been updated accordingly.

Amendment 1 RFQ No. 140E0124R0003 Digital Well Logs

SYNOPSIS:

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE

THAT WILL BE ISSUED.

This is a Combined Synopsis/Solicitation and notice for commercial items prepared under the authority of and in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart

12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested, and a separate solicitation document will not be issued.

This solicitation is also issued under the authority of and in accordance with FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items. The North American Industrial Classification Systems (NAICS) 213112, "Support Activities for Oil and Gas Operations." This solicitation is being issued on an unrestricted basis. The solicitation and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2024-03 effective February 23, 2024.

As a result of this solicitation, the Government anticipates issuing a single-award Indefinite Delivery Indefinite Quantity (IDIQ) type contract to satisfy the requirements. Task Orders will be issued against the IDIQ as needed.

The Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM) serve as the stewards for America's offshore mineral and energy resources on the Federal Outer Continental Shelf (OCS). BSEE and BOEM manage activities that generate a significant portion of America's domestic oil and natural gas production.

The agencies together manage activities such as geological and geophysical analysis of OCS resource potential, the leasing process, monitoring the safety of offshore facilities, and protecting our coastal and marine environments. Both BSEE and BOEM programs are headquartered in Washington, D.C. and northern Virginia, with operational presence and regulatory oversight in the Gulf of Mexico (GOMR), Pacific (POCS), Alaska (AKOCS), and Atlantic (AOCS) regions.

BSEE and BOEM have a requirement for complete, defect-free sets of processed, high-quality open-hole digital (vector) and image well log data. These well log data sets are acquired for both newly-drilled wells and historical/legacy wells. Since 1996, when the initial Digital Well Log Data Processing Contract began with our predecessor agency, MMS, BSEE and BOEM have contracted for the processing and delivery of this complex geoscientific data.

Goals for this contract are the following: first, the Contractor will provide BSEE, including the Gulf of Mexico Region (GOMR), the Pacific Region (POCS), the Alaska Region (AKOCS), and the Atlantic Region (AOCS) with complete, defect-free sets of processed, high quality open hole digital (vector and image) well log data in a timely manner. Second, the Contractor will provide BSEE with complete, defect-free sets of historical open-hole digital (vector and image) well log data purchased from the Contractor.

The third goal is for the Contractor to serve as an agent of BSEE to store and release vector curve and image data to the public when it becomes public information.

With this new RFP, the Contractor will be encouraged to develop and continually enhance specialized tools and services capable of delivering support for BSEE and BOEM geoscientists, engineers, and other interpretive specialists in the Well-oriented fields of (to include, but not limited to): Well-based Hydrocarbon Systems Analyses tools; Enhanced Wellbore-based AI interpretive tools; Well-driven Micro- Seismic tools, Post-drill Analytical tools & services; Sediment Availability, Deliverability, & Allocation

Analyses; Well-based Enhanced Recovery tools for Production & Development Purposes; Reservoir Analyses & Determination tools; Well-based Reservoir Studies; Well-based Risk Mitigation & Screening tools, and any other Well-related & Well-driven Products and Services of interest and under the scope of services and deliverables for BSEE. BSEE recognizes that these various fields may be somewhat nascent and are under continual technological development and improvement. As such, BSEE would consider agreements to acquire these aforementioned products and services under subscription or other agreements with the selected Contractor through a Contract modification process when necessary. Similarly, BSEE recognizes that this emerging field provides opportunities not fully scoped to date, so emerging data and service options will be considered throughout the life of the Contract if BSEE determines said data and services would benefit our interpretive specialists. The nature of data development and release would also be guided Contractually and terms and conditions for any potential release of these specific, additional data as described in this paragraph are specifically discussed and restricted in Section 2.9.3.

The Contractor will serve as a release point for GOMR vector curve data for the duration of this Contract.

The Contractor will concurrently modify, upgrade and/or add to their systems to remain compatible with BSEE electronic environment and its evolving business practices. The Contractor shall work with BSEE to continually find methods to ensure the timely delivery of complete and accurate digital log data.

The estimated period of performance for this requirement is a twelve- month Base Period, and four 12-month Option Periods, that if exercised, would be a total of 60 months.

All potential Quoters must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts.

The point of contact for this procurement is Michelle Potter, Contracting Officer, BSEE, Acquisition Operations Branch, 45600 Woodland Rd., Sterling, VA 20166. Responses to this solicitation must be submitted electronically via email to michelle.potter@bsee.gov no later than the closing date and time referenced in the solicitation. All email correspondence must reference “RFQ No. 140E0124R0003” in the subject line.

SECTION 2

SPECIFICATIONS/REQUIREMENTS

Digital and Image Well Logs

2.1 Introduction

On October 1, 2011, the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE), formerly the Minerals Management Service (MMS), was replaced by the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) as part of a major reorganization. BSEE is responsible for safety and environmental oversight of offshore oil and gas operations, including permitting and inspections, of offshore oil and gas operations. Its functions include the development and enforcement of safety and environmental regulations, permitting offshore exploration, development and production, inspections, offshore regulatory programs, oil spill response, and newly formed training and environmental compliance programs. While this contract will be in place between the Contractor and BSEE, the Contractor acknowledges that there are Reciprocal Service Agreements in place between BSEE and the BOEM and agrees that all products and services delivered under the Contract will be utilized by both agencies.

The goals of this Contract are fourfold. First, the Contractor will provide BSEE, including the Gulf of Mexico Region (GOMR), the Pacific Region (POCS), the Alaska Region (AKOCS), and the Atlantic Region (AOCS) with complete, defect-free sets of processed, high quality open hole digital (vector and image) well log data in a timely manner. Secondly, the Contractor will provide BSEE with complete, defect-free sets of historical GOMR mud log digital (vector and image) well log data purchased from the Contractor. The third goal is for the Contractor to serve as an agent of BSEE to store and release vector curve and image data to the public when it becomes public information. The Contractor will serve as a release point for GOMR vector curve data for the duration of this Contract.

Lastly, the Contractor will be encouraged to develop and continually enhance specialized tools and services capable of delivering support for BSEE and BOEM geoscientists, engineers, and other interpretive specialists in the Well-oriented fields of (to include, but not limited to): Well-based Hydrocarbon Systems Analyses tools; Enhanced Wellbore-based AI interpretive tools; Well-driven Micro-Seismic tools, Post-drill Analytical tools & services; Sediment Availability, Deliverability, & Allocation Analyses; Well-based Enhanced Recovery tools for Production & Development Purposes;

Reservoir Analyses & Determination tools; Well-based Reservoir Studies; Well-based Risk Mitigation & Screening tools, and any other Well-related & Well-driven Products and Services of interest and under the scope of services and deliverables for BSEE.

The Contractor will concurrently modify, upgrade and/or add to all relevant systems to remain compatible with BSEE electronic environment and its evolving business practices. The Contractor shall work with BSEE to continually find methods to ensure the timely delivery of complete and accurate digital log data.

A Glossary of Key Terms may be found in Section 6: Attachments. Business rules not defined in Section 2 are located in Section 6: Attachments.

Each enhanced delivery method must be developed, guaranteed, and financed by the Contractor, as well as approved by BSEE. BSEE retains all rights to terminate any delivery method deemed unreliable or untenable for security reasons. Changes to delivery methods will be incorporated into an industry alert and/or Notice to Lessees (NTL), to be determined by BSEE management.

2.2.5 Priority Data Set Verification: BSEE reserves the right to assign certain data sets priority over other data sets for verification, processing, and delivery.

2.2.6 Notice to Lessees (NTL): Upon award of the Contract, BSEE will publish a NTL that directs operators to send open hole log data for all new wells drilled along the OCS to the Contractor.

2.3 DATA VERIFICATION

The following verification requirements are for all BSEE regions. The Contractor shall deliver complete, defect-free data sets to BSEE. When defects or missing data are identified, the data are considered defective and must be corrected or new data must be submitted by the operator. These defects must be captured in the Contractor’s Tracking Software. New or corrected data submitted by the operator, in response to a request by the Contractor or BSEE for data, shall also be verified. Data verification performed by the Contractor shall include, but is not limited to, the tasks or data items listed below.

Please see Section 6: Attachments for additional business rules for verification.

2.3.1 Preliminary Verification:

1. Files can be opened and read.

2. Files are in correct format.

5. Well Log/Image Completeness: The Contractor shall determine if the images submitted by the operator or created by the Contractor were complete or had missing or incomplete runs.

6. Vector Curve and Log Image Comparison: The Contractor shall verify the digital data against the log image.

2.3.3 General Curve Data Processing Requirements: The absence of the following does NOT constitute a defect. These are general vector curve data tasks that must be performed.

1. The Contractor shall preserve the native resolution of all high-resolution (i.e. <.5’ step length) vector curve data.

2. All neutron porosity values shall be represented using a decimal percent unit (i.e.. 0.2433).

3. All absent or null curve values shall be -999.25.

2.4 PROCESSING DATA SETS THAT ARE LATE, MISSING OR DEFECTIVE

The following compliance process applies to all BSEE regions. Individual regions may issue supplemental NTLs to address their individual compliance procedures, should they change.

BSEE has issued NTL 2016-N07 for regulatory reporting requirements. All departures from BSEE reporting specifications identified within a data set submitted by an operator are defects. The Contractor documents each defect and identifies a remedy. The operator is notified of the defects and the operator submits new or corrected data to the Contractor. If the operator does not comply within the specified timeframe, BSEE will enforce data submittal compliance. Data status, defects identified, and other pertinent information shall be exchanged between the Contractor and BSEE using the Tracking Software (See Section C.8.D 2.8.4). The verification and compliance cycle is repeated until the data set is complete and defect-free. The Contractor shall record the receipt of data in the Tracking Software by the close of business of the day the data are received.

2.4.1 Compliance Process – Digital Vector Data and Log Images

1. The Contractor shall monitor the borehole data sets submitted by the operators and borehole Data Due Dates (supplied by BSEE) on a daily basis. The Contractor shall notify BSEE when a data set has not been received by its Data Due Date. BSEE will notify the operator and enforce compliance as necessary.

2. When defects or missing data have been identified, the Contractor shall:

a) Correct the defect if the solution is obvious and can be readily accomplished (defect must be noted in the Tracking Software); or

b) Informally contact the operator to allow them to submit corrected data. The defects shall be noted in the Tracking Software. If the corrected or missing data are not received within three (3) work days the Contractor shall notify BSEE of all defects, missing data and suggested remedies. BSEE will notify the operator and enforce compliance as necessary. The Contractor will be informed of data status. Repeated compliance problems/violations may result in the issuance of BSEE Incidents of Noncompliance or other enforcement measures.

2.5 DATA SETS FOR BSEE

Data formats for data sets submitted by the operators and data delivered to BSEE will be set.

2.5.1 Preliminary Borehole Data Set: This is a reference copy of all original data submitted to the Contractor for a borehole data set. This data set has not been verified and is not guaranteed to be complete and/or defect free. The BSEE requires this data set for all wells drilled in all regions.

1. The Contractor shall make each data set available within one business day of receipt. This includes vector and image data submitted by the operator. The data set shall remain accessible until the complete, defect-free Standard Borehole Data Set is available.

2. When the borehole header data are incorrect, the data set shall be referenced by its corrected well header information but stored as originally submitted by the operator.

3. When the Edited Standard and Workstation-Ready Borehole Data Sets are delivered to BSEE, all Preliminary Borehole Data Set files will be packaged as a separate zip file and delivered simultaneously.

These files will be an exact duplicate of the CDs and DVDs submitted by operators. These files are required for data submittals that result in the generation of Standard Borehole Data Sets, Edited Standard Borehole Data Sets, and Workstation-Ready Borehole Data Sets. They are not required for mud log well data set submittals.

2.5.2 Standard Borehole Data Set: This data set is not delivered to the BSEE, unless it is warranted by special circumstances.

1. All submitted data have completed the Data Verification process and are considered to be certified defect-free (complete and without errors). This includes vector and image data submitted by the operator.

All images should be of composited logs.

2. A list of all open hole (vector curves and images) data submitted by the operators for each borehole shall be available to BSEE on request.

2.5.3 Edited Standard Borehole Data Set: In this data set, the original curve mnemonics will be preserved, except to note identical curve mnemonics from different logging tools (i.e. GR from Sonic log and GR from resistivity log). BSEE requires this data set for all wells drilled in all regions.

1. The Edited Standard Borehole Data Set for each borehole delivered to BSEE shall include both vector curve data and all image data present in the Standard Borehole Data Set. It will also include an index file for the image data (See Section 6: Attachments).

2. The vector curves shall be output and delivered to BSEE in BSEE LAS v2.0 file format (See Section 6: Attachments).

3. When sample rates other than the standard rate (step length = .5’) data are acquired, a separate LAS file will be created for each sample rate.

2.5.4 Workstation-Ready Borehole Data Set:

1. This data set uses the Edited Standard Borehole Data Set described in Section C.5.C. BSEE will discuss the various workstation-ready processing functions available with the Contractor and then identify a final set of functions to be performed. BSEE will require this data set for all wells drilled in all regions. The following are the current set of functions of interest to BSEE:
